DESCRIPTION 

The Organization 

The City is comprised of 9 departments: City Manager, City Attorney, Strategic Communications & Public Affairs, City Clerk, Finance, Community Development, Human Resources, Cultural & Community Services, and Public Works. The City contracts with Ventura County for police services and is served by the Ventura County Fire District. With a FY 24/25 Operating and Capital Improvement Program budget of $271.4 million, and 397 personnel, the City’s services, work ethic, priorities, organizational structure, budget, and culture are motivated by a strong, well recognized and growing collaboration between the staff team and City partners. The Position 

The City of Thousand Oaks is seeking an innovative and proactive Deputy Community Development Director – Operations with a forward-thinking perspective who will: 

• Oversee a portion of the Planning Division, code compliance, open space planning, CDBG/housing, and  administrative services. Manages administrative support to the department and establishes methods, procedures, and standards for office services.  

• Manage department-wide special projects and process improvement initiatives, including e-planning and e-permitting through a new land management system implementation,  

• Develops and implements organization development programs, department’s training programs, and coordinates agency personnel related issues, which may include payroll. 

• Develops and administers the operating budget for the department.   

• Supervises management information systems of the department, including, but not limited to, computer and software support, maintaining records and archives, and developing and maintaining a variety of databases.    

• Assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department. 

• Direct, plan, and organize Community Development services, programs, budget, and operations.  

• Manage budgeting, resource allocation, and performance metrics to optimize department efficiency and service delivery. 

• Craft and implement department and City objectives, goals, policies, and performance metrics within guidelines established by the City Council and City Manager.  

• Exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the business community. 

• Serve as back-up liaison to the Planning Commission.  

• Performs other administrative duties as required to support each division within the department.   

CURRENT PRIORITIES AND INITIATIVES

The Community Development Department is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. In addition, there is significant interest in downtown revitalization, including mixed-use projects. Some key initiatives on the horizon for the Deputy Community Development Director – Operations include: 

• Assisting with the ongoing implementation of the General Plan 

• Administration of process improvement initiatives, including e-planning and e-permitting  

• Leading staff to be innovative, collaborative, excel in community outreach, promote continuous improvement and continue moving forward in an enthusiastic and professional manner 

• Shaping and positively influencing the Community Development Department environment by supporting a culture of collaboration and project ownership by employees  

• Identification, development and promotion of innovative strategies and technological solutions to maximize service delivery. Working across department lines to promote collaboration in order to improve efficiencies 

• Development and implementation of key performance metrics to measure operational effectiveness, identify areas of success and areas for improvement  

• Planning and executing staffing and operational strategies to provide high quality, cost-effective services to external and internal customers 

• Refining the Land Management System, including coordinating the zoning code update, specific plans, and supporting the implementation of the Housing Element

The City is currently accepting applications to fill two positions in the Landscape Division at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.
 

Primary responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers
• Perform graffiti removal
• Perform routine and emergency work from an aerial lift bucket
• Assist in overseeing the work of contractors
• Assist with the cleanup of encampment and abandon property cleanup efforts 
• Support police personnel in non-enforcement and enforcement situations involving unhoused individuals, including posting, documentation, and storing private property 

Note: Work Schedule – 4/40 (Monday – Thursday, 6:30 a.m. to 5:00 p.m.). Position involves performing after-hours emergency work on an “as needed” basis and on-call duties on a rotating basis.

The City of Thousand Oaks is seeking enthusiastic and service-oriented individuals to join our team!  As an Administrative Aide (Part-time, Hourly City Worker), you will interact with a broad range of customers and play an important role in delivering extraordinary customer service to City residents and customers.  The Administrative Aide will serve as a primary contact for City departments and maintain positive and professional customer relationships by responding promptly to inquiries and finding solutions.  

The Administrative Aide (Hourly City Worker) is a part-time, hourly, at-will position that involves working approximately 15-25 hours per week, not to exceed 29 hours in a week, or 1000 hours per fiscal year (July 1st to June 30th).  

Exact working hours will vary depending on the department or work location and will be between Monday - Friday. We currently have openings at City Hall/Civic Arts Plaza in the Community Development Department and the Transit division of the Public Works Department.

Primary duties may include but are not limited to:

• Provide clerical and administrative support for assigned department
• Greet clients/customers; answer incoming phone calls (may include multi-line phone system), and handle incoming and outgoing mail and email

• Perform basic data analysis and prepare routine reports

Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental engineering, environmental sciences or a related field. 

Experience: Five years of increasingly responsible wastewater treatment plant and collection system operations and maintenance experience including two years of administrative and supervisory responsibility. One year of Biological Nutrient Removal Treatment Processing is desirable.

License or Certificate:

Possession of a State of California Wastewater Treatment Plant Operator Grade V certificate is highly desirable.

Join our team!

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Tryout Requirements:

• 300-yard continuous swim (freestyle)
• 50-yard Breaststroke
• 50-yard Back Stroke
• 2-minute tread with hands in the armpit
• 10lbs brick retrieval from 10-13ft of water
• 5 enter and exits from the side of the pool (no ladder)

Interviews will be conducted immediately following the successful completion of your tryout.

Step 3: All new employees must attend the Lifeguard Orientation Training on Saturday, June 7

Are you a skilled, motivated, and technically savvy professional looking to make a difference? The City of Thousand Oaks is seeking a Plant & Equipment Mechanic to become an integral part of our team at the Hill Canyon Treatment Plant (HCTP). In this role, you'll perform a variety of challenging and rewarding tasks, including installing, maintaining, and repairing mechanical and electrical equipment critical to the plant’s operations. We're looking for a resourceful team player with a strong work ethic and a commitment to excellence.

Primary Responsibilities

• Identifies and performs a variety of maintenance, troubleshooting, repairs, installations, and modifications on wastewater treatment plant mechanical equipment and facilities, including but not limited to:
  • Mechanical grinders, pumps, valves, engines, blowers, motorized valves actuators, lab equipment, air compressors, etc.
  • Industrial grade machinery, boilers, digester equipment, bulk chemical storage and delivery systems, hydraulic and pneumatic systems and devices.
  • Fabricates and or modifies equipment mounts, brackets, supports, utilizing welding, drilling, milling, tapping, etc. 

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)
• Responds to night and weekend emergency calls as needed
