• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to three (3) interns who will assist on various municipal projects. Positions are considered for several fields of interest, including, but not limited to, the following examples:

• Capital Improvement Program (CIP) – Civil engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. Assist with project standards, standard specifications and drawings, CAD drafting, plan review, construction cost estimates, data collection and analysis.
• Traffic Engineering – Civil engineering majors with an interest in parking, transportation, and traffic engineering. Assist with creating parking zone signage, mapping, program evaluations, document organization and filing, field data collection and analysis, traffic studies, and plan reviews.

MINIMUM QUALIFICATIONS:

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable
• Strong analytical, writing, research, and verbal skills; effective written and oral communication
• Valid California Driver’s License (Class C)

• Ability to learn new information quickly
• Proficiency in Microsoft Office applications (Excel, PowerPoint, Project) and web-based resources

DUTIES:

The primary duties will depend on the intern’s assigned position and associated field of interest and may include the following:

• • Assisting engineering project managers with administrative or technical tasks
  • Drafting engineering plans/standards in AutoCAD
  • Creating map displays using Google Earth or GIS
  • Gathering, compiling, and presenting data for engineering and construction projects
  • Organizing and tracking inspection reports, testing results, invoices, and other construction documentation
  • Conducting field assessments of the condition of streets, drainage/collection systems, and other infrastructure
  • Investigating and proposing responses to questions or inquiries from residents
  • Assist in other areas such as procurement, communication, public outreach, and public surveys.

In addition, the intern may work on a variety of other projects depending upon availability and workload.

THE DEPARTMENT:

The core mission of the Utilities & Environmental Services Department is to provide water, wastewater, and solid waste/recycling services  to Hayward residents and businesses and to implement the City’s Climate Action Plan. The Department plays a central role in meeting the City’s goal of becoming a more environmentally sustainable community through water and energy use efficiency, renewable energy sources, and reducing greenhouse gas emissions.

What you will do: 

Duties may include but are not limited to the following:

Directs and participates in the work of shop and field crews involved in the installation and maintenance of water mains; installation maintenance and removal of water meters.

Trains subordinates in the operation of a wide variety of light and moderately heavy automotive construction and maintenance equipment and related hand and power tools.

Performs or directs the performance of the more complex and skilled aspects of water system installation, maintenance, inspection and repair.

Exercises a relatively high degree of independent judgment in calculating materials, supplies and equipment needed for specific projects and activities to be accomplished by subordinate crews.

Assures that daily work assignments are completed; maintains records of work activity and job costs; generates daily reports and communicates with regulatory committees; enforces safety regulations; performs heavy physical labor; and may be required to act for the Utilities Field Services Supervisor in the latter's absence.

Verifies that all information on work orders and improvement drawings correspond.

Marks and telephones Underground Service Alert for location of all utilities within work area (installations, fire hydrants, main breaks, etc.).

Makes appointments with customers in response to complaints or inquires.

Participates in the short and long range planning and scheduling of specific activities to be accomplished by crews under his or her supervision and sees to the prompt and efficient completion  of the work.

Supervises valve crews, hydrant crew, marking and location of mains. 

Works with Construction Inspectors and other public agencies.

Provides field checks for all new water related installations, and evaluate leaks in water system.

Locates and coordinates with contractors and customers on all new water service installations; adjust service installations and locations when conflicts occur with other utilities.

Makes recommendations for installation changes at the work site.

Coordinates site finals with Construction Inspectors.

May be required to assist with utilities system and sewer main repairs.

Experience:  Two (2) years of experience performing journey level duties in construction or maintenance work involving water systems.  One (1) year of supervisory experience as a lead person or above is desirable.

Education: Equivalent to completion of the twelfth (12th) grade.

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. What You’ll Do

This is position will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

Assistant Engineer - This is the journey level class in the professional engineering series not requiring registration. Positions in this class are normally filled by advancement from the lower class of Junior Engineer. Incumbents of this class perform the moderately difficult professional engineering work. Assistant Engineers are normally considered to be on a continuing training status and as assigned responsibilities and breadth of knowledge increase with experience and registration is received, may reasonably expect their positions to be reassigned to the next higher class of Associate Engineer. The Assistant Engineer position receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff.

Associate Engineer - This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. DEFINITION

DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
5. Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

7. Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.

Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

Who You Are

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. Makes field inspections of a variety of public works projects including streets, roads, airport runways and taxiways, grade separations, curbs and gutters, sanitary sewers, storm drains, water lines, public buildings and structures, airport facilities, reservoirs, and new facilities for Water Pollution Control Facility (WPCF).

Evaluates the quality of construction and of materials used in construction, to insure compliance with plans and specifications.

Requests and interprets results of soils, materials, and operational tests, including compaction test reports.

Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, material submittals, and certificates of compliance.

Writes letters to contractors, and initiates change orders concerning the contract.

Conducts employee interviews relative to federal requirements.

Write daily construction reports.

Estimates the cost of materials and labor necessary to complete new or unanticipated work.

Enforces storm water pollution prevention program (SWPPP), Private and Public developments and makes reports for the Alameda Countywide Clean Water Program.
