Transportation Safety and Operations Division - Signal Design
The Engineer I/II positions in the Signals Design team provide traffic signal-related management and support services throughout the City of San José. The positions will work closely with other team members, and may include direct supervision of sub-professional technical staff.
Key duties include but are not limited to:
Implementing capital and grant-funded projects to enhance pedestrian, bicycle, transit, and vehicle access at intersections using signal control devices; including grant administration, consultant and vendor contract management, project scoping, design review, project scheduling, budget management, and coordination with various internal and external stakeholders;
Coordinating construction activities, including traffic signal “turn-ons” and mitigating signal timing impacts during construction at intersections;
Evaluating proposed striping and improvement plans associated with annual pavement program work and providing design details to enhance all modes of travel;
Coordinating traffic signal ITS enhancements in preparation and conjunction with public improvements and pavement work;
Reviewing traffic signal plans and specifications for development and capital improvement projects for compliance with CA-MUTCD and City standards;
Coordinating with projects implemented by other City divisions and departments to ensure all changes affecting the traffic signal network conform to the future goals of the City;
Analyzing collision/volume data and other variables to identify ideal locations for innovative traffic signal designs (bicycle signals, HAWK signals, protected intersections, etc.) and evaluate before and after studies; and
Responding to citizen requests for improvements to the signal network.
Transportation Safety and Operations Division - Signal Operations
The Engineer I/II positions in the Signal Operations team are part of an innovative customer-oriented team responsible for managing day-to-day traffic conditions through the operations and management of the City's nearly 1000 traffic signals. The Engineer I/II will be responsible for assisting in project planning and engineering, construction coordination, and may include direct supervision of sub-professional technical staff.
Key duties include but are not limited to:
Conduct analyses and field investigation related to day-to-day customer-identified traffic operations issues;
Respond to service requests from the public and other city departments.
Analyze traffic flow impacts of CIP/development-related traffic signals and associated improvements;
Analyze the effectiveness of specific signal timing standards currently utilized in San Jose and benchmark against current industry standards/trends;
Prepare and implement traffic signal timing and coordination plans.
Conduct performance measures of the roadway network, including evaluation of corridor timing flow and safety effectiveness;
Support implementation of grant-funded traffic signal retiming projects;
Prepare Requests for Proposals (RFPs) for signal timing consultant services, manage service contracts; prepare work orders, grant reports and invoices; and
Actively manage ingress and egress for planned event traffic utilizing remote signal timing control, traffic surveillance cameras, and dynamic motorist information message signs.
Transportation Safety and Operations Division - Traffic Safety
The Engineer I/II positions in the Traffic Safety Division provides Neighborhood Traffic Management services and develops and implements Traffic Calming and Pedestrian Improvement Projects throughout the City of San José. The Engineer I/II will work closely with the team to develop traffic safety projects to improve safety for all roadway users, ensure facilities are pedestrian and bicycle friendly and comply with laws, rules, regulations, and ordinances. Services provided are heavily community oriented and can sometimes be politically sensitive. This position reports directly to an Associate Engineer and supervises Engineering Technicians and interns.
Engineers I/II will have opportunities to support the Traffic Safety Division staff in the following areas:
Perform field investigations, collect data, and perform various traffic studies, including stop sign, crosswalk, and crossing guard studies.
Review collision reports and apply applicable guidelines and standards to enhance roadway safety.
Perform engineering analysis, and complete written reports of recommended solutions.
Conduct speed surveys to establish appropriate speed limits on City streets.
Prepare maps, reports, and related material for presentation.
Developing effective working relationships with community groups to resolve residential traffic issues using the newly adopted Council policy on traffic calming.
Working with and educating residents on traffic issues in neighborhoods, including speeding, cut-through traffic, pedestrian and bicycle safety, and quality of life concerns.
Determination of use and placement of appropriate traffic control devices.
Review and analysis of on-street parking conditions and establishment of appropriate parking controls.
Planning, assignment, direction, and evaluation of technical staff in the traffic investigation unit.
Participate on the development plan review process and coordination with other City departments and divisions.
Attend meetings/represent the Traffic Safety team on discussions with project engineers, City staff, and consultants as appropriate to build consensus and/or to coordinate project issues.
Assist with the development, design, and construction management of pedestrian and traffic safety projects including enhanced crosswalks, Radar Speed Signs, Speed Lumps, and Road Diets. Typical duties include performing field surveys, leading the preparation of project plans, coordinating with stakeholders, preparing work orders, ordering project materials, and reviewing the completeness of construction work in the field.
Prepare conceptual and basic design plans for traffic safety improvements using AutoCAD, AutoTURN, or similar CAD software
Transportation Planning and Project Delivery (PPD) Division – Local & Regional Project Delivery
The Engineer I/II positions in the Local and Regional Project Delivery section helps develop and implement the City's Transportation Capital Improvement Program in alignment with policies of the General Plan Envision 2040. Under the general direction of the Associate and/or Senior Engineer, this position will work with internal and external partners and the community to ensure the efficient delivery of transportation projects through the planning, environmental, design, and construction phases. Types of projects that the Engineer I/II may support include multi-modal enhancement to local roads, highway, expressway, and transit.
Key duties include but are not limited to:
Perform project management duties, including preparing and updating project status reports and schedules, managing contracts/agreements, expenditure tracking, and progress billings/payments.
Coordinate the review of environmental documents and technical studies, designs, plans, estimates, and submittals associated with the implementation of project development activities consistent with City policies, regulatory requirements, current design standards and grant guidelines.
Attend project design/construction meetings. Work with inspectors on project sites to assist in solving difficult problems and ensuring quality control, safety, and compliance with regulatory, design and construction requirements.
Assist in the preparation of multi-agency cooperative, funding, or maintenance agreements to deliver and sustain a safe, multimodal transportation system for the City.
Represent the Department of Transportation at community meetings and other meetings with internal and external stakeholders.
May lead and supervise, technical, interns and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition.
Transportation Planning and Project Delivery (PPD) Division – Development and Geometric Design
The Engineer I/II positions will, under general supervision or direction of the Associate Engineer, perform professional engineering work in street design; development of concept transportation infrastructure master plans, review plans for public and private projects in the City, and produce and review signage and pavement marking geometric plans. The successful candidate will need to understand basic engineering principles of transportation planning, traffic engineering, geometric/roadway design, and plan review. Surveying background or experience is desired, but not required.
Key duties include, but are not limited to:
Prepare transportation infrastructure improvements conceptual designs of roadway, intersection and interchange, traffic signals using AutoCAD, relevant to new development and capital improvement projects.
Develop “complete streets” and multimodal design plans in conformance with Federal, State, and City’s transportation design standards, guidelines, and policies.
Review consultant engineering plans and specifications, master plans, and traffic studies related to capital infrastructure improvements.
Perform field review of striping layouts for conformance with design requirements.
