DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.
• Provides information and assists with the development and implementation of various policies and procedures.
• Coordinates human resources and staffing planning activities with the various City Departments. Monitors and reviews personnel activities for consistency and propriety with regard to the City’s goals, policies, and procedures.
• Represents the City in and participates in the City's labor relations and labor contract (MOU) negotiation activities.
• Manages and participates in the full recruitment cycle; determines and develops examination materials; oversees the certification and hiring process.
• Supervises and participates in leave management activities including but not limited to: FML/CFRA administration, temporary modified work, reasonable accommodation, worker’s compensation and return to work programs.
• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.
• Plan, organize, direct and coordinate a complex and comprehensive human resources management programs.

MINIMUM QUALIFICATIONS:

Education and Experience:
Any combination of experience and education:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

• Assists in the development and administration of the City’s Capital Improvement Program (CIP); determines the scope and cost of engineering projects, monitors project expenditures and forecasts annual funding needs.
• Directs the preparation of a variety of analytical studies and reports related to current and future public infrastructure and facility needs; reviews findings and makes recommendations. 
• Oversees the preparation and management of the consultant agreements, construction and vendor contracts that support the City’s CIP.
• Performs final review and approval of street improvement and grading plans for private development projects. 
• Reviews parcel and final subdivision maps for completeness and conformance with tentative maps and conditions of approval.
• Conducts site visits and meets with property owners, engineers, contractors or attorneys to review and resolve development or capital project issues or disputes as needed.
• Reviews and resolves traffic engineering related issues.
• Administer the scope of work and review studies and analysis conducted by traffic consultants.  
• Oversees the contract for street lighting and traffic signal system maintenance and related facilities and appurtenances.
• Oversees the activities of the local utility companies that support the City’s CIP projects, regional transportation projects, development projects and utility improvements.
• Oversees the activities of the City’s Stormwater/Clean Water Program, including the preparation and submission of the annual report.
• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

Representative Duties

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

Detective Assignment

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

PATTERN I – ACADEMY LEVEL

• Must have successfully completed a POST certified basic academy not more than three (3) years prior to the date of application.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

PATTERN II –ENTRY/ADVANCED LEVEL

Education/Training:

• Equivalent to the completion of the twelfth grade. Additional college level course work and specialized training in law enforcement, criminal justice, or a related field is highly desirable. An Associates degree is highly desirable.

Experience:

• Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work.

PATTERN III –LATERAL TRANSFER

• Successfully completed (at any time) a California POST certified basic law enforcement academy: AND
• Must be currently employed in a California law enforcement agency with at least one (1) year of full-time experience as a sworn peace officer with a California law enforcement agency, and be eligible for appointment as a Peace Officer under Section 830.1 PC; AND
• Must possess a basic POST certificate issued by California Commission on Peace Officers Standards and Training or other documentation to substantiate your eligibility.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

In addition to either Pattern I, II or III:

License or Certificate:

• Graduate from high school or passage of high school level General Education Development (GED) test: AND
• Possess and maintain an appropriate, valid driver’s license; AND
• Not less than 21 years of age at time of appointment; AND

• Qualify for or possess a P.O.S.T. Basic Certificate upon completion of the probationary period; AND

The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness; 
• Ensures that all departmental procedures are followed. 
• Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise. 
• Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures. 
• Maintains and physically organizes volunteer work areas, files and records. 
• Prepares annual report on volunteer hours and activities.
• Under  general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
• Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals. 
• Assists with production and update of volunteer training manuals and volunteer job descriptions. 
• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
• Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities. 
• Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders. 
• Provides Humane Education presentations to local groups, schools and civic organizations.
• Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter. 
• Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
• Coordinates and oversees volunteer planning committees for events and fundraisers.
• Performs other essential duties as assigned.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.

Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.

License: Possess and maintain a valid California Class C Driver's License.

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software including power point; work in a field environment in various weather conditions; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; walk, stand, crouch, reach, twist, turn, kneel, bend, squat, stoop, and safely lift and move equipment and material weighing up to 50 pounds; converse by telephone, by email, in person, and to small or large groups and be clearly understood; read and comprehend legal, technical, and complex documents, interact with the public and all different levels of City staff in and effective and professional manner; not have any serious allergies or fears of animals, and safely drive to various locations throughout the City and County to fulfill assigned duties and to conduct work outdoors. The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.

The Position

The City of Fremont is seeking a full-time Urban Forestry Service Corps Supervisor. This position is temporary, starting January 6, 2025, and ending December 19, 2025. This position works five days a week supervising and instructing small cohorts of Urban Forestry Service Corps members through a combination of in-class learning and in-the-field service projects. This position reports to the city Urban Forestry Manager.
