Summary Description

Under direction, performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; maintains the accuracy of the City’s ledgers and subsidiary financial systems; assists in the preparation of assigned budgets, annual audit, and year end closing; and provides highly responsible staff assistance to assigned management staff.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

15.   Perform related duties as required.

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.
