Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

Salary range(s) for this classification is/are:   

Building Inspector Combination: $110,881.68 - $134,862.00 

Building Inspector Combination Certified I: $114,157.68 - $138,705.84 

Building Inspector Combination Certified II: $117,215.28 - $142,877.28 

Building Inspector Combination Certified III: $121,910.88 - $148,512.00 

Building Inspector Combination Certified Senior: $138,225.36 - $168,473.76 

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by: gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and, preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

The Essentials 

• Three years increasingly responsible building inspection experience supplemented by journey level construction trade experience. 
• Equivalent to the completion of the 12th grade supplemented by college level courses in inspection methods, architecture, structural, or civil engineering.
• Possession of, or ability to obtain, an appropriate California driver’s license. 
• Possession of an International Code Council (ICC) certification as a combination inspector, building inspector, or designated trade specialist, e.g., electrical inspector.

What You'll Do
 

• Perform field inspections on various structural, electrical, plumbing, mechanical and building systems at various stages of building construction, alteration, or repair to ensure compliance with applicable codes. 
• Check building plans for compliance with applicable codes.
• Confer with and resolve code and inspection disputes between staff and builders, developers, contractors, architects, engineers, and the public. 
• Respond to questions and concerns of assigned staff and/or the public; assist in coordinating inspection activities. 
• Collaborate on code violation cases with the Code Enforcement Division of the City Attorney’s Office.
• Coordinate inspection activities with inspection staff in other City Divisions/ Departments, such as Planning, Fire, Environmental Safety, and Public Works, and in collaboration with other county and state agencies. 
• Provide training to new Building Inspection staff and on City policies, procedures, rules, and regulations. 
• Prepare appropriate paperwork, violation notices, records, and reports. 
• Support the public counter and Permit Center in the Building Division as needed. 
• Develop and prepare forms and online content related to inspection services for the City Website, in collaboration with other Department staff.
• Perform related duties as assigned.

Position Duties

The San José Fire Department is seeking candidates for one (1) Senior Hazardous Materials Inspector position within the Bureau of Fire Prevention. This is the supervisory level in a three-tier inspection series of the Fire Department's Hazardous Materials Program. Incumbents participate in and oversee the work of Hazardous Materials Inspectors involved in enforcing city ordinances and codes governing the Hazardous Materials Program. Individuals in this position receive administrative guidance from the Division Manager and perform challenging and complex plan reviews, inspections, and investigations.  They are responsible for recommending changes based on new processes and procedures. This role differs from the next lower class of Hazardous Materials Inspector II, where incumbents carry out inspection work under the supervision of the Senior Hazardous Materials Inspector.

Duties for this position include, but are not limited to:

• Assist in developing the Hazardous Materials Inspection program, goals, and budget.
• Assigns, supervises and coordinates the work of Hazardous Materials Inspectors.
• Provides technical guidance and training to Hazardous Materials Inspectors.
• Establishes procedures for reviewing and approving Hazardous Materials Management Plans for occupancies requiring Short- or Long-Form Management Plans.
• Assists in performing complex hazardous materials system plan reviews and inspections in support of the Hazardous Materials Unit to meet plan check quality and timeline target expectations.
• Prepares required reports associated with reviewing progress, accomplishments of performance metrics, investigations, compliance orders, and other reports as required.
• Attends seminars, workshops, and other types of training to maintain current knowledge of information related to hazardous materials.
• Appears in court to provide testimony, as required.
• Liaison with other internal Development Services partners, outside regulatory agencies, and cities that have adopted the model ordinance.

ABOUT THE POSITION

The City of Gilroy is currently recruiting a full-time Engineering Technician/Inspector at level I or II or III (depending on experience and qualifications) for the Engineering Division of the Public Works Department. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

The City of Santa Clara currently has three (3) openings in its Senior Engineering Technician classification. The current openings are within Silicon Valley Power (the Electric Utility Department), the Water & Sewer Utilities Department, and the Department of Public Works. 

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Graduation from high school or tested equivalent; and
• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

ACCEPTABLE SUBSTITUTION
Possession of an Associate’s degree or higher OR minor in engineering or GIS may be substituted for one (1) year of the required experience.

DESIRABLE QUALIFICATIONS
• Possession of an Associate’s degree or higher, including satisfactory completion of post-secondary courses in mathematics, engineering, CAD, GIS, and related subjects
• A certificate in CAD
• A certificate in GIS
• Experience using Supervisory Control and Data Acquisition (SCADA) systems

LICENSES/CERTIFICATIONS

Position Summary

Under general direction, performs responsible professional level engineering and administrative work in connection with a wide variety of engineering projects. May lead professional and paraprofessional engineering personnel engaged in the planning, design and construction phases of engineering projects.  Assist Directing Civil Engineer in training and providing guidance to Junior through Associate Engineer classifications and Inspector classifications. Responsibilities include: developing, coordinating and executing engineering methods and policies affecting a wide range of engineering activities; regular contact with professional engineering consultants, governmental agencies, involved communities and contractors in connection with complex and difficult engineering  matters; overall oversight and review of detailed and complex engineering calculations, plans, specifications and technical papers; and performs related duties as required.

Essential Responsibilities

• Prepares reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design and construction phases of engineering projects and refers them to their supervisor for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of engineering projects with professional engineering consultants, contractors, utilities and governmental agencies
• Confers with other departments and agencies relative to engineering projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve serious differences of opinion between engineers and contractors' representatives as they relate to design matters
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects
• Ability to use computers including proficiency with spreadsheets
• Prepares and leads the preparation of a variety of engineering calculations, data and reports in connection with planning, development, and construction of projects

Minimum Qualifications

Education and/or Experience: 

• Bachelor's degree in Civil Engineering or closely related field
• Five years' progressively responsible experience in design, estimating, specification preparation, contract preparation, related phases of engineering and inspection of construction projects.
• Experience as a lead engineer desirable.

Required Licenses and/or Certification:

• Registration (P.E. license) as a Civil Engineer in the state of California.   Must have a PE license as a Civil Engineer for at least 5 years.
• Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years.  Operates District vehicles on a regular basis.

Physical Requirements:  

Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders. Work from heights. Work outside in all weather conditions.  Work over water.  Carry harness and test or inspection equipment. Occasionally enter into trenches and other excavations. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Routine use of computer, telephone and other office equipment. Ability to travel to District facilities.

Police Officer

Description:  Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

• Responds to calls for service and takes appropriate action to resolve problems
• Renders assistance to citizens in distress
• Initiates investigation of criminal or suspicious activity
• Makes arrests, issues citations, and gives warnings when appropriate
• Enforces all laws without bias
• Conducts business license checks
• Promotes crime prevention and disseminates security information
• Testifies accurately and honestly in court

Qualifications: Must either be currently employed as a sworn Peace Officer in California and have successfully passed an FTO program, or have completed a Certified POST Basic Academy.

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

Licenses:  Possession of or the ability to obtain a valid California driver’s license by the time of hire, and ability to maintain the valid license.

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision. If soft contacts are worn, no limit on uncorrected distance visual acuity provided soft lenses have been worn for at least six months prior to the physical examination.

Background: • As part of the selection process, successful candidates will undergo a stringent background investigation which will include: confirming all information provided by the candidates, a polygraph test, fingerprinting, psychological and medical examinations, including a drug screening. Candidates may be disqualified at any point in this process. Felony Convictions: • State and Federal Law require that all Police Officers be free from felony conviction and domestic violence. About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.
• Performs a variety of computer and tracking support functions.
• Interacts with the public at the public counter answering questions and issuing permits for construction in the City’s right of way.
• Prepares Requests for Qualifications/Proposals (RFQ/Ps) for design, construction management and support services as needed.
• Provides preliminary and final review of development proposals such as subdivisions maps, parcel maps and subdivision improvements.
• Reviews private development submittals for compliance with State and local regulations and specifications, working with project proponents to make necessary corrections.
• Effectively plans, organizes, schedules and implements projects.
• Perform studies, research files, records, plans, and maps.
• Gathers, assembles, analyzes and interprets field data, and prepares reports.
• Coordinates with other departments as needed to complete assignments.
• Provides planning, specification, calculation and cost estimating review of others’ work.
• Reviews construction of projects and assists in maintaining construction documents.
• Reviews and evaluates development plans, maps, and related documents for conformance to City, State, and Federal codes. Reviews calculations and issues permits.
• Gathers traffic data, maintains traffic records, conducts traffic studies, and prepares traffic reports.
• Provides assistance to other City employees regarding engineering related matters.
• Administers consultant contracts for moderately complex projects or service contracts, effectively monitoring costs and deadlines.
• Manages assigned projects by acting as lead person on the project, ensuring that all aspects of the project are addressed and the project is completed in a professional manner.
• Assists in preparing and managing budgets for operation and capital improvement programs.
• Coordinates work with regulatory agencies and private entities, completing public relations work as needed or assigned.
• Prepare reports and delivers presentations to City and private groups as assigned.
• Applies for and obtains permits from local, state and federal agencies.
• Applies for and administers grants.
