The City of Orinda is seeking a highly motivated and detail-oriented Management Analyst I / II to join our Public Works & Engineering Department.

While this role exists within the City, it is new to this department and will be a three-year limited-term role, offering a unique opportunity to shape your responsibilities, take on diverse projects, and make a meaningful impact in the community.

About the Department

The Public Works and Engineering Department is responsible for the maintenance and improvement of the City’s infrastructure, including streets, storm drains, public facilities, and capital projects. It also manages engineering review for private development, traffic safety programs, and environmental compliance.

The Management Analyst will play a key role in helping the department deliver efficient, high-quality services through strong project coordination, data-driven analysis, and effective communication with residents, consultants, and other agencies.

Typical Duties

Under direction of the Public Works Director or designee, the Management Analyst performs a variety of professional-level administrative, analytical, and technical duties, including:

• Prepares RFPs and coordinates consultant selection; administers consultant and construction contracts, including bidding, invoicing, and compliance tracking.

• Conducts research, analysis, and prepares reports on departmental projects, programs, and compliance activities such as the Clean Water/NPDES Program.

• Supports geographic data analysis and mapping using GIS to track infrastructure assets, stormwater facilities, and project locations.

• Assists with operating and capital improvement budgets, including analysis of revenues, expenditures, and performance measures.

• Coordinates and supports Capital Improvement Projects (CIPs) through planning, design, and construction phases.

• Manages grant applications, tracking, and reporting; assists in identifying and securing funding opportunities.

• Provides information to the public and represents the department in meetings; responds to inquiries and complaints regarding City projects and programs.

• Researches records, maps, and other sources to obtain engineering data and respond to Public Records Act requests.

• Prepares staff reports, correspondence, and presentations for the City Council, commissions, and committees.

• Assists in the development and implementation of departmental procedures and policies.

Education and Experience

Education:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, civil engineering, environmental studies, or a related field.  A master's degree is desirable.

Experience:

• Management Analyst I:  Some professional-level administrative, analytical, or budgetary experience, preferably in a public works, engineering, or local government setting.
• Management Analyst II:  At least three (3) years of progressively responsible experience performing duties at the Management Analyst I level.

Licenses:

Possession of, or ability to obtain, a valid California Class C driver’s license.

Special Requirements:

• Ability to work in an office environment with occasional travel to field locations and meetings, including occasional evening or weekend commitments.  
• Ability to successfully pass a pre-employment drug screen, background check and Live Scan.

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Grants, Compliance, and Claims Management Unit (Position Code 68) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The City of Sunnyvale is looking for an Applications Analyst II to join the Information Technology Department (ITD). This position requires a service-oriented focus, ability to support and enhance our Oracle Cloud ERP & HCM applications, along with primary and secondary support roles for multiple enterprise systems including system configuration, reporting and interfaces, day-to-day operational issues, break/fix, maintenance, upgrades, and on-call rotations.

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. • Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.
• Analytical capabilities to evaluate bids and proposals effectively, facilitating informed recommendations for vendor selection in accordance with established compliance standards.
• Ability to provide strategic advice on IT procurement strategies, contributing to decision-making processes related to complex procurement projects.
• Effective communication skills to engage with stakeholders, ensuring their requirements are understood and addressed within procurement strategies.
• Establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors, and others encountered in the course of work.

Ideal Knowledge:

• Demonstrated expertise in analyzing complex procurement processes for IT goods and services, ensuring compliance with applicable laws, organizational policies, and industry best practices.
• In-depth knowledge of contract negotiation and administration, with the ability to secure favorable terms that align with organizational goals and maximize value.
• Analytical skills for evaluating bids and proposals, enabling effective recommendations for vendor selection based on established compliance standards and organizational needs.
• Knowledge of analyzing and guiding strategic procurement plans that align with organizational technological goals, ensuring the acquisition of IT goods and services meets current and future requirements.
• Proven ability to communicate effectively with stakeholders, facilitating their needs and requirements within procurement strategies, and ensuring transparency throughout the procurement process.
• Familiarity with procurement software tools to streamline processes and enhance the efficiency of procurement activities.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

 

Required License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
 
Preferred Certifications:

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).
