The Software Services Manager will lead Valley Water’s Software Services Unit, which is responsible for all enterprise applications including, but not limited to: ESRI ArcGIS, IBM Maximo Asset Management, Web Design and Publishing, Intranet, Oracle and SQL Databases, Application Development, and Infor ERP.

Key Responsibilities include, but are not limited to:

• Oversee and manage enterprise applications, including cloud-based solutions such as Microsoft Azure and AWS as well as legacy systems.
• Develop and integrate AI and machine learning technologies into enterprise applications to enhance data analytics and decision-making processes.
• Supervise three to four team leads and ensure effective collaboration within the team to achieve project goals.
• Serve as a key liaison between IT and business units, ensuring customer needs are met and exceed expectations.

• Drive the implementation of cybersecurity best practices across all software services to protect sensitive data and maintain compliance with industry standards.

• Promote culture of continuous improvement by staying current with emerging technologies and industry trends.
• Plans, manages, and oversees staff and consultants responsible for database administration, systems development, and support of ERP, GIs, Asset Management, Databases, Custom Applications, Payment Processing, and other enterprise services. Provides leadership and analytical support in assessing the overall functionality of information systems, integrating with existing and planned systems, and implementing and ongoing support.
• Manages and participates in the development, design, implementation, and modification of Valley Water-wide and division/unit-specific business applications and platforms, including applications development and support, database administration, systems administration, and internal and external websites; directs the review, analysis, and modification of existing systems and applications; coordinates the design, development, upgrading, implementation, and testing of new systems and applications.
• Prepares and develops project specifications; evaluates third-party software applications; ensures new and revised software applications adapt with existing computer systems. Coordinates with the Technology Innovation, Program Management, and Infrastructure unit to execute Valley Water technology goals.
• Leads and guides project teams in selecting and executing applications support projects, including developing strategies to complete work and ensuring compliance with acceptable information services standards and Valley Water procedures. Responsible for governance and prioritization of the software services application portfolio with a drive to reduce costs and to provide Valley Water employees with the best applications available on the market.

THE POSITION:

The City Manager’s Office is seeking an experienced Real Estate Manager to become a part of its executive team. You are:

The ideal candidate is a working manager with real property management experience, excellent leadership skills and a firm commitment to superior service. Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Develop and implement goals, objectives, policies and procedures related to the City’s real estate activities, plans and projects. 
• Manage City and Hayward Economic Development Corporation’s real estate acquisition and disposition initiatives to achieve City economic development and revenue objectives.
• Prepare requests for proposals designed to select developers and tenants; analyze business terms and negotiate complex lease and purchase agreements. 
• Manage the City’s portfolio of properties leased to third parties. 
• Consult and work closely with the City Attorney’s Office and/or outside legal counsel to ensure agreements, deeds, quitclaims, partial releases, partial reconveyance and other instruments are compliant with municipal, state and federal law. 
• Support Public Works Department with the negotiation and preparation of use agreements related to use of public right-of-way for telecommunication services, including but not limited to, fiber optic cable and small cell radio equipment; administer use agreements once entered. 
• Assist in the selection and contract negotiations with independent appraisers, relocation specialists, negotiators and other outside consultants involved with property, building and right-of-way acquisitions, appraisals, negotiations and relocations, and eminent domain proceedings; provide direction and instruction related to work as needed. 
• Manage administrative support staff to ensure records related to use agreements and leases are complied with, and payments are up to date, and follow up as needed on non-payment. 
• Review title reports to determine ownership, coordinate escrows, and assist other City staff in the preparation of property descriptions and reports related to real property. 
• Manage sales of City surplus property, including advertising, negotiations and recommendations regarding property sales. Provide technical assistance and advice to other City Departments as required relative to Real Property Program. 
• Coordinate outreach to tenants and property owners regarding projects requiring property acquisition; compile data to determine relocation and socio-economic needs of occupants and availability of relocation accommodations; and negotiate appropriate relocation terms and payments. 
• Prepare written and oral reports and correspondence to City Council, City Manager, other City Departments and Department staff. 
• Represent the City to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
• Research and prepare technical and administrative reports; prepare written correspondence. Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Overview:

The Capital Project Management and Project Controls Program supports capital projects that deliver safe, clean water, flood protection and environmental stewardship throughout the county by providing streamlined solutions for the oversight and management of capital projects. Under this program, Valley Water has implemented and now manages a project management information system (PMIS) for projects in the Capital Improvement Program (CIP) and other business intelligence and analytics tools to provide enhanced project data analysis and reporting. The program also oversees the quality management system documentation of procedures and work instructions relating to the delivery of capital projects; provides regular updates on the status of capital projects to the Board of Directors and the Board’s CIP Committee; and coordinates with various departments across multiple divisions to create engagement and transparency in our agency’s multifaceted business areas. This position will be expected to provide analysis and support for all aspects of capital project delivery. This position will focus on developing and maintaining performance reporting and dashboards for capital projects. The Management Analyst will be expected to be well versed in data analysis and dashboard creation and able to assist in developing recommendations for organizational, operational, policy, financial, budgetary, and procedural improvements. This position requires a high level of flexibility, problem solving and customer service skills, as well as the ability to prioritize tasks and resources and to complete deliverables under general supervision. The Departments: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

 

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more.
