The Role:

The City of Redwood City is seeking Firefighter Trainees who, under immediate supervision, actively participate in the Firefighter Academy training program. Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.
• Perform other related duties as required or assigned.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Assistant Plant Manager within the Department of Public Works Wastewater Division.  Under direction of the Wastewater Plant Operations Manager, the incumbent will plan, organize and manage the activities of the Wastewater Treatment System Division.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains wastewater infrastructures which includes wastewater collection system, pump stations, wastewater treatment plant, parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater, Field Services and Engineering. The Wastewater Division is organized into two groups which includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and the Wastewater Division has an annual operating budget of $18.5 million, along with a CIP appropriation of $ 5 million. The Assistant Plant Manager reports to the Wastewater Plant Operations Manager.

• Prepare requests for proposals for vendor, engineering, contractor and maintenance services; negotiate and administer contracts and authorized payments for services.
• Control the requisition of supplies, materials and equipment.
• Serve as the City’s alternate representative with all regulatory agencies, including the Regional Water Quality Control Board, the Air Quality Control Board and the State water Quality Control Board as needed.
• Serve as a Disaster Service Worker, as required.

The Role:

The City of Redwood City is seeking Firefighters or Firefighter/Paramedics who, under direction of the Fire Captain, will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighters also provide Basic Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Minimum of 30 semester college units.  Completion of college credits in the study of Fire Science or similar field.

3. Successful completion of a Firefighter 1 equivalent training program, or possession of a California State Fire Training Firefighter 1 certificate.

Required Certification and License:

The Department

The South San Francisco Public Works Department is comprised of its three main divisions - Engineering, Maintenance & Operations, and the Water Quality Control Plant. Together, these divisions ensure that South San Francisco's infrastructure and public services are efficiently managed and maintained, contributing to the overall quality of life in the community.

Located adjacent to San Francisco Bay on Colma Creek, the Water Quality Control Plant (WQCP) provides secondary wastewater treatment for the cities of South San Francisco, San Bruno, and Colma. It also provides the dechlorination treatment of chlorinated effluent for the cities of Burlingame, Millbrae, and the San Francisco International Airport prior to discharging the treated wastewater into San Francisco Bay. The average dry weather flow through the facility is 9 million gallons per day (MGD). Peak wet weather flows can exceed 60 MGD.

Your essential responsibilities will drive measurable community impact:

• Program Leadership: Lead and manage critical emergency management programs and projects aligned with strategic departmental objectives.
• Team Excellence: Coach, mentor, and accelerate staff development while fostering a culture of accountability, excellence, and continuous innovation.
• Strategic Decision-Making: Make informed, independent decisions that prioritize community safety, equity, and operational effectiveness.
• External Representation: Represent our department in public meetings, emergency operations centers, and high-level planning initiatives.
• High Initiative and Independence: Proven ability to take initiative, exercise sound judgment, and make authoritative decisions.
• Bridge Between Strategy and Operations: Serve as the critical link between executive leadership and front-line staff—translating vision into action, aligning daily operations with long-term goals, and ensuring clear, consistent communication across all levels of the organization.

 

 

Qualifications

Typical Qualifying Experience:

• Three years of experience in emergency management or community services organizations
• Two years minimum of significant responsibility in one or more areas: program and budget development, funding management, resource coordination, or program evaluation

Preferred Education:

• Master's degree from an accredited institution in emergency management, public administration, or related field (preferred, not required)

Essential Knowledge:

• Advanced understanding of public administration and emergency management principles, including planning, implementation, and evaluation
• Proven expertise in personnel training, supervision, and performance management

Essential Skills/Abilities:

• Collaborative Leadership: Work effectively with County departments and public/private organizations to achieve shared objectives.
• Problem-Solving Excellence: Accurately analyze complex problems, develop strategic recommendations, and implement effective solutions.
• Strategic Communication: Prepare sophisticated written reports, procedures, grant applications, and contracts that drive results.

Application/Examination

Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. Responses to the supplemental questions are mandatory and must be submitted in addition to our regular employment application form. A resume will not be accepted as a substitute for the required employment application and supplemental questionnaire.

Selection Process: The examination process will consist of two parts: an application screening (weight: pass/fail) based on each candidate's application materials, and a panel interview (weight: 100%) for those applicants who pass the application screening. Due to competitive interest, we may use application screening or select candidates whose qualifications best match our needs based solely on application materials. 
   
Because of the screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
