The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

• Lead and administer the development of Standard Plans, Specifications, and the Design Quality Management Plan for SamTrans projects utilizing district employees and consultants. 
• Develop and institute structure and project control templates that yield effective infrastructure project management. 
• Subject matter expert for technical elements and administrative decisions for project and construction management personnel responsible for multiple diverse infrastructure projects.
• Manage general engineering and architecture functions, making key decisions regarding design documents, technical specifications, cost estimates, and schedules. 
• Accountable for strategic decisions and oversight of infrastructure projects’ scope, schedule, budget, and product quality throughout the project lifecycle while ensuring compliance with safety standards and industry best practices. 
• Make critical, time-sensitive decisions on construction-related issues to prevent delays and avoid costly change orders. 
• Administration: Select, manage, and hold accountable vendors, contractors, and professional services, including ensuring DBE, SBE, and labor compliance policies are followed. 
• Provide project status updates and recommendations to a broad audience of interested parties, community groups (advocacy), executive team, and board of directors. 

• Direct and support project management staff, ensuring effective execution and delivery of projects. 
• Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Utilize independent judgement in construction oversight, compliance, and corrective actions when needed.
• Manage and champion the development of Standard Plans, Specifications, Quality Management Plans, and related documents to improve department workflows and practices.
• Plan, direct, and evaluate work activities of assigned staff, consultants, and contractors; resolve problems and implement corrective actions.
• Provide direction and collaborate in short-term and long-term strategic planning/development of the bus infrastructure on behalf of bus operations.
• Perform quality assurance checks on consultant deliverables and perform independent technical reviews of SamTrans projects.
• Investigate, evaluate, and resolve project issues by identifying root causes and implementing solutions.
• Lead stakeholder communications by presenting recommendations, facilitating input, and building consensus to resolve conflicts.
• Present documents, findings, and recommendations to Executive Management and the Board.
• Oversee development of contract solicitations, conduct evaluations, and make award recommendations.
• Serve as subject matter expert on technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation to ensure compliance with their guidelines.
• Represent SamTrans before the Board of Directors, city councils, state/federal/local agencies, and the public at meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with governmental agencies, consultants, and contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director Infrastructure & Capital Projects who establishes goals and objectives and evaluates performance.  

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

DEFINITION

Assist customers with navigating the City’s online permitting tools and resources; support permit applicants with creating accounts, uploading documents, and requesting inspections; perform intake review of permit applications for completeness;  check applications for compliance with submittal requirements  accurately assign work types, scopes of work, and required inspections using standardized intake protocols; assign required inspections based on established scope-of-work logic tables when system automation is unavailable; use the City’s permit tracking software to route applications and documents to appropriate departments; track the status of permits, reviews, and inspections; respond to applicant inquiries about permit status;  communicate clearly with the public, contractors, developers, and staff regarding permit status, corrections, and fees; maintain digital records and ensure proper filing of supporting documents;  generate and track digital invoices for plan check and permit fees; monitor payment status through the online portal;  use digital tools and plan data to calculate permit fees based on square footage, valuation, or standardized tables; verify completeness of digital plan submittals and assist with document labeling and version control for online plan review;  respond to applicant questions submitted through the online portal regarding permit status, corrections, or document requirements; provide administrative support including scheduling inspections; maintain permit logs and generate reports; interpret and explain basic code requirements, permit processes, and department procedures to the public; participate in transition to digital workflows and assist with system improvements through the City’s ERP/ELP vendor as directed; participate in testing and feedback of new digital permitting tools and process improvements; advise applicants on Construction & Demolition (C&D) deposit requirements and compliance procedures at the time of permit intake; collect and log C&D deposit forms and fees in coordination with applicable project scopes; track C&D compliance documentation and assist with refund eligibility checks using the City’s digital permit system; provide general guidance on C&D recycling requirements and maintain reference materials for applicants.

 

MINIMUM QUALIFICATIONS

 

Knowledge of: 

Building, zoning, and municipal codes as they relate to the permit process. Permit application procedures and records management. Use of modern permitting systems and digital tools to support permit processing and communication. Construction terminology and plan reading basics. Effective communication and customer service principles .  Basic procedures related to Construction & Demolition deposit processing and compliance tracking. Inspection types and associated scopes of work as outlined in departmental logic tables or permit intake protocols. Plan submittal requirements and digital document management practices for online plan review. Methods for calculating fees based on square footage, use type, valuation, or occupancy.

 

Ability to: 

Learn and operate the City’s digital permitting platform with accuracy read and interpret basic construction plans and documents; apply City policies and procedures related to permits and inspections; accurately collect and record data and fees. Communicate effectively with the public and staff, both orally and in writing; maintain professionalism while handling sensitive or challenging customer interactions’ organize and prioritize work in a fast-paced environment; adapt to evolving technologies in permit tracking and electronic plan review; coordinate C&D documentation during permit intake and assist with compliance-related communication; apply internal inspection assignment logic to accurately select required inspections during permit setup; assist with applicant questions submitted through digital platforms; support document formatting, tracking, and version control for digital plan review. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience: 

One year of administrative or customer service experience in a construction, permit, or planning environment.

 

Education:  Graduation from high school or equivalent.  Technical training in construction, planning, or public administration desirable.

 

License: Possession of a valid Class C California Driver’s License and an acceptable driving record. International Code of Council (ICC) Building Permit Technician certification is desirable.

The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statues including the Political Reform Act, the Brown Act, and the Public Records Act.

The City Clerk serves as a steward of the democratic process and is a liaison between the City Council and members of the public. The City Clerk is a partner in democracy, providing information and ensuring transparency. The City Clerk is an elected representative of the people and serves a four-year term. The City Clerk has legal responsibilities described in California Government Code Sections 40800, et seq., the Elections Code, and City ordinance.

The Position

Under general direction, the Deputy City Clerk is responsible for providing support to the City Clerk and Assistant City Clerk. This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. With responsibility for legal noticing, advertising, and calendaring public hearings.
