The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

 

Per Diem Communications Officer

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

 

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

The Position

The Planning Intern will support the Community Development Department - Planning Division with research-based projects and assist staff with minor permit review. This internship is designed to provide hands-on experience in municipal planning, exposure to development review processes, and an understanding of how planning policies are implemented at the local level. The intern will work closely with planning staff and gain practical insight into zoning, land use regulations, and public-sector planning operations.

Duties: The primary projects will most likely include the following:

•    Conduct research related to land use planning, zoning regulations, and special planning initiatives
•    Assist planning staff with minor permit review
•    Help organize and analyze planning data, maps, and project materials
•    Prepare summaries and other written materials to support planning projects
•    Assist with updating planning documents, handouts, and internal resources
•    Participate in staff meetings and observe planning processes, as appropriate
•    Provide general administrative support to planning staff as needed

Minimum Qualifications

•    BA/BS Candidate in City Planning, Architecture, Public Policy or a similar discipline
•    Strong analytical, writing and verbal skills; effective written and oral communication
•    Interest in municipal planning and public-sector work
•    Familiarity with land use planning concepts or zoning regulations
•    Strong attention to detail and willingness to learn
 

Time Commitment

Flexible Schedule, up to 40 hours a week. Each intern is able to work a maximum of 1,000 hours per fiscal year.

The Position 

The City of San Bruno Fire Department is offering a unique career opportunity to those who desire a challenge and wish to work in a dynamic urban setting. The City seeks a self-motivated Fire Inspector to ensure that the City’s fire inspection program provides an excellent level of service to the surrounding community. Under the general supervision of a Fire Battalion Chief / Fire Marshal, the Fire Inspector performs the full range of fire inspection duties including fire and life safety inspection, plan review, code enforcement activities, and assistance with fire investigations. 

 

The Fire Inspector is a hard-working and dedicated individual with experience and ability to perform a full range of fire prevention duties, including inspecting residential, commercial and industrial units for compliance with safety laws and ordinances, as well as maintaining complete and accurate records of fire safety codes, regulations, ordinances, inspections, violations, and penalties. 

 

In addition to the technical duties involved with fire inspection, the Fire Inspector will have opportunities to educate and enrich the San Bruno community by planning and conducting public education programs and outreach regarding fire prevention, make presentations to civic organizations and school groups, as well as observing fire drills in schools, convalescent homes, businesses, and other places within the City.  

 

The Fire Inspector will also work cooperatively with internal City departments on inspections and projects, provide expert guidance and direct support for plan check reviews, including providing professional-level reviews, comments, and recommendations to ensure that work conforms to current fire code standards and established City policy and procedure.

GENERAL INFO

Under general supervision, the Service Desk staff provides essential support to the San Bruno RAC by performing front desk operations, assisting members and visitors, and supporting daily facility functions. This temporary, part-time position requires working up to 20 hours per week. The role involves delivering excellent customer service, processing memberships and program registrations, handling payments, and providing information about facility programs and policies. Service Desk staff may also perform facility attendant duties and assist with other tasks as assigned to ensure the smooth operation, safety, and cleanliness of the facility.

 

UNIVERSAL POSITION DUTIES (Illustrative purposes only)

• Provide friendly and professional customer service to members, participants, and visitors.
• Assist with front desk operations, program registration, and payments.
• Supervise and engage participants in recreational programs, camps, and activities.
• Set up, maintain, and clean activity areas, equipment, and event spaces.

• Process payments for memberships, programs, and facility services while following proper cash-handling procedures.
• Provide accurate information about RAC rules, policies, and services to ensure a safe and positive experience for all patrons.
• Monitor access to the facility and help ensure members and guests follow RAC guidelines.
• Address patron questions or concerns and escalate issues to supervisors when necessary.
• Maintain a clean, organized, and professional service desk area.
• Assist with distributing program information, schedules, and promotional materials.
• Support daily administrative tasks including account updates, data entry, and record keeping.
• Work collaboratively with other RAC staff to ensure smooth daily operations of the facility.
• Assist other RAC teams (Facility Attendants, Programs, Aquatic) and assist with other tasks as assigned to support the overall operation of the RAC.

 

MINIMUM QUALIFICATIONS

 

Education and Experience

• Graduation from high school or GED equivalent. This provision may be waived if applicant is under the age of 18.
• One year of experience in a job-related field is preferred.

 

Skills and Abilities

• Provide friendly, professional, and responsive customer service.
• Communicate clearly and effectively with patrons, staff, and supervisors.
• Operate computer systems and process memberships, registrations, and payments accurately.

THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

 

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Plan, prioritize, communicate, delegate and monitor a variety of concurrent projects. Analyze and synthesize data and complex information; write comprehensive reports. Supervise, train, and evaluate one employee. Effectively prepare grants, written reports and recommendations; prepare and present reports at public meetings; deal effectively with the public; establish and maintain effective working relationships with staff, City officials, local commissions; provide strong administrative, fiscal management and policy analysis skills; be professional, respond to phone and electronic correspondence in a timely manner to the public and city employees, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

Qualifications:

This position requires the ability to work independently while receiving direction from a supervisor, as well as the capacity to train, oversee, and collaborate effectively with volunteers and older adults. Strong attention to detail is essential, including the ability to maintain accurate records and submit documentation as required. Proficiency with computers, including experience using Microsoft Word and Excel, is required. Upon hire, the candidate must successfully obtain a State Food Handler Safety Certificate and pass all required background checks. A bilingual pay differential may be available for candidates fluent in identified languages.  Must be available Monday-Friday 10:00am-2:00pm.

Recreation Program Specialist Example Duties:

• Follow reservation protocol/procedure for patrons.
• Review menu provided by caterer, submit nutritional component breakdown to County for grant compliance, and prepare flyers for patron.
• Submit documentation/information associated with County nutrition grant to supervisor.
• Schedule and implement nutritional education for seniors and in-service training for staff and volunteers.
• Serve as liaison with caterer, grant provider and staff/volunteers.
• Implement food safety practices as outlined by the Health Department.
• Prior nutrition experience is desired, but not required. Training will be provided.
