The City of Sebastopol is seeking a skilled, dynamic, results-driven Accountant to fill one full-time vacancy. The Accountant performs a variety of complex and technical financial accounting and program support duties in the areas of utility billing, bank reconciliation, accounts payable, accounts receivable, cash receipts, purchasing, project accounting, fixed assets, and general ledger. Additionally, the Accountant may be assigned to perform all functions related to and serve as a City resource for one or more accounting related programs administration.

Finance Department

Approx. 40 hours/week

$34.41- $41.82 per hour depending on qualifications

This hourly position is not in Civil Service and does not receive benefits.

DEFINITION

Account Clerk I: Under supervision, perform clerical work of moderate difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

EXAMPLE OF DUTIES

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.

Management (Budget) Analyst

This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

• Coordinate budget transfers and amendments

• Manage chart of accounts alignment and process documentation

• Support payroll processes, audits, and financial system upgrades

• Research local, state, and federal regulations for financial impacts

• Collaborate with other departments and outside agencies to gather and share financial data

• Contribute to cost allocation models, internal service fund rates, and related analysis

• Take on special projects and assist in the general administration of the Finance Department

The Department

General

The Claims Specialist will report to the Insurance and Claims Administrator and will assist with liability claims and insurance program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County Express Lanes Joint Powers Authority (SMCELJPA). 

• Claims Processing and Management: Responsible for the processing of third-party personal injury and property damage claims against the District, ensuring thorough documentation, and adherence to both legal requirements and the District’s claims handling procedures. 

• Technical and Administrative Support: Provide essential technical and administrative assistance to the District’s third-party adjusting firm and internal and external legal partners facilitating efficient claim adjustments and resolutions. 

• Insurance Program Support: Assist in the administration and documentation of the District's annual insurance program, contributing to the enhancement and modernization of insurance processes. 

• Process Improvement and Modernization: Support the Insurance and Claims Administrator in identifying and implementing process improvements and modernization initiatives, aiming to increase efficiency and effectiveness in claims handling and insurance management.

Examples of Essential Duties:

• Claims and Lawsuits Management: Refer claims and lawsuits to the District’s outside third-party claims adjusting firm, ensuring proper handling and follow-up and provide support in discovery and litigation activities. 

• Consumer Complaint Processing: Address and process consumer complaints asserting injury or damage, ensuring timely and appropriate responses. 

• Records Maintenance: Maintain accurate and up-to-date records of claims and lawsuits against the District, ensuring compliance with legal and regulatory requirements. 

• Invoice Processing: Responsible for processing of invoices related to claims and insurance operations, ensuring financial accuracy and accountability. 

• Subrogation Assistance: Assist with third-party subrogation processes, ensuring the District recovers costs effectively from other parties when applicable. 

• Insurance Documentation Support: Compile supporting documentation necessary for the annual insurance program applications, facilitating thorough and compliant submissions. 

• Records Management: Perform records destruction in accordance with the District’s guidelines, ensuring that all actions comply with legal standards for document retention and destruction. 

• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents. 

• Perform other duties as assigned. 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• AA degree in Business Administration, Accounting, Finance, Statistics, or another directly related field

• Three (3) years of experience in the field of insurance, personal injury claims, or risk management 

• Associates in Claims (AIC), Associates in Risk Management (ARM), or Chartered Property Casualty Underwriter (CPCU). 

• Proficiency in Microsoft Office Suite (MS Word, Excel and Outlook).
