The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

Graduation from high school or possession of a GED.

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• Certified Access Specialist (CASp) certification is desirable.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

OR

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

OR

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

License/Certifications:

Possession of a valid California Class C driver's license is required.

The Essentials 

• Three years increasingly responsible building inspection experience supplemented by journey level construction trade experience. 
• Equivalent to the completion of the 12th grade supplemented by college level courses in inspection methods, architecture, structural, or civil engineering.
• Possession of, or ability to obtain, an appropriate California driver’s license. 
• Possession of an International Code Council (ICC) certification as a combination inspector, building inspector, or designated trade specialist, e.g., electrical inspector.

What You'll Do
 

• Perform field inspections on various structural, electrical, plumbing, mechanical and building systems at various stages of building construction, alteration, or repair to ensure compliance with applicable codes. 
• Check building plans for compliance with applicable codes.
• Confer with and resolve code and inspection disputes between staff and builders, developers, contractors, architects, engineers, and the public. 
• Respond to questions and concerns of assigned staff and/or the public; assist in coordinating inspection activities. 
• Collaborate on code violation cases with the Code Enforcement Division of the City Attorney’s Office.
• Coordinate inspection activities with inspection staff in other City Divisions/ Departments, such as Planning, Fire, Environmental Safety, and Public Works, and in collaboration with other county and state agencies. 
• Provide training to new Building Inspection staff and on City policies, procedures, rules, and regulations. 
• Prepare appropriate paperwork, violation notices, records, and reports. 
• Support the public counter and Permit Center in the Building Division as needed. 
• Develop and prepare forms and online content related to inspection services for the City Website, in collaboration with other Department staff.

EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

Overview: 

The Resident Construction Inspector will be responsible for performing onsite construction inspection duties to ensure that construction work is performed in accordance with approved plans, specifications, and regulatory requirements, while also ensuring quality and safety. This role is critical to Valley Water’s capital projects in support of flood control, water storage, treatment plant, distribution and facility improvements with a primary focus on projects within the 10-Year Pipeline Inspection and Rehabilitation Program such as the West Pipeline Inspection and Rehabilitation Project- Phases 1&2 as well as the Almaden Valley Pipeline Inspection and Rehabilitation Project.

Key Responsibilities include, but are not limited to:

• Facilitating collaboration and providing support for external contractors to ensure compliance with plans, specifications, methods, equipment, workmanship, and Valley Water policies and procedures.
• Monitoring work site safety programs to ensure compliance with Valley Water requirements.
• Coordinating field or laboratory materials testing for fluids, sand, aggregate, soils concrete, asphalt coatings, welding, and other materials to ensure compliance with project standards; document and provide results to contractor; maintain testing reports.

• Reviewing and assisting in the negotiation of monthly progress pay estimates (PPEs) including confirming quantities and work performed to date, ensuring accurate payment for completed work.

The Authority is currently recruiting for a part-time position of Environmental Stormwater Inspector to support the West Valley cities/Town stormwater inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with federal and local water quality regulations.

The Authority is currently working to advance multiple stormwater initiatives, such as trash reduction and controls for pollutants of concern, such as mercury and PCBs. The Environmental Stormwater Inspector may support these initiatives. An Environmental Stormwater Inspector also responds to complaints of illegal discharges

Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Graduation from high school or tested equivalent; and
• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

ACCEPTABLE SUBSTITUTION
Possession of an Associate’s degree or higher OR minor in engineering or GIS may be substituted for one (1) year of the required experience.

DESIRABLE QUALIFICATIONS
• Possession of an Associate’s degree or higher, including satisfactory completion of post-secondary courses in mathematics, engineering, CAD, GIS, and related subjects
• A certificate in CAD
• A certificate in GIS
• Experience using Supervisory Control and Data Acquisition (SCADA) systems
• Experience using Computerized Maintenance Management Systems (CMMS)

LICENSES/CERTIFICATIONS
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for the duration of employment.
