THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Plan, prioritize, communicate, delegate and monitor a variety of concurrent projects. Analyze and synthesize data and complex information; write comprehensive reports. Supervise, train, and evaluate one employee. Effectively prepare grants, written reports and recommendations; prepare and present reports at public meetings; deal effectively with the public; establish and maintain effective working relationships with staff, City officials, local commissions; provide strong administrative, fiscal management and policy analysis skills; be professional, respond to phone and electronic correspondence in a timely manner to the public and city employees, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

Recreation Program Specialist Example Duties:

• Follow reservation protocol/procedure for patrons.
• Review menu provided by caterer, submit nutritional component breakdown to County for grant compliance, and prepare flyers for patron.
• Submit documentation/information associated with County nutrition grant to supervisor.
• Schedule and implement nutritional education for seniors and in-service training for staff and volunteers.
• Serve as liaison with caterer, grant provider and staff/volunteers.
• Implement food safety practices as outlined by the Health Department.
• Prior nutrition experience is desired, but not required. Training will be provided.

DEFINITION

DISTINGUISHING CHARACTERISTICS

The City of Orinda Parks and Recreation Department seeks qualified individuals with the passion and desire to work with youth campers as a summer Camp Counselor (Recreation Leader) in the Parks and Recreation Department.   This position takes direction from the Camp Director and Camp Coordinator (Recreation Program Specialist) and reports to the City's full-time Recreation Coordinator.

Essential Duties:

Camp Counselors (Recreation Leaders) are assigned to the summer day camp programs working with children ages 3 1/2 to 12 years old.  They assist, plan, organize and lead the physical, recreational and social activities of assigned recreation programs under direction of the Camp Director (Recreation Program Specialist) and the Recreation Coordinator.  

• Bring energy and enthusiasm to the camp environment every day.
• Safely and appropriately supervise campers at all times.
• Plan and lead arts, crafts, games and sports according to the theme of the week.
• Serve as a mentor and role model to campers by modeling positive behavior at all times.
• Use positive discipline with campers and communicate effectively with parents and guardians.
• Effectively collaborate with fellow camp staffers and Parks and Recreation Department staff.

Minimum Qualifications:

Education: Must have completed at least ninth (9) grade by the start of camp.  Coursework in recreation, sports, administration, human development, education or related field is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training on the May 30, 2026 Training Day.

Special Requirements:    Appointments to this position are contingent upon:

• A valid work permit issued from school (if under age 18 and have not graduated from high school or received a State Certificate of Proficiency).

The Central County Fire Department proudly serves the communities of Burlingame, Hillsborough, and Millbrae and its members come from different backgrounds to share the common goal of providing exceptional emergency/non-emergency services to members and visitors of our communities. Formed in April 2004, the Central County Fire Department (CCFD) provides all-risk fire protection, emergency medical and community risk reduction services to 70,000 residents and tens of thousands of visitors each year.

Our service area encompasses approximately 15 square miles, and our communities are a primary stopping point for San Francisco International Airport’s 53 million-plus passengers each year. Our jurisdiction has wildland urban interface areas and neighborhoods consisting of single-family homes, multi-residential buildings, retail and business districts, schools, hotels, a regional hospital, care facilities, as well as a large industrial area. Our two major highways, 101 and 280, and two commuter railways (BART and Caltrain) are vital transportation links between San Francisco and Silicon Valley.

We have seven strategically located and professionally staffed fire stations, in addition to an administrative headquarters and a training facility. Our daily staffing model consists of seven engine companies, one ladder truck, and one Battalion Chief, 24 hours a day, every day. We maintain a State of California Type I heavy rescue Urban Search & Rescue (USAR) unit that is cross staffed daily in addition to a Type 6 wildland unit. Many of our Special Operations trained personnel are members of California Urban Search and Rescue Task Force 3. The Department responds to approximately 9,000 calls for service annually.

About the Opportunity

The City of Millbrae is looking for a full-time Planning Manager based in Millbrae, California.

Reporting to the Community Development Director, you will play a pivotal role in managing planning functions, leading staff, and shaping the city’s land use, housing, and environmental policies.

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

The City of Orinda Parks and Recreation Department is currently seeking two (2) qualified individuals with the passion and desire to work with youth campers as a summer Camp Coordinator (Recreation Program Specialist) in the Parks and Recreation Department.   This position takes direction from the Camp Director and reports to the City's full-time Recreation Coordinator.

MANDATORY TRAINING:  Must be available for paid training on Saturday, May 30, 2026. Additional training will occur int he mornings during the week of June 1 - June 5, 2026.

SUMMER CAMP SEASON:  Must be available for summer camp season June 1 - August 7, 2026.

WORK HOURS:  Work hours vary depending on the number of staff and youth participants.  Approximate work hours are Monday through Friday 8:30 am to 5:00 pm.

Incumbents of the position will provide their own transportation to program site(s). 

Supervision:

Under the general supervision of the Recreation Coordinator and Camp Director, Camp Coordinators are responsible for the day-to-day operations of their assigned summer day camp:  executing weekly curriculums by ordering supplies, supervising their camp staff, and leading all of their camp activities on a daily basis.  The City of Orinda offers two city-run camps:  Camp Orinda and Camp Orinda Jr.

Camp Orinda is a full-day (9:00 am to 4:00 pm) traditional camp for 6 to 11 year olds.

Camp Orinda Jr. is a half-day camp (9:15 am to 12:45 pm) for 3 1/2 to 5-year olds.

Essential Duties:

• Execute the camp curriculum in accordance with the Camp Director and Recreation Coordinator.
• Lead arts, crafts and games according to the theme of the week.
• Participate in weekly camp debriefs with Camp Director.
• Offer leadership, guidance and direction to Camp Counselors.
• Supervise Counselors-in-Training (CIT), pair CIT's with experienced Camp Counselors, and delegate CIT weekly duties during CIT camp week.
• Serve as a mentor and role model to campers and communicate effectively with guardians and families.
• Safely and appropriately supervise all campers.  Camp Orinda Coordinator will supervise campers on weekly field trips around the East Bay.
• Monitor supplies and create weekly supply list.
• Ensure the health and safety of all campers are prioritized in all summer camp programs.

Minimum Qualifications:

All City of Orinda employees are expected to uphold and exhibit the City’s core values including serving the public, being respectful and accountable, maintaining professionalism, and demonstrating responsibility.

Education: Must have completed at least eleventh (11) grade or graduated from high school by the start of camp.  High school or college-level coursework in Recreation, Sports, Administration, Human Development, Education or related field is preferred.  

Experience: Recreation, athletics and/or education experience is desirable.  Experience teaching and/or working with children and youth age twelve (12) and under is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training at the May 30, 2026 training for any staff that is not certified by this date.

Special Requirements:   This is a mandated reporter position.  Appointment to this position is contingent upon:

• A valid work permit issued from school (if under age 18 and have not graduated from high school or received a State Certificate of Proficiency).
• A post offer, pre-employment live scan criminal history check (over 18 years), drug screen, physical and TB Test required.  Please note that if under 18 some processes may require legal guardian consent.
