As part of an interdisciplinary team and under general supervision, this role involves managing and executing high-level, specialized projects. Responsibilities include planning, developing, and implementing countywide programs and policies, particularly those related to C/CAG initiatives. The Senior C/CAG Transportation Program Specialist is the lead or specialist level class in the C/CAG Program Specialist Series. In the lead assignment, incumbents provide direction to C/CAG Program Specialist I/II staff, including assigning, directing, and reviewing their work. At this level, incumbents may provide supervision and leadership on a project or program basis to consultants/contractors, volunteers, and other staff including assigning, directing, and reviewing the work of professional staff. In the specialist assignment, incumbents work on dedicated projects or the largest, most visible, complex, and political assignments within the program. 

 

This position will support key program areas, including airport land use compatibility planning, transportation demand management (TDM) policy, community-based transportation planning, and active transportation (bicycle and pedestrian) programs.

Primary responsibilities and duties of the Senior C/CAG Transportation Program Specialist may include, but are not limited to, the following:

• Assist with the development and implementation of transportation plans, policies, programs, and projects, and the linkage of transportation, land use, and environmental goals.
• Coordinate with C/CAG partner agencies on reports, joint studies, and projects.
• Assist with preparing, updating, and administering planning documents, grants, funding recommendations, and projects.
• Act as liaison and participate in a variety of local and regional committees/task forces related to transportation, housing, and/or land use planning.
• Maintain contract agreements, review invoices, and track budgets for C/CAG projects.
• Track and analyze proposed policies from other government agencies and legislations related to transportation and housing.
• Coordinate the development of State and Federal transportation improvement plans and programs at a county level.
• Oversee request for proposal (RFP)/request for qualification (RFQ) processes.
• Monitor the regional transportation planning and delivery process for conformance with State and Federal requirements.
• Establish, maintain, purge, and run reports on various office files including minutes from public or private meetings and hearings.
• Draft documents such as C/CAG Board Resolutions, Board and committee staff reports, consultant contracts and agreements, and RFP/RFQs.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: A bachelor’s degree in Transportation Planning, City/Regional Planning, Traffic Engineering, Environmental Policy or Studies, Civil or Environmental Engineering, Political Science, Public Administration, or a closely related field. A master’s degree is preferred but not required.

Knowledge of:

• Principles and practices of transportation planning, city/regional, and environmental planning or environmental science, engineering, financing and/or policy.  
• Principles and practices of program and project planning, management, implementation, and evaluation.
• Research methods and techniques, including conducting or participating in planning studies.
• Transportation Demand Management practices and policies.
• Principles, practices, trends, and technical information related to assigned program areas.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

Auburn Transit is looking for qualified individuals to join our transit team. WHAT YOU WILL DO

DISTINGUISHING CHARACTERISTICS

The Bus Driver I is an entry-level classification responsible for routine tasks and operation of specific transit vehicles. It is essential incumbents learn all transit laws, operating procedures and policies. The role is performed under direct supervision from the Transportation Supervisor or designee and does not involve supervision over other staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.
• Ensures passenger safety by observing passenger behavior, verifying safety belts are secured and rendering aid to passengers in an emergency.
• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
• Promptly notifies management and completes reports regarding accidents and incidents involving vehicles and passengers.
• Conducts mandatory daily pre-trip vehicle inspections adhering to state and city regulations before each route, including reporting inspection results, daily trip logs, and required vehicle repairs and maintenance.
• Performs minor maintenance, repair and cleaning of transit vehicles and fleet storage facility.
• Adheres to all public transit federal, state and local laws, rules and regulations.
• Maintains a valid California driver’s license and passenger certifications required by the state vehicle code, Department of Motor Vehicles, Department of Transportation and other applicable standards.
• Performs related duties as assigned.

When disaster strikes—earthquake, wildfire, atmospheric river, or cascading crisis—the difference between lives saved and lives lost often comes down to one thing: communication. Did the alert reach the right people? In the right language? At the right time? Did it actually motivate action?

As our Alert & Warning Coordinator, you will own this mission. You'll architect the systems, craft the protocols, and build the partnerships that ensure every resident – from Half Moon Bay to Redwood City, from tech executives to farmworkers – gets the information they need to prepare, survive, and recover.

WHAT YOU WILL ACTUALLY DO

Build & Innovate:

• Lead the implementation of the Five Elements Framework—an evidence-based framework developed with leading researchers – in all our alerts and warning initiatives.
• Design multilingual alert systems that reach every community, including those often left behind.
• Integrate cutting-edge technologies: IPAWS, Genasys Protect, AI-powered monitoring, and tools that don't exist yet.
• Develop dashboards and systems that give our partners real-time situational awareness.

Coordinate & Connect:

• Serve as the nexus point between local, state, and federal emergency communication systems.
• Coordinate with 20 cities, 18 unincorporated areas, fire districts, law enforcement, healthcare systems, and community organizations.
• Build relationships with trusted community messengers who can amplify our reach.
• Manage vendor relationships and contracts for emergency notification platforms.

Respond & Adapt:

• Maintain 24-hour readiness and participate in on-call rotation.
• Staff the Emergency Operations Center during activations—from Blue Sky preparedness to Dark Sky crisis.
• Lead after-action reviews that turn every incident into institutional learning.
• Troubleshoot systems under pressure when everything depends on them working.

WHO YOU ARE

You're not just checking boxes—you're solving problems nobody's solved before. You bring:

The Foundation:

• Bachelor's degree in emergency management, public administration, communications, or related field (Master's preferred but not required).
• 5+ years in program planning, emergency management, or crisis communications.
• FEMA ICS courses (100, 200, 700, 800) and IPAWS certification (IS-247, IS-251)—or willingness to complete.

The Technical Credentials:

• Deep knowledge of IPAWS protocols and alert & warning best practices.
• Fluency with emergency notification platforms, GIS, and communication technologies.
• Coding ability (Python, Java, or C++) to build tools, automate workflows, and solve problems.
• Understanding of radio communications systems and redundant infrastructure.
