THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.
• Able to interpret and address current environmental regulations.
• Able to analyze and evaluate alternatives, make sound recommendations, and prepare concise and effective technical staff reports.
• Accountable and able to schedule and carry through with assignments with independence.
• Experienced with designing public works projects such as road improvements, bridges, drainage and flood control improvements, parks facilities, water treatment and distribution systems, and sanitary sewer systems.
• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred.

  Qualifications:

 

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.
   
Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

• Assistant Engineer: Bachelor’s degree in Civil Engineering OR twenty-four semester units in civil engineering courses and three years of civil engineering experience in office, field or survey party work OR possession of an Engineer in Training Certificate. 
• Associate Engineer: Two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.
• Associate Civil Engineer: In addition to possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire, two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.

THE POSITION

This announcement is for one (1) position as described below: 

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.  

WHAT YOU 'LL DO

This position is responsible for performing entry level professional civil engineering work related to the design, construction, inspection, and coordination of a variety of public works projects as well as review and permitting of private development projects.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.

San Mateo Medical Center (SMMC) is seeking an experienced Patient Services Specialist (PSS) - Extra-Help.
 
The successful hire will support the clinical team with all registration, eligibility, enrollment, authorization, other administrative tasks, and Admission, Discharge, and Transfer (ADT) activities for SMMC. The PSS serves as the ambassador for SMMC to validate information and educate our patients and guests with the financial process upon arrival to the facility. The PSS verifies all demographic information, validates eligibility, obtain authorizations, collects co-payments, assist with all payor notifications and communication, and enroll patients if needed. The hire will be expected to work holidays and rotating weekends, if needed, to support department needs.
 
The ideal candidate for this position will possess excellent communication skills, including the ability to explain complex medical terminology and medical insurance requirements to individuals with varying levels of medical knowledge. Additionally, they should have strong skills in conflict resolution and problem-solving.

The ideal candidate will also be able to collaborate effectively with the clinical team, work with challenging patients, and assist those who may have language or communication barriers. This position requires keen attention to detail, strong organizational skills, and the ability to multi-task. Furthermore, the ideal candidate must be flexible and available for various shifts throughout the week.

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

Role description

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

How to qualify

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.
• Ability to plan, prioritize, exercise initiative, and complete multiple competing projects within established timeframes while also ensuring accurate, high-quality work products.
