SUMMARY DESCRIPTION

Under the direction of an assigned supervisor/coordinator, the Pool Manager is responsible for supervising and directing the aquatics program and staff, and implementing and coordinating specific aquatic programs, including meeting the program objectives. This is an at-will, intermittent, part-time, hourly position without City-paid benefits. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Create, plan and coordinate all daily activities and special events of assigned pool.

2. Assign and schedule pool staff.

3. Perform lifesaving practices and standards according to accepted industry standards.

4. Train and supervise staff and volunteers on assigned duties.

5. Meet program goals and objectives, collect and maintain relevant statistical records and data.

6. Accurately and timely complete pertinent record keeping, reports, testing and program paperwork according to established guidelines.

7. Perform daily pool opening and closing activities according to established guidelines.

8. Act in capacity of pool lifeguard.

9. Responsible for maintaining on-site security and safety of participants, staff, and others in the pool area, preparation and maintenance of incident records.

10. Enforce City and program rules and guidelines and conduct necessary discipline of staff and volunteers. 11. Train the Assistant Pool Manager to function as manager in the absence of the Pool Manager.

12. Maintain a safe and clean swimming pool environment.

13. Maintain personal fitness sufficient to perform the required duties.

14. Conduct and attend pertinent staff meetings as required during the season.

15. Perform other program-related duties as assigned.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Minimum Requirement: Possession of a high school diploma or GED certificate. Ability to: Work a flexible work schedule, which may include evening, weekdays, weekends and holidays. Communicate clearly and concisely, both orally and in writing. Learn pertinent City rules, policies, ordinances and program requirements. Maintain timely and accurate reports pertinent to the aquatics program. Learn basic pool chemistry. Understand and carry out oral and written directions. Establish and maintain effective working relationships with those contacted during the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience: Two years experience as a swim instructor/lifeguard at a public swimming facility; one year at an Assistant Pool Manager-level preferred. Prior experience working with age-appropriate groups. Familiarity with modern office methods, procedures and equipment. License or

Certificate: Possession of a valid driver's license. Possession of valid certificates from the American Red Cross in Lifeguard Training, Title 22, CPR for the Professional Rescuer, and Standard First Aid; Water Safety Instructor certificate is desirable.

The County of Yuba is currently recruiting for the position of Senior GIS Technician in the Community Development & Services Agency. This position provides lead direction and technical assistance to assigned staff and/or project management; performs a variety of technical office and field work duties that require specialized knowledge related to the creation and maintenance of maps, tables, graphs, and other geographic source data with the use of enterprise GIS, permitting, and asset management systems; provides technical support and queried data to department staff, other County departments, outside agencies, consultants, contractors, developers, and the public; and performs related work as assigned.

This position is the advanced journey lead/specialist level position that reports directly to the Public Works Director.

Examples of Duties:

• Provide direction and guidance as a lead worker regarding data collection and GIS utilization; may review the work of technical staff assigned to a variety of GIS duties; assist supervisor with training program and identifying training needs; provide staff training in the use of and applications of GIS information.  
• Perform accurate and timely updates to County GIS s files and data management records related to streets, sewer, water, and storm systems, asset inventory, plats, parcels, right-of-ways, easements, and data layers.
• Perform quality control checks to integrity of GIS data and applications; review and resolve conflicts in data; evaluate currency, usefulness, and completeness of data.
• Create, compose, modify, and edit GIS spatial and attribute data, export data for a variety of special projects.
• Produce maps, tables, and graphs for internal and external use; determine and execute the appropriate sequence of data processing tasks; use established GIS and permitting systems to query data and produce documents.
• Update and maintain GIS databases according to department’s policies and procedures; clean up data and make corrections in response to changes and additional data sets integrated into GIS.

The County of Yuba is currently recruiting for the position of Senior Civil Engineer in the Public Works Division of the Community Development and Services Agency. Under limited supervision, the Senior Civil Engineer will perform the more difficult professional engineering work including the preparation of civil design plans for various Public Works projects, conducting research studies, performing field inspections and testing, analyzing reports, maps, drawings, or geological data, and procuring permits; act as a resource to staff, contracts, consultants, other agencies and the public regarding areas of assignment; provide lead direction and technical assistance to assigned staff and/or project management; and perform related work as assigned. Incumbents are fully qualified to perform all duties specified as a Professional Engineer by the State of California. This is the master level in the civil engineer series, and reports directly to Principal Engineer.

Examples of Duties:

• Review plans and inspect projects; provide engineering design and code information and ensure that designs meet accepted industry and legal standards, and projects are biddable and buildable.
• Interpret and explain complex and technical laws, codes and regulations and provide information related to Public Works Engineering activities; may receive and respond to complaints and recommend corrective action as necessary.
• Initiate and maintain professional relationships with other departments, businesses, local community and professional organizations.
• Provide direction as a lead worker; expected to review the work of professional civil engineers and support staff to ensure compliance with established procedures related to design, construction and inspection of flood control, storm water management, water resources, bridges, parks, roads and other related projects as well as provide input on assigned staff performance to management; provide guidance to professional and technical staff.

The Substance Use Disorder Counselor I/II position is located in the Behavioral Health division at the Health and Human Services Agency. This position performs a variety of para-professional and responsible eligibility determination and case management duties for alcohol and drug programs, including crisis services to individuals; and performs related duties as assigned. The Substance Use Disorder Counselor II is the full journey-level class within series and performs the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Performs client intake procedures, eligibility determinations and establishes case loads and services for programs in drug and alcohol, specialized programs, grant funded programs, and other health and human services programs.
• Maintains Glenn County drug and alcohol specialized programs, grant funded programs caseloads under the supervision of a health services program coordinator or HHSA program manager.
• Communicates with clients; determines eligibility, educates clients regarding various health services, social services, grant funded and specialized programs and recommends other sources of services for those not eligible.
• Tracks, documents, and prepares information for appropriate billing for services; maintains established productivity rates for a variety of health services programs.

SWIM INSTRUCTOR/LIFEGUARD

$17.50 to $19.29 per hour

This position is not eligible for City benefits other than those mandated by Federal and State Law

Summary Description

Under the direction of the Pool Manager, organizes and instructs swim classes, maintains records and documentation involved with instruction classes, monitors swimmers in the pool area, enforcing pool rules and regulations, preventing accidents and rescuing swimmers in distress during public swim sessions. Representative Duties

1. Conduct all levels of swim instruction and water safety lessons for participants from ages six months to adult.
2. Assist in curriculum instruction planning and pre-registration program to assess participants’ ability levels.
3. Patrol and monitor aquatics facility, watch for accidents and hazards in the pool areas; enforce rules.
4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.
11. Responsible for maintaining a safe and clean swimming pool environment.
12. Responsible for maintaining personal fitness sufficient to perform the required duties.
13. Perform other position-related duties designated by the Pool Manager.

QUALIFICATIONS

The County of Yuba is currently recruiting for the positions of Assistant Engineer, Associate Engineer and Associate Civil Engineer for the Public Works Department in the Community Development and Services Agency. Currently, there are two vacancies that may be filled at either the Assistant Engineer, Associate Engineer, or Associate Civil Engineer level depending on qualifications. These classes are alternately staffed and incumbents may advance to the higher level after gaining experience, required certifications and demonstrating proficiency which meet the qualifications and expectations for the higher level class. The incumbent to this position will perform engineering work, including preparing design plans, specifications and engineering estimates related to roads, bridges, culverts and other County infrastructure; project management; assist in developing and administering professional services or construction project contracts; review plans and inspect projects; collect and present data and prepare reports; provide information and advice to the public and perform related work as assigned. 

Assistant Engineer: is the entry level in the civil engineer series. Initially under close supervision, incumbents will provide assistance to management staff or higher level engineers in the areas of research, data collection, project administration, preparation of reports and preparation of engineering plans and specifications. Assignments are intended to provide background in the fundamental principles and practices of public service engineering.

Associate Engineer: is the journey level in the civil engineer series. Under general supervision, incumbents independently conduct design, research and construction project inspection and analyses for a variety of projects within the county. Responsibilities may also include providing work direction to technical support staff.

Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.

WATER DISTRIBUTION OPERATOR I/II

Water Distribution Operator I: $4,256 - $5,174 monthly (paid bi-weekly)

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

The Fiscal Analyst I/II/III position at the Glenn County Community Action Division, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. Fiscal Analyst II is the journey-level classification in the series and is distinguished from the Fiscal Analyst I by the responsibility and working independently with minimal supervision. Fiscal Analyst III is the advanced level and supervisory classification in the series, and is distinguished from Fiscal Analyst I/II by the performance of the most complex accounting and analytical work within the assigned department. This position is full-time and scheduled for forty (40) hours per week. 

Fiscal Analyst I: $26.45- $32.15 per hour

Fiscal Analyst II: $28.64-$34.81 per hour

Fiscal Analyst III: $31.63-$38.45 per hour

WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants, and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.
• Monitors the status of various grants including analyzing the availability of funds, reviewing expenditures, and ensuring that activities comply with grant regulations.
• Participates in budget development and administration for a variety of department budgets; prepares cost estimates for budget recommendations; monitors and controls expenditures.
