THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Plan, prioritize, communicate, delegate and monitor a variety of concurrent projects. Analyze and synthesize data and complex information; write comprehensive reports. Supervise, train, and evaluate one employee. Effectively prepare grants, written reports and recommendations; prepare and present reports at public meetings; deal effectively with the public; establish and maintain effective working relationships with staff, City officials, local commissions; provide strong administrative, fiscal management and policy analysis skills; be professional, respond to phone and electronic correspondence in a timely manner to the public and city employees, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

About Maple Street Correctional Center
Designed to create a better environment for incarcerated individuals and staff and to help reduce recidivism, the facility was the first correctional center built as part of California Department of Corrections and Rehabilitation’s initiative to shift nonviolent, nonsexual offenders from overcrowded state prisons to county-run facilities. The center accommodates female and lower-risk male incarcerated individuals and is composed of two separate but interconnected buildings with a central administration area.

The facility’s architecture emphasizes safety, rehabilitation, and natural light. Instead of placing cells along the exterior walls as in most jails, the design features a curved glass façade with dayrooms located along windowed areas that open to individual living units. This layout improves supervision while allowing daylight to enter the building, helping the white-painted cells feel more open and spacious.

Each floor has a central core station supporting four housing units. These areas include classrooms, a computer lab, and multipurpose rooms to support educational and rehabilitative programming. Additional design elements include natural ventilation, a large rooftop recreation yard, artwork depicting scenes from nature, and a calming natural color palette.

An attached 88-bed transitional housing facility supports alternative sentencing programs such as day reporting, weekend programs, and other supervised custody arrangements, helping prepare individuals for reentry into the community.

POST Entry-Level Law Enforcement Test Battery (PELLETB): This exam must be completed in less than 2.5 hours, be passed with a minimum T-Score of 46 and be dated within twelve (12) months of the date of application. The areas covered by the test include spelling, vocabulary, clarity, reading and CLOZE (using contextual clues to complete a passage that contains missing words). OR

2. Possession of a California Department of Corrections and Rehabilitation (CDCR) Certificate or possession of an Adult Corrections Officer Core completion certificate from a certified Standards and Training for Corrections (STC) academy from the Board of State and Community Corrections (BSCC).

3. Possession of an associate's degree or higher from an accredited U.S. college or university.

AND

Step 3:  Physical Agility Examination – Work Sample Test Battery (WSTB): This exam must be passed with a minimum score of 320 and be dated within twelve (12) months of the date of application. This test mirrors the California Peace Officer Standards and Training (POST) test and is advertised as such on The Academy's website. Applicants can submit scores from either the WSTB or the Correctional Officer test through The Academy. The events for the Correctional Officer test include:

• 99-yard obstacle course in under 23 seconds
• 165-pound body drag for 32-feet in under 7 seconds
• 165-pound body lift for 60 seconds
• 500-yard run in under 2 minutes
• 1.5-mile run in 15 minutes or less

IMPORTANT: When you report for the test, inform The Academy that you are applying to be a Correctional Officer with San Mateo County. San Mateo County Correctional Officer applicants will not be required to participate in climbing the 6-foot chain link fence or 6-foot solid wall portion of the WSTB test.

NOTE: PELLETB test and WSTB results from other training organizations or law enforcement agencies will be accepted so long as they meet California Peace Officer Standards and Training (POST) requirements.

 

 

Examples Of Duties

Sheriff's Correctional Officer duties may include, but are not limited to, the following:

• Receive, search, book, fingerprint, and guard inmates in the correctional facilities.  
• Take custody of inmates’ property.  
• Maintain records of bookings, releases, transfers, money and other functions of the correctional facilities.
• Prepare inmates for court and for release.
• Perform related duties as assigned.

If designated as Correctional Deputy, also perform the following:

• Transport and provide security for inmates at the hospital.
• Transport inmates between custodial facilities.
• Provide security for inmates at court.

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Education: 

• A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 30 college units from an accredited or approved institution to apply.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. San Mateo County Health is seeking an experienced and dynamic professional to serve as Mental Health Program Specialist- Evidence-Based Practices & Revenue Optimization within the Behavioral Health and Recovery Services (BHRS) division, supporting implementation of the Behavioral Health Services Act (BHSA) and advancing system-wide transformation efforts.

This full-time, permanent position will play a key role in strengthening behavioral health infrastructure, ensuring regulatory alignment, optimizing Medi-Cal revenue systems, and advancing evidence-based practice implementation across BHRS.

Qualifications

Licensure/Certification:

The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

What You’ll Do:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.

San Mateo County Health is seeking well-qualified individuals for the position of Public Authority Payroll/Personnel Services Specialist. The current vacancy is in the Public Authority.  NOTE: This is not a County position.

This is a full-time position working Monday–Friday. A hybrid schedule may be available; however, approximately four on-site workdays per week are anticipated based on operational needs and County requirements. The position is currently located in San Mateo, CA, but will relocate to South San Francisco, CA, planned for December 2026. Public Authority
The Public Authority (PA) was established by the San Mateo County Board of Supervisors in 1993 for the purpose of administering the provider components of the County of San Mateo's In-Home Supportive Services (IHSS) program. The IHSS Program provides homecare services to Medi-Cal eligible individuals who are aged, blind or disabled to assist them to remain safely in their homes as an alternative to out-of-home care. The Public Authority provides personnel and payroll services for IHSS caregivers, and Registry caregiver services for IHSS recipients.
  
 The Public Authority Payroll/Personnel Services Specialist duties include:

• Performing technical and specialized office support work, relating specifically to employer-of-record, payroll, and benefits administration, which may require the use of independent judgment and the application of technical skills.
• Serving as Officer of the Day according to an established schedule.

The ideal candidate will possess the following:

• Written and Verbal Communication Skills in Spanish and English – Guide sensitive conversations with caregivers regarding payroll-related issues in person, over the phone, or via email.
• Public Speaking – Present program information during new caregiver orientation.
• Organizational Skills - Maintain a caseload and provide payroll, benefit, and personnel services for caregivers. Maintain case notes on work performed.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well.
