The Integrated Marketing Program Manager reports to the Deputy Chief, Communications and is responsible for developing the campaign timeline, project scope, and messaging strategy for a multitude of communications projects for the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA), and the 101 Express Lanes Project (SMCEL).

Essential Functions & Duties

Examples of Essential Functions:

• Develop and implement the District’s long-term and short-term campaign strategy for marketing and ridership campaigns for SamTrans, Caltrain, TA, and SMCEL in coordination with Communications, Government & Community Affairs, Marketing, Creative Services, Social Media, Digital Marketing, Customer Experience & Service.

• Assist the Deputy Chief with developing industry standard rubrics utilizing market research to define campaign objectives, create compelling and creative programming, execute on campaigns, and report on results.

• Provide strategic recommendations and change management leadership cross-departmentally, optimizing the Communications division’s effectiveness.

• Implement the District’s voice and brand through messaging, talking points, presentations, memos, and position statements for use by externally facing departments.

• Supervises staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of marketing staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Develop project objectives, scope, delivery schedules, and services agreements with internal staff and stakeholders to drive long-term and short-term projects to success.

• Use analytics and Key Performance Indicators (KPIs) to guide project direction, prioritize tasks, and shape marketing strategy.

• Lead copywriting efforts for strategic marketing campaigns on public-facing websites and blogs for SamTrans, Caltrain, TA, and SMCEL, as needed.

• Responsible for the accurate and contextual translation of marketing campaign content into English and other languages primarily used by agency customers.

• Hold stakeholders in other departments and divisions accountable to deadlines.

• Collaborate with the Creative Services in development of multimedia content creation in support of marketing campaigns for use across digital, web, radio, TV, and other mediums.

• Perform ongoing project management, oversight, and budget monitoring for communications and marketing projects.

• Prepare marketing campaign reports. Track campaign metrics (CTR, conversions, ROI), evaluate outcomes against targets, and recommend optimizations.

• Act as primary point of contact for marketing and communications projects with external stakeholders about regional marketing campaigns as necessary.

• Manage shared data and documentation using SharePoint and District Hub as necessary.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in communications or a closely related field.
• Five (5) years of full-time progressive experience in integrated marketing or program management of communications projects.

• Experience leading and managing complex communications or marketing projects. 
• Professional working experience leading marketing campaigns for public transit agencies.
• Experience with stakeholder management, ability to build rapport with stakeholders as needed.
• Excellent oral and written communication skills.
• Proficiency with Microsoft Office Suite.
• Experience using project management software (Trello, Monday.com, etc.)

The Management Analyst (MA) will assist in the oversight of SMC EM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role, which is primarily fiscal-related with 10-20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County's financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County's emergency management mission.

The Ideal Candidate Will Possess

• Strong financial management skills, including budgeting, forecasting, and grant disbursement
• Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections
• Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines
• The ability to resolve cross-departmental budget issues and propose procedural solutions
• Analytical skills to conduct financial analyses and special research projects, evaluate alternatives, and make recommendations

Examples Of Duties:

The MA's responsibilities may include, but are not limited to, the following:

This is a limited term position.  Limited term positions are full-time, fully benefited, temporary positions. Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify could be:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, finance, accounting, or a related field.  Master of Finance or equivalent degree preferred.
• Experience: At least five years of fiscal administrative experience.

THE POSITION:

Under general supervision, receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal staff and equipment via multifrequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

SUPERVISION RECEIVED AND EXERCISED

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

Qualifications:

Recreation Program Specialist Example Duties:

• Follow reservation protocol/procedure for patrons.
• Review menu provided by caterer, submit nutritional component breakdown to County for grant compliance, and prepare flyers for patron.
• Submit documentation/information associated with County nutrition grant to supervisor.
• Schedule and implement nutritional education for seniors and in-service training for staff and volunteers.
• Serve as liaison with caterer, grant provider and staff/volunteers.
• Implement food safety practices as outlined by the Health Department.
• Prior nutrition experience is desired, but not required. Training will be provided.

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

EXAMPLES OF DUTIES
Including but not limited to maintaining frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials; transmits information, decisions and directives. Answers inquiries by phone or email; investigates and resolves complaints or provides information, explains departmental or City procedures; exercises judgment in giving information and proper disposition of problems; composes correspondence and prepares reports. Maintains and files employees' personnel records and other departmental records; provides information to employees regarding benefits. Serves as Assistant for the Personnel Board, other related meetings, and disciplinary and appeal hearings by collecting, preparing, and sending agendas, taking and transcribing minutes, and typing and distributing minutes and other material. Processes and manages distribution retiree health reimbursement checks. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist in responding to internal and external surveys. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Processes employee separations and cafeteria plan worksheets, enters employee information into ERP system, tracks employee trainings; and processes invoices.

Provides support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, Human Resources Analyst(s) and Human Resources Specialist(s). Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. Assists with preparation and publication of the employee newsletter. Maintains and orders office supplies and other duties as assigned.

MINIMUM REQUIREMENTS

Knowledge of: Appropriate English grammar and spelling; current office equipment and methods including operation of computer programs, including advanced, competent use of Microsoft Word; record keeping and organizational practices; basic arithmetic; and certain federal, state and municipal personnel regulations.

Education: Graduation from high school or equivalent and an Associate of Arts (AA) degree.
