The City of Thousand Oaks has an excellent opportunity for a Combination Building Inspector I/II! 

This position may be filled as Combination Building Inspector I ($80,590 - $107,999 annually) or Combination Building Inspector II ($88,957 - $119,211 annually), depending on candidate experience and qualifications.  

The Combination Building Inspector I/II plays a crucial role in protecting public health, safety, and welfare by reviewing construction projects to ensure compliance with minimum standards. Their inspections cover not only the structural stability of buildings but also key safety aspects such as fire protection, life-safety features, energy efficiency, and the proper functioning of plumbing, mechanical, and electrical systems. 

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing, mechanical, and electrical.  

PRIMARY RESPONSIBILITIES:

• Conducts inspection work to enforce building, fire and life safety, mechanical, plumbing, electrical, energy, accessibility, and other related codes and regulations that govern the construction, alteration, repair, and use of buildings and structures.
• Reads and interprets plans and specifications for inspection on commercial, industrial and residential buildings. Performs pre-construction inspections on complex permits to get familiarized with the project milestones and establish communication channels with the contractor and the design team. 
• Participates in the development of policies and procedures; recommends programs and projects to the inspector supervisor and the inspection team.  
• Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values. 
• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations.

The Position:

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

The annual salary range for this position is $125,115.24 - $159,613.32 annually. This position may be filled at or near the minimum of the salary range.

MINIMUM QUALIFICATIONS

 

EDUCATION AND EXPERIENCE

 

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

 

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

 

OR

 

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

 

OR

 

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

License/Certifications:

Possession of a valid California Class C driver's license is required. 

 

Certification by the International Code Council or other recognized agency, as a Building, Electrical, Plumbing, or Mechanical Inspector is required within one (1) year of appointment and for continued employment in this class

Certified Access Specialist (CASp) certification is desirable

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

The Position: 

The Code Enforcement Officer will conduct inspections, lead investigations and complete plan reviews. Additionally, the incumbent will complete various water, sewer, and recycled water sampling.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field.

 

Minimum Experience Requirements: 

Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

 

Acceptable Substitution: 

One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

 

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

 

For the Public Works Department:
A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.
 
 For the Water and Sewer Utilities Department:
 A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
 A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
 A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

 

Desirable Qualifications: 

A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

DESCRIPTION 

We are seeking a collaborative, service-oriented individual to conduct a variety of code compliance duties with competence and professionalism. The Code Compliance Officer I/II will be responsible for conducting inspections and investigations pertaining to violations of the municipal code provisions in zoning ordinances, sanitary regulations, business license regulations, building standards and nuisance abatement ordinances.  The Code Compliance Officer I/II must possess excellent interpersonal and communication skills, be self-directed, exercise discretion, and excellent judgment. 

 

PRIMARY RESPONSIBILITIES 

• Conduct technical field inspections and investigations to determine compliance of residential, commercial, and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits
• Receive and investigate public concerns; conduct on-site inspections and determine existence and type of code violations
• Prepare cases for court proceedings and legal review, mediation, warrants, etc. in coordination with the City Attorney's Office
• Testify or represent the City as a subject matter expert in court actions, depositions, and proceedings as necessary
• Issue corrective notices, administrative citations, and orders to comply with code violations; interpret and explain municipal codes and ordinances to members of the public, contractors, business owners, and other interested groups
• Input case notes into the Tyler Enterprise Permitting & Licensing system

Overview:

Are you an experienced Vegetation Maintenance professional with five or more years of experience and a valid Class A driver’s license? If so, we encourage you to consider this opportunity with Valley Water.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Clear brush, weeds, and debris from worksites, canals, ponds, creeks, reservoirs, pipelines, water treatment plants, dams, and other open areas; prune vegetation, perform tree removals including standing or downed trees. 
• Prepare soil and install native plant revegetation per established plans; maintain mitigation areas to achieve success criteria and meet monitoring requirements. 
• Install, adjust, and repair irrigation systems, including heads, lines, and controllers.
• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way. 
• Build or remove browse cages or other devices to keep wildlife from damaging native plant revegetation sites. 
• Build phytosanitary benches, fences, irrigation, etc. in support of native plant holding facility. 
• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

Ideal Training and Education:

Required License or Certificate

Must have a satisfactory driving record and possess a valid California Class A driver's license with tanker endorsement at the time of hire.

Possession of a Qualified Applicator’s Certificate or Qualified Applicator License in Category C issued by the State of California’s Department of Pesticide Regulation at the time of hire.
