The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

Provide lead direction, review and participate in the study of accidental releases as complex facilities, rule effectiveness and hazardous material storage, transportation and handling.

What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.

About the Technology Implementation Office
The Technology Implementation Office (TIO) was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.

In addition to electric vehicle and charging programs, the TIO administers the Climate Tech Finance program which offers loan guarantees to help entrepreneurs secure debt financing, such as a loan through a community bank, so they can commercialize emerging technologies faster. By offsetting the risk for banks, the program helps entrepreneurs bridge a challenging financial gap on the path to commercialization. In many cases, the Climate Tech Finance program is helping entrepreneurs get their first business loan.

About the Strategic Incentives Division
The Strategic Incentives (SI) Division supports the Air District’s mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. Annually, the Strategic Incentives Division administers more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other examples of programs administered by staff in Strategic Incentives support the reduction of single-occupancy vehicles, provide cash to residents for retiring their older vehicles, and provide grants to reduce pollution from woodburning devices and lawn and garden equipment. The Strategic Incentives Division also works to develop and implement incentive programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. • Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.

Role description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations. The incumbent will either be assigned to work in the world class historic Cable Car Barn or the Mechanical Systems Program which manages SFMTA’s subway system, this includes the recently completed Central Subway extension project.

*Different shifts at the Mechanical Systems Program (MSP), various Subway Stations, and Cable Car (CC) Building, at 1201 Mason Street, San Francisco, CA 94108. Initial trainings may occur in shifts different than those listed below:

Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.
