Under the general direction of the Deputy General Manager of Bus, the Director of Business Operations is responsible for planning, directing, and managing the Bus Division’s Business Operations Unit, including Data Analytics & Program Management, Schedules & Service Development, and Bus Administration.

This position provides strategic and operational leadership over all bus scheduling functions, including network coordination with the Planning Department, development of vehicle and crew schedules, roster development, and oversight of signup bidding and deployment activities. The Director ensures that service delivery is aligned with operational goals, labor agreements, and financial constraints.

In addition, this position leads performance management, business analytics, budget development, and capital and operational program support functions for the Bus Division. The Director works collaboratively across departments and with external agencies to ensure safe, efficient, compliant, and customer-focused transit service.

Essential Responsibilities

A. Business Operations Leadership & Administration

• Leads and manages Business Operations functions, including Data Analytics & Program Management, Scheduling & Service Development, and Bus Administration
• Supports the development of division goals, priorities, and performance expectations in coordination with division leadership
• Leads development and monitoring of operating and capital budgets, including workforce and resource forecasting
• Provides analytical, financial, and policy support to division leadership and partner departments
• Oversees Bus Administration functions, including coordination of division-wide administrative processes, policy and program tracking, and support for budgeting, reporting, and organizational initiatives

B. Scheduling and Service Development 

• Leads the design and development of bus schedules, including timetables, blocking, run-cutting, and rosters
• Supports service planning activities, including evaluation and development of service changes and operational scenarios
• Ensures scheduling practices align with service goals, labor agreements, and budget constraints
• Partners with the Director of Transportation to ensure schedules are operationally feasible and effectively implemented
• Coordinates with the Planning Department and external agencies to support integrated regional service delivery
• Oversees scheduling-related processes, including quarterly signups, bidding, and workforce deployment, in coordination with Transportation and Labor Relations
• Ensures effective integration of scheduling systems with downstream operational, financial, and customer information systems (e.g., CAD/AVL, payroll, and reporting platforms)

C. Data Analytics, Performance Management & Program Support

• Oversees the collection, analysis, and reporting of operational and financial performance data
• Develops and maintains key performance indicators (KPIs), dashboards, and reporting tools to support decision-making
• Monitors and analyzes system performance metrics, including ridership, on-time performance (OTP), service reliability, and operational efficiency
• Provides regular reporting to internal leadership, external agencies, and governing bodies
• Supports evaluation of service, policy, and operational changes through data-driven analysis, including financial impact assessments
• Oversees integration and effective use of business systems (e.g., CAD/AVL, APC, fare systems, and scheduling platforms)
• Leads and manages technology initiatives and program delivery related to business operations systems, including system upgrades, implementations, integrations, and coordination with Information Systems and external vendors
• Supports cross-functional initiatives and capital or operational projects impacting service delivery

Position Summary

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. Essential Responsibilities

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service

• Reviews and approves plans for scheduling changes and expansion of service; coordinates activities of the Scheduling Department in preparing for new service or for changes in service in coordination with adjoining transit systems

• In collaboration with the District’s Planning Department, researches, recommends and implements solutions for transportation issues and concerns including service expansion or reduction planning
• Participates in the preparation of procurement documents and makes recommendations to the General Manager and Board for acceptance of the various bids and proposals received
• Plans, assigns, reviews and evaluates work of staff; selects and trains employees as appropriate; responds and resolves personnel issues and problems; recommends and implements employee discipline
• Provides leadership in creating a work environment that encourages process and continuous improvement, performance management, communication, accountability, and collaborative problem solving
• Identifies and facilitates relevant training, workforce development, and teambuilding programs for promoting customer service and improvements to processes to enhance service delivery and operational efficiency
• Participates directly in labor negotiations, labor and employee relations, and labor contract administration; may conduct final step grievance hearings on appeal decisions with unions operating in the bus Transit Division and at times, conduct hearings for matters in other Divisions of the District
• Leads efforts to strengthen labor-management partnerships with Bus Division collective bargaining units, including the Workforce Investment Network (WIN) Partnership with ATU Local 1575 that provides the foundation for the Bus Operator Mentor, Pre-apprenticeship and Apprenticeship Programs
• Fosters relationships with community-based organizations (CBOs), local colleges, and other community stakeholders; leverages those relationships to strengthen GGT’s community presence and understanding of its services, to build local goodwill, and to access resources and/or services that support employee recruitment and retention efforts
• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff
• Participates as a member of the District’s executive management team
• Works collaboratively and effectively with District staff to carry out the organization’s vision and mission and advance projects and programs for meeting operational priorities

The Position 

The Senior Transportation Planner under general direction, organizes, reviews, and participates in transportation planning work; supervises the work of professional and technical transportation planning personnel, projects, and other activities; and performs other related work as required 

Duties may include, but are not limited to, the following:

Position Summary

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

DEFINITION

Under the general direction of the Human Resources Director, the Human Resources Specialist performs complex and responsible technical human resources functions independently with minimal supervision. This specialist supports the Human Resources division by administering key programs including workers' compensation, recruitment, benefits administration, and labor law compliance. The position functions as an essential staff assistant, providing expertise and coordination for specialized HR activities without direct supervisory or policy formulation authority. The Human Resources Specialist also provides support during labor negotiations, including analyzing Memoranda of Understanding (MOUs), to assist in negotiation strategies and ensure district compliance. Five years of increasingly responsible experience in human resources or related field with emphasis on workers' compensation administration, recruitment, or HR reporting functions.

About the Opportunities

We are excited to announce multiple full-time, permanent opportunities for Maintenance Workers in the Water and Sewer / Collections divisions within Public Works. Under general supervision, you will perform a variety of manual tasks to maintain the City's vital infrastructure. The eligibility list created could be used to fill any Maintenance Worker I vacancies within the department of Public Works. 

Water Division

In this division, you will perform manual labor in operational maintenance and repair of leaks, water mains, hydrants, valves, and service lines. You will assist in servicing and reading water meters, testing samples, emergency response, and construction tasks such as laying pipe and excavating trenches.

Sewer / Collections Division

In this division, you will perform manual labor and operate heavy equipment to maintain sewer mains, laterals, and manholes. Duties include cleaning sewer lines, operating combination trucks, performing inspections to prevent flooding, and responding to emergency sewage spills or blocked systems.

Your Key Responsibilities may include:

• Infrastructure Maintenance: Ensuring City infrastructure complies with level of service standards.

• Manual Labor: Performing heavy labor including shoveling, lifting, and digging for the repair of landscaping, sewers, streets, and water lines.

• Equipment Operation: Safely operating hand/power tools in the performance of assigned duties.

• Emergency Response: Responding to emergency calls for service (sewers, water leaks, storm drains) after hours and on weekends.

• Technical Tasks: Performing basic carpentry, cement work, and oxyacetylene cutting. 

Qualifications

Education: High School Diploma or equivalent GED.

Experience: One (1) year of full-time experience in semiskilled construction maintenance or landscape maintenance work.

Licenses & Certifications:

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

• Must obtain a Class B California Driver’s License with required endorsements within six (6) months of hire.

• Water Division: Must obtain a Class D-2 Water Distribution Certificate within one (1) year.

• Collections Division: Must obtain a CWEA Grade I Collections Certificate within one (1) year.

Knowledge and Abilities:

• Knowledge of safety hazards and applicable safety precautions.

• Ability to think and act quickly in emergency situations.

• Ability to meet physical requirements, including lifting up to 100 pounds and working in confined spaces or inclement weather.

THE POSITION:

The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

GENERAL PURPOSE

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

Essential duties require the following physical skills and work environment:
