WOODLAND COMMUNITY COLLEGE HOST SITE
Woodland Community College is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-stie at WCC and receive day-to-day guidance and supervision from WCC staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Community College Education Policy & Programs Coordinator within the Office of the President at Woodland Community College.

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION
The Community College Education Policy and Programs Coordinator will support the implementation of Woodland Community College’s new Strategic Plan, with a focus on capacity building, student success, and socioeconomic mobility.

Housed within the Student Services Department, the Coordinator will advance strategic initiatives designed to strengthen student support systems, improve program coordination, and enhance outcomes for disproportionately impacted student populations.

The Fellow will work on a portfolio of projects and related events that may include:

• Analyzing student services data (retention, persistence, completion, utilization of support programs) to identify equity gaps and opportunities for improvement

• Research best practices related to student support programs (e.g., advising, basic needs, financial aid outreach, career services, transfer services)

• Supporting cross-departmental coordination efforts to align student services with strategic plan priorities

• Assisting in the design and implementation of new or redesigned initiatives that promote student success and socioeconomic mobility

• Supporting strategic plan events, stakeholder engagement efforts, and community partnerships

• Develop reports, presentations, training materials, and guides to support students

• Documenting processes and building tools to strengthen institutional capacity within Student Services

A key focus of the role will be translating strategic goals into actionable program improvements that enhance student access, persistence, completion, and post-college outcomes.

Receives general directions from the designated WCC host-site employee.

THE POSITION OBJECTIVES/GOALS
The goals of the position are to:

1. Develop Applied Policy Analysis and Program Evaluation Expertise
Build practical skills in analyzing higher education policies and evaluating program effectiveness within a community college context. Contribute to assessment efforts by reviewing data, identifying performance gaps, and supporting evidence-based recommendations to strengthen student outcomes.

2. Gain Hands-On Experience in Strategic Plan Implementation within Student Services
Support the operationalization of institutional priorities by assisting with initiative tracking, performance measurement, and cross-department coordination. Develop a working understanding of how strategic goals are translated into measurable actions within Student Services.

3. Strengthen Institutional Capacity-Building Competencies
Enhance skills in cross-functional collaboration, systems thinking, and process improvement. Participate in efforts to streamline workflows, improve service delivery, and reinforce structures that support long-term institutional effectiveness.

4. Advance Equity-Focused Student Success Strategies
Contribute to the design, implementation, and evaluation of initiatives aimed at closing achievement gaps and improving access, retention, and completion for disproportionately impacted student populations. Develop an applied understanding of equity-centered program development in a public-serving institution.

5. Build Experience in Stakeholder Engagement and Institutional Communication
Support engagement efforts involving students, faculty, staff, administrators, and community partners. Gain experience in event coordination, briefing development, and institutional reporting to strengthen communication, transparency, and collaborative problem-solving.

QUALIFICATIONS

• 4+ years of high school

SALARY RANGE

DEFINITION

Under general supervision, the Code Enforcement Officer I/II will perform residential, commercial and industrial site inspections and investigations to determine compliance with applicable federal, state and local codes, laws and regulations; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

SUPERVISION RECEIVED/EXERCISED

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

KNOWLEDGE/SKILLS/ABILITIES     (The following are a representative sample of the KSAs necessary to perform essential duties of the position. The level and scope of the knowledge, skills and abilities listed below vary between the I and II levels.)

Knowledge of:  Principles, practices and methods used in the enforcement of a variety of codes and regulations; methods and techniques used in enforcement and investigation; rules of evidence and court procedures; basic principles of mathematics; applicable federal, state and local laws, codes and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Skill to: Operate an office computer and a variety of word processing and software applications.

Core areas of responsibility include advancing enrollment growth strategies, strengthening retention and completion pathways, aligning academic programs with regional workforce needs, expanding equity-centered student supports, and cultivating high-impact community and industry partnerships. This role will contribute to data-informed decision-making, continuous improvement efforts, and the overall enhancement of institutional effectiveness.

The pay cycle is bi-weekly.  No other benefits compensations are provided except for worker's compensation coverage and sick leave.  Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Logistics & Inventory Systems Fellow within the Transportation Department in Business Services at WJUSD.  

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. The Civic Fellow should be comfortable working independently and as part of a team, and willing to take initiative to improve organization and efficiency.
The successful candidate will demonstrate strong problem-solving skills, a willingness to learn new systems, and the ability to think critically about processes. Interest in organization, data tracking, or hands-on operational work such as inventory or warehouse systems is desirable. Experience with spreadsheets or data entry is helpful but not required.
Additionally, the ideal candidate will have strong communication skills, a positive attitude, and reliability. This position is well suited for someone who enjoys solving practical challenges and contributing to systems that help organizations run effectively.

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

4. Improve inventory accessibility and efficiency by helping establish procedures that allow staff to quickly locate, store, and track commonly used materials.

5. Create simple documentation and reference materials to support consistent inventory organization practices, including basic procedures for storing and locating materials.

6. Develop a working understanding of school district operational support systems, including how the Service Center supports Maintenance, Facilities, and Transportation functions.

7. Contribute to continuous process improvement by identifying opportunities to improve inventory organization, storage workflows, and material tracking practices.

The City of Woodland Public Library is seeking a motivated and creative Library Fellow to lead a hands-on, project-based program for children in our makerspace, Square One. Under the supervision of the Recreation Supervisor and the Pool Managers, the Lifeguard will be responsible for the safety of the patrons at the Patterson Aquatics Center.  The Lifeguard must remain alert and knowledgeable as well as physically fit.  Duties include, but are not limited to: maintain the office, answer phones, maintain correspondence with the public and respond to all inquiries, be generally available to answer and refer patrons to resources within the community; teach swim lessons; enforce all aquatic facility policies, rules, and regulations; recognize and respond effectively in emergencies; complete additional duties as assigned by supervisor.  All Lifeguards are responsible for keeping the facilities clean and safe for all patrons.
