SUMMARY DESCRIPTION

Performs technical and paraprofessional work supporting both the department and City planning operations including current and long-range planning,  environmental compliance review, processing development proposals, interacting with applicants, developers, consultants, the public, and external agencies, organizations and community groups, and other technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.  

• He/she will oversee, coordinate and/or lead park and facilities personnel, support service crews, and park maintenance crews.
• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.
• Coordinates with the Recreation Division on all events to ensure parks and facilities are properly prepared; assigns staff to assist with events as needed.
• Performs employee evaluations for assigned staff.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.
• Inspects City buildings and structures to identify repair needs; evaluates conditions and recommends appropriate corrective action or modifications to meet City standards and building codes.
• Obtains estimates and quotes for materials and equipment needed for repairs and completion of job tasks; prepares reports of inspections and labor and material estimates for the Director.
• Supervises janitorial staff responsible for cleaning and sanitizing City buildings, facilities, and park restrooms; ensures facilities are properly prepared for rentals and reservations; monitors service standards and schedules.
• Performs general maintenance and janitorial duties as needed.
• Installs, programs, and maintains security camera systems at City buildings, parks, and facilities to ensure proper coverage and functionality.
• Performs and schedules preventative maintenance on City buildings, facilities, and equipment to minimize deterioration and reduce the need for costly repairs.
• Remains current on job-specific expertise through trade publications, vendor communication, and other sources to keep abreast of the latest technological developments and products.
• Performs related work as required.

RESPONSIBILITIES:

May include, but are not limited to, the following:

Knowledge of the methods, procedures, equipment, tools, practices, and techniques used in facilities building maintenance and parks, including carpentry, plumbing, woodworking, painting, electrical, heating, welding, and/or ventilation work; methods, materials, practices, and tools of the building and construction trades; principles and practices of effective supervision, training, and performance evaluation; cost estimating and design; basic principles of mathematics; occupational hazards and standard safety procedures; pest control; and irrigation systems. Ability to oversee, coordinate, and direct the work of others in a supervisor capacity; plan, organize, and implement a comprehensive maintenance program for the City's parks and facilities; inspect buildings and equipment to locate conditions needing repair; estimate time and materials needed to complete work projects; program computerized energy control systems; interpret and work from blueprints, diagrams, and sketches; safely operate necessary equipment efficiently and skillfully; maintain records and logs; observe safety principles; follow written and oral directions; prepare accurate written reports; establish and maintain effective working relationships; and communicate clearly and concisely, both orally and in writing. Skill to safely and effectively operate a variety of power and hand tools used in the construction, maintenance, and repair of facilities.

Resources:  Including Equipment, Materials and Records; various hand and power tools, digging and cutting tools, portable generator, telephone, reports, forms, pencils, and pens, calculators, automobile, maps, plans, and blueprints, key to City locks.
 

Solving Problems and Performance of Others: Troubleshoots and resolves non-routine maintenance and repair issues across parks and building systems and independently determines appropriate corrective action. Supervises parks maintenance workers, janitorial staff, and support service personnel and performs building and facilities repair and maintenance work independently.
 

Relations: Internally works with supervisors, other construction and maintenance personnel, and all City departments. Externally represents the city and communicates with various outside agencies.
 

Communications: Communicates effectively in oral and written form; prepares accurate written reports; recognizes unusual, inefficient, or dangerous operating conditions and takes appropriate action.

Safety: Daily exposure to hazardous conditions associated with tool and equipment usage and exposure to the elements while performing duties. Consequences range from minor injury such as scrapes, contusions, burns, and abrasions up to and including permanent disability or death.

SRFECC is preparing for a Dispatcher Academy, beginning February 2026! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Your role involves receiving critical information, dispatching appropriate Fire and Emergency Medical Services (EMS) resources, providing live-saving instructions, relaying facts, and ensuring effective communication throughout the incident. This is an entry-level position ideal for individuals with no prior public safety dispatching experience. Advancement to Dispatcher II is expected within two years, and offers greater responsibility and higher pay.

This position requires the ability to work well under pressure, demonstrate exceptional communication skills, and think quickly during emergency situations. Shift work is required, and you must be available for nights, weekends, and holidays.

Key Responsibilities:
Dispatch Operations:

• Operate a Computer-Aided Dispatch (CAD) console with a multi-line telephone system, radio console, and office computer terminal.
• Answer incoming calls and gather necessary information to evaluate the nature and urgency of the situation, and triage the call appropriately.
• Following applicable policies, procedures, and guidelines, dispatch appropriate Fire and EMS units, ensuring a prompt and accurate response.
• Keep track of the location and status of fire apparatus, units, and investigators, updating as needed.

Communication and Coordination:

• Transmit critical messages to Fire/EMS units responding to emergencies.
• Provide emergency medical self-help instructions to citizens while EMS units are en route.
• Coordinate with external agencies, such as utility companies, water services, and law enforcement agencies, as needed.

Support and Documentation:

• Answer general inquiries or refer calls to the appropriate department for non-emergency concerns.
• Complete department forms, maintain accurate logs, and ensure compliance with procedures.
• Participate in regular training, drills, and public education programs.

Customer Service and Continuous Improvement:

• Demonstrate continuous effort to improve the application of operations and work processes, ensuring high-quality customer service.
• Collaborate effectively with colleagues, responders, and other departments to provide seamless service.

PART TIME SENIOR RECREATION LEADER

SUMMARY DESCRIPTION: Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff. This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits. Some evening and weekend work may be required.

Minimum qualifications: Possession of high school diploma or GED certificate.

Education/Training: First Aid and CPR training. Experience: One (1) year of progressively responsible recreation or program administration experience AND prior experience working with age appropriate groups (children through adults).
