The Resident Services Coordinator conducts programming to support residents living in affordable housing communities through resource navigation, event and workshop planning, and stakeholder collaboration. Programs to facilitate or coordinate may include: food distribution events, coffee socials, budgeting workshop, walking groups, fall prevention classes, parenting classes, resident surveys, and others. Coordinators will also provide 1-on-1 assistance to residents to connect them to local resources and public benefits. 

A coordinator will provide services to 2 or more properties that house families, seniors, single adults, special needs, and/or permanent supportive housing residents.  

Work schedule 

SCCHA staff work on a 9/80 schedule. 80 hours of work are compressed in a 9-day period, with every other Friday as a day off.  Resident Service Coordinators will be onsite at the properties or at the office 4 days a week depending on the number of properties assigned. There is an option to work remotely on the working Fridays.

What Our Team Is Looking For:  

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include:  

• An associate degree in sociology, social work, business administration, public administration, career planning or related field; and 

• Three (3) years of increasingly responsible experience administering or supporting the administration of resident services and/or community outreach programs in a government or non-profit agency.  

• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.

Risk Analyst

How You Will Make an Impact: 

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. We strive to create an environment where all team members can contribute to growth and innovation. 

The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations. 

The ideal candidate will have: 

• Knowledge of federal, state, and local laws and regulations related to insurance and risk management. 

• Proficiency in risk management software and tools. 

• Strong communication and interpersonal skills. 

• Ability to work effectively with diverse stakeholders.

• A bachelor’s degree from an accredited four-year college or university in a related field with a major coursework in risk management, business or public administration or a closely related field; and 

• Three (3) years of increasingly responsible professional experience analyzing, administering, and managing property and casualty liability, risk, and loss control, or closely related insurance activities. 

• Certification as an Associate of Risk Management (ARM) or proof of working towards such certification is highly desirable. 

• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment to perform the essential functions of the position.

The Essentials 

• Three years increasingly responsible building inspection experience supplemented by journey level construction trade experience. 
• Equivalent to the completion of the 12th grade supplemented by college level courses in inspection methods, architecture, structural, or civil engineering.
• Possession of, or ability to obtain, an appropriate California driver’s license. 
• Possession of an International Code Council (ICC) certification as a combination inspector, building inspector, or designated trade specialist, e.g., electrical inspector.

Bonus Points:

• Possession of an AA degree in a related field.
• Experience in a City Building Department.
• Possession of a CASp certification.

What You'll Do
 

• Perform field inspections on various structural, electrical, plumbing, mechanical and building systems at various stages of building construction, alteration, or repair to ensure compliance with applicable codes. 
• Check building plans for compliance with applicable codes.
• Confer with and resolve code and inspection disputes between staff and builders, developers, contractors, architects, engineers, and the public. 
• Respond to questions and concerns of assigned staff and/or the public; assist in coordinating inspection activities. 
• Collaborate on code violation cases with the Code Enforcement Division of the City Attorney’s Office.
• Coordinate inspection activities with inspection staff in other City Divisions/ Departments, such as Planning, Fire, Environmental Safety, and Public Works, and in collaboration with other county and state agencies. 
• Provide training to new Building Inspection staff and on City policies, procedures, rules, and regulations. 
• Prepare appropriate paperwork, violation notices, records, and reports. 
• Support the public counter and Permit Center in the Building Division as needed. 
• Develop and prepare forms and online content related to inspection services for the City Website, in collaboration with other Department staff.
• Perform related duties as assigned.

The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

The Position

The City of Fremont's Human Services Department is seeking temporary employees to work evening shifts, from 5:00 p.m. – 9:00 p.m. during winter months (approximately October 13, 2025, through April 30, 2026). This position plays a vital role in supporting the temporary Winter Relief emergency shelter program, which provides a safe and welcoming environment for individuals and families experiencing homelessness.

Winter Relief Monitors will work under the direction of a Senior Program Coordinator and be responsible for up to 20 hours of work per week.

Training will include topics including harm reduction, de-escalation, Critical Time Intervention (CTI), and local community-based resources.

Examples of Duties

• Foster a supportive and respectful environment through empathetic communication, addressing emotional challenges that may arise during participant transitions.
• Enforce program rules to maintain a safe environment by providing verbal warnings and educational support to promote understanding and voluntary compliance.
• Respond promptly to emergencies by assessing situations, contacting emergency services (e.g., 911), and communicating with property staff and public safety personnel.
• Operate a City of Fremont vehicle as required.
• Conduct daily room visits, distribute meals and supplies, and engage with participants to build rapport and understand individual needs.
• Collaborate in weekly team meetings for case consultation, providing input and developing strategies to support participants’ connections to community resources.
• Maintain accurate records, including daily sign-in sheets, incident reports, and documentation of on-site activities.
• Perform other duties as necessary.

Under direction of the Chief Building/Fire Code Official, performs complex residential and commercial inspections of buildings and structures in various stages of construction, alteration and repair for compliance with applicable building, accessibility, energy and zoning codes and ordinances; responds to inquiries from the public, applicants, contractors and other City staff and departments; performs related duties as required.
