ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

THE POSITION

The Senior Librarian is responsible for a full range of complex librarian duties including classification; cataloging; reference; readers advisory; collection development; program planning, development, and evaluation; outreach and marketing; and service to specialized populations including youth, adults, and/or non-English speaking individuals.  

IDEAL CANDIDATE

We are seeking three dedicated and experienced Senior Librarians to oversee key areas within our library system.  Each Senior Librarian will be responsible for one of the following units:  Children's Services, Adult/Teen Services, or Branch Services.  The ideal candidate will have a solid background in library operations, including collection development, reference services, program planning, and community outreach.  Proven leadership skills are essential, with experience in supervising and training professional and paraprofessional staff while maintaining high service standards.  Expertise in reference services, library technologies, and creating programs for diverse populations, including youth and non-English speakers, will be crucial in meeting the evolving needs of our community.

The ideal candidate will be passionate about providing exceptional library services and fostering a collaborative, supportive work environment.  Strong reference and reader's advisory skills, a deep understanding of modern library practices, and the ability to effectively evaluate and select library materials are key.  A commitment to cultural competence, customer service excellence, and creating a safe, welcoming space for all patrons is vital.

• Supervise and train assigned subordinate staff; assign, schedule and review staff work and write performance evaluations for professional and paraprofessional staff; instruct employees in new or existing policies, procedures and regulations; conduct on-the-job training.  
• Provide direction, training, and support to staff in one or more of the following areas:  collection development, programs and services, events, outreach, and marketing.
• Provide a range of services to patrons, including complex reference and readers' advisory; circulation and patron account requests; and advanced assistance with accessing library materials, technology, and resources.
• Assist in the development of policies and procedures relating to library services.
• Develop, implement, and evaluate library programs, events, volunteers, and services.
• Organize and lead outreach visits outside the library at events and to community partners to present and promote library services.
• Assist with the administration and organization of core library services, planning, organizing, and coordinating library-wide activities.
• Enforce library guidelines and policies to ensure a safe and welcoming environment for all library visitors.

EDUCATION AND EXPERIENCE

Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying.  A typical way of gaining the knowledge, skill and ability outlined  in the job spec is:  

• Equivalent to a master's degree in library science, library and information services, or similar curriculum, issued by a college or university accredited by the American Library Association is preferred.  
• Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.
• Ability to communicate effectively in Spanish, Vietnamese, ASL, or other community languages is desired, and may be required for some assignments., AND
• At least four years of professional experience in a public library setting, including at least one year in a lead/supervisory role.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record is desirable.

EXAMPLES  OF DUTIES

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.

California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

New, Full-time regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus, which will be split into two equal payments: 50% at the time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

There are two (2) Full Time Regular Hire vacancies, one (1) in the Engineering Division and one (1) in the Land Development Division.

The Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good.

Engineering Division
Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others.

Land Development Division
Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Minimum Qualifications:
Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers and three years of increasingly responsible engineering experience.

There is one (1) full-time, regular hire Senior Civil Engineer vacancy in the Engineering Division.

Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer.

Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

The Department

The City’s Volunteer Fire Department is older than the City itself, founded as a volunteer corps in 1861 to replace a U.S. Army fire brigade. The largest volunteer urban Fire Department in California has undergone change to become a combination department, composed of both paid and volunteer staff. In addition, the department provides Advance Life Support (ALS) services and responds to over 3,000 calls for service annually. Staffing includes a Fire Chief, one Deputy Chief, one Fire Marshal, six Fire Captains, six Fire Engineers, an Administrative Assistant and 10 Reserve Volunteer Firefighters. Dispatch is staffed through the Public Safety Dispatch Center housed at the Police Department. Ambulance services are handled through a countywide contract. The Suisun City Department responds to fire, emergency and medical calls, as well as attaching units to wildland strike teams, when possible.

The Position

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required. Volunteers are required to participate in a minimum of two 24 hour shifts or four 12 hour day shifts each month and complete assigned training.

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.

• Performs manual and semiskilled work in street excavation and repair, asphalt laying, cold tar patching, concrete work, weed control spraying, street painting, street signing, and flushing, clearing and maintaining sewer and storm drainage pipelines, culverts, and pump stations.
• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License
• Effective July 1, 2010, employees hired or promoted into the SMWII position are required to obtain a Class B license prior to pass probationary period, and participate in the DOT program.

EDUCATION AND EXPERIENCE

Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying.  A typical way of gaining the knowledge, skill and ability outlined  in the job spec is:  

Librarian I:  

• This is the entry-level in the professional librarian series.

Librarian II:  

• Two years of professional library experience at the Librarian I level or equivalent is required

For Both Levels:

• Ability to communicate effectively in Spanish, Vietnamese, ASL, or other community languages is desired, and may be required for some assignments.
• Equivalent to a master's degree in library science, library and information services, or similar curriculum, issued by a college or university accredited by the American Library Association is preferred.  
• Progressively responsible-related experience may be substituted for the college coursework on a year-for-year basis.

OTHER REQUIREMENTS

• While possession of a valid California Class C Driver's License is not required, incumbents may need to report to different job sites and travel to offsite outreach, events, etc.  
• Ability to report to different locations during the workday to perform the essential functions of the position may be required.

Marina Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center, and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Marina Attendants provide assistance and information to marina customers, in person and by telephone; perform marina related inspections and boat checks including seaworthiness boat checks and improvement verifications; perform boat measurement and appearance inspections; monitor dock conditions, check seawall and other dock infrastructure, and clear debris from Suisun City waters; perform impound and auction related activities; interpret, apply and explain policies, regulations, codes and procedures relating to slips, moorings and dock structures; assign space for visiting vessels, calculate and collect fees; maintain inventory and operate marina equipment. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.
