The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management

Communication & Training

The Mountains Recreation and Conservation Authority is recruiting for an Administrative

Supervision

This position reports to the Chief of Developed Resources. Assorted tasks may be
supervised by other division staff. The position supervises no other staff and generally

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office. MRCA offices are spread among multiple buildings and floors and may require traveling up/down steps.

Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may occasionally be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

THE POSITION

Tri-City is actively recruiting to fill a vacancy for Clinical Supervisor I within the Access to Care Team ("ATC") and the Therapeutic Community Garden Team (TCG). This position will be responsible for supervising and assisting with both Access to Care and the Therapeutic Community Garden. Additional duties include, planning, organizing and directing the work of clinical, professional, & technical staff & providing behavioral health services to individuals & families. The Clinical Supervisor I position will report to the Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives;

 

• Provide individual supervision, documentation review, urgent intake assessments, crisis assessments, assist Clinical Program Manager with trainings and meetings, ensuring Network Adequacy and processes and protocols are followed;

 

• Assist with the supervision, oversight and development of the Therapeutic Garden Program.

 

• Assist with data collection and board reports for the Therapeutic Garden Program and Assess to Care Department.

 

• Consult with Clinical Program Manager regarding program goals, activities, policies, and procedures; make recommendations on programmatic, clinical and administrative policies; regularly update program policies and procedures; and implement and enforce policies and procedures.

 

• Supervise, train, evaluate, and participate in the selection of student interns, subordinate clinical staff, Behavioral Health Specialists and Clinical Therapists I/II; and initiate and participate in personnel actions in accordance with the Agency’s human resources practices and procedures.

 

• Make or review decisions on difficult client assessment and casework matters; supervise the timely and accurate submission of activity logs of assigned staff; and review caseload and task/needs reports for accuracy and timely changes & other duties as assigned.

Qualifications:

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED and at least 2,000 hours of relevant work or volunteer experience, at least 30 units completed in recreation or a related field. Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.

POSITION DETAILS:

• Full-time regular position
• Must be willing to work varied hours including operational holidays, Saturdays, early morning hours (from 4:30 a.m.), and/or evenings (until 8:30 p.m.)
• Salary ranges from $23.42 - $29.93 hourly with Excellent Benefits (see below)

 

MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade

Experience: One year of experience in the operation of a transit vehicle.

License or Certificate: 

• Possession of an appropriate, valid commercial driver’s license with passenger endorsement.
• Possession of a valid Medical Examination Certification.
• Possession of, or ability to obtain within the initial training period, a Verification of Transit Training certificate.
