Distinguishing Characteristics

The Accounting Manager is the management-level class responsible for assisting the Director, or designee, in the day-to-day administrating, directing and managing of assigned divisions. This classification is distinguished from that in the lower classification of Principal Accountant by their responsibility for overall management of the accounting division.

Supervision Received/Exercised

Receives general direction from the Director of Finance or his/her designee. Exercises direct supervision over professional, technical, and clerical accounting staff.

DEFINITION

Under general direction, performs complex and highly responsible professional and technical human resources work in the areas of recruitment, examinations, classification and compensation, benefits administration, and provides support to the Human Resources Director.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.
• Administers the City’s employee benefit program including retirement, health, dental, life insurance and voluntary employee benefits; evaluates program and vendor effectiveness; assists in resolving difficult or sensitive problems; serves as intermediary for employees and vendors/providers and administers the City’s open enrollment process.
• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. The City of Auburn is hiring for the seasonal, part-time Bus Driver I position in the Auburn Transit Department.

Auburn Transit is looking for qualified individuals to join our transit team. These positions are seasonal, part-time and each has a maximum of 999 hours of work per fiscal year. The incumbent's schedule will be flexible, based on the needs of the department, community transit needs and employee availability.

WHAT YOU WILL DO

This position operates a variety of transit and General Public Paratransit (GPPV) vehicles to transport passengers in a safe, courteous and reliable manner. The incumbent will learn all transit laws, operating procedures and policies. 

Auburn Transit provides fixed and on-demand transportation services to the community. REPRESENTATIVE DUTIES

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.
• Ensures passenger safety by observing passenger behavior, verifying safety belts are secured and rendering aid to passengers in an emergency.
• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
• Promptly notifies management and completes reports regarding accidents and incidents involving vehicles and passengers.
• Conducts mandatory daily pre-trip vehicle inspections adhering to state and city regulations before each route, including reporting inspection results, daily trip logs, and required vehicle repairs and maintenance.
• Performs minor maintenance, repair and cleaning of transit vehicles and fleet storage facility.
• Adheres to all public transit federal, state and local laws, rules and regulations.
• Maintains a valid California driver’s license and passenger certifications required by the state vehicle code, Department of Motor Vehicles, Department of Transportation and other applicable standards.

ESSENTIAL JOB FUNCTIONS

Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.  Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.  Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel. Operate all types of portable fire extinguishers, hand tools, hose lines, power tools and appliances, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment. Participate in fire drills; serve as instructor as assigned; attend training sessions. Promote and maintain safety in the workplace. OTHER JOB FUNCTIONS

Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.  Participate in fire inspection activities and other fire prevention, community risk reduction, and public education activities as assigned.  Ensure that businesses are operating in compliance with the fire code. Participate in the programs providing various public relations services, including facility tours, public education seminars and other public events.  Respond to inquiries from the public.  Assist in investigating fire origin and cause.  May be requested to respond to emergencies during non-duty hours.  Control traffic.  Inventory supplies; maintain records. Can serve as “acting positions” when certified.  Clean station quarters and equipment and maintain a clean and orderly condition in and about the fire station; perform minor building maintenance.  Operate radio and communications equipment.  Assist in overhaul and salvage operations.  Learn a wide variety of firefighting duties, methods, and procedures including the operation of firefighting apparatus, equipment, and tools.

Perform other duties as assigned.

QUALIFICATIONS

Education: 

High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable. Proof of completion of a Firefighter Academy may be required. 

Experience: 

Any experience that would likely provide the required ability is qualifying; firefighting experience is desirable.

 License or Certificate:

• Proof of valid Candidate Physical Ability Test (valid for one year from issuance date).
• Proof of validated written test completion given by recognized institution such as Fire Candidate Training Center (FCTC), the City of Woodland, or another accepted agency may be required.  

Required Upon Hire and Continued Employment:

• Possession of a valid California Driver’s License
• Emergency Medical Technician Certificate
• Valid CPR certification.

$6,022.68 per month ($2,779.70 bi-weekly).  Upon successful completion of the Fire Academy, candidate eligible for salary increase to $6,691.85 per month ($3,088.55 bi-weekly)

CalPERS Retirement System (3% @ 50 Formula for Classic CalPERS members and 2.7% @ 57 Formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth).  After successful completion of probation, new hires are also eligible for a 2% City Contribution.

DEFINITION: Under general supervision the aide assists in planning, organizing, and implementing preschool programming for children ages 3-5 years old. Program hours are M-F PM 8:30am – 1:00pm and/or MWF 8:30am - 1:00pm. Approximately 15 – 30 hours a week. Substitute and floating positions also available 8:30am - 1:00pm. 

EXAMPLES OF DUTIES:

The following duties are essential to the success of this position:

• Ability to develop, coordinate, plan, implement and supervise the day-to-day activities, themes, and special events for an ongoing summer day preschool classroom.
• Create and maintain a safe, challenging, and creative classroom environment.
• Demonstrate excellent customer service and communicate effectively with co-workers, parents, and preschoolers.
• Supervise, direct, and motivate preschoolers as well as colleagues with a positive attitude.
• Maintain registration, attendance, and activity records; ensure the proper pick-up/drop-off of preschoolers. 
• Encourage good behavior, appropriate manners, and active play by both staff and preschoolers. 
• Possess strong leadership skills in one or more of the following areas: arts, crafts, sports, playground games, drama, songs/music, nature, or special events.
• Ability to lead groups of preschoolers in various activities.
• Motivate staff and preschoolers through example.
• Must be a team player and have the ability to work independently with minimum supervision.
• Create and maintain a positive environment.
• Practice proper hygiene, with self and children, to deter the spread of disease (colds, flu, etc).
• Enthusiasm and motivation.
• Respond professionally to emergencies, provide care according to the level of training.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.
• Must be able to lift 50lbs

TRAINING & EXPERIENCE: Any combination of education, training, and experience, which likely provides the required knowledge and abilities.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidate must provide a TB negative test result document. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.
