THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. IDEAL CANDIDATE

The ideal candidate has a proven track record in completing projects, particularly in capital and municipal construction. They must manage all phases of multiple capital programs effectively, keeping contractors, collaborators, and partners on schedule. ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and construction professionals.  
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including City Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress. 
• Supports grant application processes and ensures compliance with local, state, and federal funding requirements.

EDUCATION and/or EXPERIENCE

Any combination of education and experience that provides the knowledge and abilities listed. 

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

AND

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

Possession of a master's degree in a field noted above, professional registration or licensure, or Project Management Institute (PMI) / Construction Management Institute (CMI). Either may be substituted for one year of required experience 

• Valid CA driver’s license required.  
• Registration as a licensed architect or engineer in the State of California is desirable.  
• Project Management Institute (PMI) / Construction Management Institute (CMI) certification is desired.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

The Novato Sanitary District is seeking a highly motivated, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). The District will hire at the level of CSW I or CSW II depending on skills, certifications and licenses held by candidates in the pool of qualified applicants. 

The CSW performs a wide variety of tasks associated with the maintenance of wastewater collection and reclamation systems, including inspection, cleaning, maintenance, and repairs on lines, pump stations, and treatment facilities. The successful CSW I candidate will possess experience in general maintenance tasks, including the safe and effective operation of a variety of hand and power tools and equipment. Possession of a commercial driver's license is highly desirable. Experience working with sewer cleaning trucks and equipment is also a plus. The successful CSW II candidate will have three or more years of experience in collection system maintenance. Experience in pump station maintenance is highly desirable.

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. Root Elementary and Crescent Elementary Schools, making the Suisun City RPM Department the sole provider of after school services at both locations. This is a significant milestone for the RPM department and a reflection of the quality and dedication of our team.  We are excited to continue providing high-quality programs for our community's youth.

The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects.

The North Tahoe Fire Protection District is currently accepting applications for current and future job openings from qualified individuals to serve in the role of Defensible Space Inspector. These are seasonal grant-funded positions assigned to a 40-hour work week. THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Recreation Division operates with a $4.93 million budget and 18 FTE. The Recreation Division includes 3 community centers, one cultural center, an aquatics center, two community gardens, 3 ballfields, a multi-use turf field, 3 community parks, 11 neighborhood parks, 6 pocket parks, and 5 special use parks. The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City’s park and recreation facilities.

The Albert J. Boro Community Center and Pickleweed Community Park are important facilities managed by the Recreation Division. The Albert J. Boro Community Center and Pickleweed Park are located in the heart of the Canal neighborhood, a vibrant and diverse area that has traditionally been marked by socio-economic disparities compared to the rest of San Rafael. The facility is heavily utilized and is an important resource for a predominantly Spanish-speaking community. Programming of the facility is supported by the City Council-appointed Pickleweed Advisory Committee.

The Community Center is co-located with the Pickleweed Library and is a successful example of joint and collaborative use between the City’s Library and Recreation Divisions. The Pickleweed Library is scheduled for major renovation starting in Fall 2025, with select library programs relocating into the Community Center. Pickleweed Park is currently wrapping up another major renovation, which included converting two full-size soccer fields to all-weather turf, and adding new amenities, including a basketball court, fitness equipment, play area, and gazebo. The park is expected to be fully re-opened in late July.

IDEAL CANDIDATE

The Recreation Supervisor will oversee the Albert J. Boro Community Center and Pickleweed Park, serving as a key leader in enhancing recreational services for the surrounding community.

The ideal candidate for the Recreation Supervisor position will be a dynamic and service-oriented leader with a strong background in recreation programs and services, staff supervision, and community engagement. They will have demonstrated experience in planning, organizing, and overseeing recreation programs and services that align with the diverse needs of the community. A successful candidate will be skilled in fostering a collaborative and inclusive work environment, managing and mentoring staff, and implementing innovative programs that enhance recreation services.

This individual will be an effective communicator and problem solver, adept at engaging with community stakeholders, fairly and transparently balancing the needs of diverse user groups and ensuring that programs and services meet the needs of a multilingual community. Experience with City Boards, Commissions, and Committees; diverse program offerings (multilingual and older adult programming, rentals, gymnasiums, etc.); and multiuse sports fields are a plus.

Additionally, the ideal candidate will have experience in budget management, cost recovery strategies, and policy implementation to support recreation programs and services. The North Tahoe Fire Protection District is currently accepting applications for current and future job openings from qualified individuals to serve on the chipping crew. These positions are grant-funded, seasonal positions assigned to a 40-hour work week. These positions are returning to the fire district in 2025, and we’ll be hiring three people to operate the chipping crew.  This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies.  

The Chipping Crew Members work under the direct supervision of the Division Chief of Fire and Life Safety or their designee.  

The primary purpose of this crew is to operate a residential chipping program for the local community. This includes responding to chipping requests, traveling to those addresses with a truck and chipper, chipping the material, ensuring a clean site upon leaving, potentially hauling and dumping the material at a temporary holding site, assisting with loading, and ensuring activities are adequately tracked. The applicant must be comfortable working in outdoor environments under varying weather conditions and lifting objects frequently up to 25 pounds and occasionally up to 50 pounds.  Chipping crew members will also assist with community workdays utilizing the truck and chipper or assisting with cutting and hauling combustible materials and filling green waste dumpsters.
