The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. Successful performance in this position requires a thorough knowledge of governmental accounting procedures and the ability to exercise sound judgement within established guidelines.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.  

THE IDEAL CANDIDATE:

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.
 
Oversee preparation of the annual airport budget.
 
Maintain a detailed database of all commercial and individual airport tenants.
 
Monitor tenant compliance with contract provisions.
 
Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Perform appraisals and provide estimated current values on real property.
 
Administer the City hangar waiting list.
 
Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents.
 
Monitor and submit required FAA reports for the DBE program.
 
Performs related work as necessary.

Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

THE POSITION: This limited term position supports the Youth and Family Services Bureau (YFSB) in the Police Department to strengthen and enhance services provided to Hayward families to keep youth positively engaged in the community and out of the juvenile justice system. The Lead Program Assistant works with YSFB mental health counselors to provide case management, life skills training, diversion, restorative justice, and other services.
The limited term position is dependent on ongoing funding for the program. Funding has already been secured through FY2026 (June 30, 2026) with the possibility of an extension or permanent funding in FY 2027.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

 

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

 

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

 

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

 

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals. 

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

 

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public; Prepare as-built sketches when required to convey information to engineering for graphic documentation; Check water meters for proper operation; Troubleshoot registers and repair as necessary; Initiate and discontinue water service to customer accounts as directed; Operate telemetering and flow monitoring equipment; Work cooperatively with others; Perform related duties as assigned; Both assignments will require employees to be “On Call” as needed. 

 

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate: 

• Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon permanent employment

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

 

Prior to Permanent Appointment Employee Must Obtain:

• Valid Class B Driver's License with Tank and Air Brake Endorsement
• Work Zone Safety certification issued by the International Municipal Signal Association
• First Aid and CPR certifications
• Competent Person certification
• Confined Space certification

 

Utilities Maintenance Worker II

Education: 

• Requires a High School Diploma or equivalent. 
• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

 

Experience: 

• Requires at least one (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

 

License and Certificate:

Sanitary Sewer/Storm Drainage Systems Assignment

• Requires possession of Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association within 18 months of hire.
• A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

DISTINGUISHING CHARACTERISTICS

The Deputy City Clerk is responsible for providing executive support focusing on managing the daily operations of the City Clerk's Office. Incumbents provide responsible clerical and administrative assistance to the City Clerk in carrying out the functions of the department. This class is distinguished from the next higher class of City Clerk in that the latter has supervisory responsibility for the City Clerk Office.

 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the City Clerk. Incumbents of this class do not routinely exercise supervision.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following

• Responsible for operation of the City Clerk’s Office in the absence of the City Clerk.
• Drafts and finalizes City Council meeting agenda; coordinates electronic distribution of agenda packets to City Council members, the City Manager, City departments and interested members of the public; arranges for publication and posting of notices regarding City Council meetings; prepares meeting minutes; prepares and distributes agenda synopsis detailing Council action and directions to staff; distributes and files documents following Council action; finalizes resolutions, ordinances and minutes in preparation for officials’ signatures.
• Responds to inquiries from the public by letter, telephone and in-person regarding Council action and records; reviews official documents approved by City Council for accuracy, provides certified copies and attest to legal documents in the absence of the City Clerk; processes legal advertisements in accordance with State statutes.
• Handles recording of official documents; reviews official legal documents for accuracy and completeness; handles distribution and copying of recorded documents; provide notary service to city officials, staff and public.
• Assist with Municipal Election activities.
• Provide information and interpretations on the role of City Council and various committee members’ operation policies, appointment procedures, and other questions which may arise concerning committee function.  Provide notice of all meetings, keep appropriate minutes and otherwise ensure that all Board meetings are conducted in accordance with State law.
• Communicate clearly and politely to assist employees and the general public in person and by telephone; acts interdependently across departments and cultivates relationships with a broad range of functions and levels in the organization.
• Maintains the official files, indices and records of the City in accordance with established policy; assists in development of policies and procedures for the records management program at the direction of and in coordination with the with the City Clerk to determine operating, administrative, legal, fiscal, historical and/or archival value of City records; ensures technical compliance with government codes for records retention, dissemination, access, and destruction in accordance with established policy. 
• Coordinates maintenance and operation of the records center and serves as records management liaison to City departments.
• Scans various documents; prepares documents for scanning; operates scanner and indexes items scanned on the computer.
• Provides information and forms to the public; collects and processes appropriate information; processes requests for release of bonds, certificates of deposit and letters of credit.
• Responds to public record requests by letter, telephone and in person regarding Council action and City records; researches information for public or City staff when necessary; assists in the maintenance of files including historical legal documents, resolutions, ordinances, agreements; advertises public hearings and other legal notices; assists with election activities.
• Maintains office equipment; requests and follows up on needed maintenance; operates and performs routine preventative maintenance on office machines.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

Knowledge of:  General principles of the department including provision of State and Federal codes, mandates, governing rules, regulations and policies, organization, procedures and operating details of City government procedures of a City Clerk’s Office.  General principals of administration, methods and techniques of supervision, training and motivation; standard office procedures, practices and equipment, including a computer and applicable software; English usage, spelling, grammar and punctuation; basic office methods and equipment.

Skill to:  Operate standard office equipment, including telephone, copy machine, scanner, computer and variety of word processing and software applications.

Ability to:  Demonstrate understanding of applicable policies, procedures and work methods associated with assigned duties.  Communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; resolve contentious issues collaboratively, respectfully and effectively; establish positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.  Effectively organize, direct and review work of assigned staff; maintain confidentiality of sensitive information; interpret and apply administrative and department policies and procedures; proactively research to ensure compliance with applicable regulatory agencies; analyze situations appropriately and adopt effective course of action.  Undertake activities associated with maintaining and operating records center; operate modern office machines including digital imagining equipment; learn principles and practices of archival records management; perform general clerical work including maintenance of complex files and records and compile information for reports under minimal supervision; correctly interpret and apply the policies and procedures of the program or function to which assigned; compose reports and correspondence involving individual judgement; perform routine clerical work; provide information and organize material in conformance with policies and regulations; read and understand a variety of documents including contracts and ordinances; learn and apply municipal laws and procedures, City Municipal Code provisions, election laws and political reform requirements; follow written and oral directions; read, interpret and record data accurately; prepare clear and concise reports and keep accurate records; perform mathematical calculations quickly and accurately if needed.

Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.  

The ideal candidate will have significant economic development experience and will excel project management. The ideal candidate will be able to “hit the ground running” and quickly establish rapport, trust, and credibility within the organization and the community.  

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.
