This position will perform professional and technical civil engineering work in the design, construction and maintenance of public works facilities. The purpose of this recruitment is to fill a current vacancy in the Utilities Engineering Division of the Community Development Department, as well as establish an eligibility list for future vacancies.

They possess a solid understanding of engineering mathematics, surveying, drafting, and construction methods, and can read and interpret plans, specifications, and technical documents. At the Assistant Engineer level, the Ideal Candidate is an experienced civil engineer who works independently and exercises sound engineering judgment and initiative. They can manage complex public works projects from design through construction, reviewing plans and specifications for accuracy and compliance, conducting field inspections, and preparing cost estimates, reports, and recommendations. This individual has experience with contract administration, capital improvement planning, and coordination across City departments, and may assist in supervising, training, and evaluating technical staff.

ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. Respond to citizen complaints and questions. Assist with property development agreements Prepare plans and legal descriptions for right-of-way acquisition. Prepare reports and applications for State and Federal funding. Supervise, train and evaluate assigned staff. Perform related duties as assigned.

QUALIFICATIONS

Junior Engineer

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil engineering.

Experience:
None required.

License or Certificate:

Possession of a valid California Driver’s License required upon hire.

Assistant Engineer

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in civil engineering.

Experience:
Two (2) years of increasingly responsible work experience in civil engineering or a closely related field.

POSITION

POSITION

Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and directions to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

Community Development (CD) Clerk I: 

This is the entry level position in Community Development Department (CDD) for clerical employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. A CD Clerk I is normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their position to be reassigned to the next higher class of CD Clerk II.

Community Development (CD) Clerk II:

Coordinate the department’s projects from planning stage through project acceptance by conducting preliminary engineering studies.  Prepare plans, specifications, reports and cost estimates for public improvements such as streets, storm drains, sewers, water works, traffic signals/controls, and other public projects.  Make calculations for engineering/surveying and other related work.  Obtain and provide field data and recommendations for preparation of modifications involving technical or monetary changes.  Assist project engineers in performing survey work and obtaining field data for preparation and planning of proposed project.  Provide design, construction or consultation contract administration and management or inspection of capital improvement, repair and maintenance projects.  Establish schedules and methods of providing construction inspection services.  Resolve conflicts between inspectors, contractors and facility owners.  Prepare, review and maintain various data, reports, documents and project files, such as, but not limited to, inspection logs, daily construction logs, change order requests, quantities and material estimates, progress reports, site plans, subdivision improvement plans, development agreements, real property documents, submittals and as-built drawings.  Review improvement plans, maps, specifications, cost estimates, and other work for accuracy, presentation and conformance with established engineering practices, City Standards, General Plans and Specific Plans.  Provide general information to other City departments, the public, development community and other government agencies.  Prepare for review by senior staff policies and procedures for processing requests of the City for City services to facilitate development projects.  Determine and oversee field material testing of samples of materials routinely used in construction projects.  (For example, concrete, asphalts, soils, etc.)  Monitor operational tests on civil, mechanical and electrical systems.  Perform pneumatic and hydrostatic test of piping systems as appropriate.  Coordinate right-of-way planning and acquisition for public improvement projects such as streets, storm drains, sewers, water works, traffic and other public work projects.  Prepare and assist with presentations to City Council, various Commissions and local interest groups.  Share in the responsibility for a sound safety program; promptly report unsafe conditions to the immediate supervisor.  Prepare data for as-built utilizing GPS equipment, recording changes, dimensions, etc.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the Employee must be present to completed assigned tasks.  Work cooperatively with others including other City departments/divisions and the public.  Other duties as assigned.
