Depending on the City’s operational needs as well as your skillset and experience, the City could adjust the responsibilities of the Deputy Directors within the Public Works Department.

What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Divisions for which they are responsible. This may include capital improvement program development and implementation, traffic engineering, private development review, regulatory compliance, solid waste management, operations and maintenance, asset and data management, construction management, fleet coordination, downtown coordination, and building maintenance; and the position may serve as the City Engineer and/or the Director of Public Works in their absence.

• Lead and mentor a dedicated and talented staff featuring many emerging leaders.

Preschool Teacher

The City of Burlingame is looking for an energetic, caring, creative, and responsible Preschool Teacher. Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time
• Ensure proper safety precautions are observed

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Supervise subordinate health workers and participate in meetings.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. POSITION DESCRIPTION 
 

The City of San Bruno Community Services Departments is hiring for a Library Page position at the San Bruno Public Library. The Library Page position is an entry-level, part-time role with limited benefits. This is an excellent opportunity for individuals interested in playing a key role in the library's daily operations. Candidates must have a flexible schedule and be available to work 14-19 hours per week, including weekdays, evenings, and Saturdays, to meet the library's scheduling needs.

Under the general supervision of library staff, Library Pages perform routine tasks to maintain the organization of the library collections, including the shelving, sorting, and filing of books, magazines, audiovisual materials, and other library materials. Pages also clean and mend library materials, help set-up for various Library programs, assist in the opening and closing of the Library building for public access, and perform other clerical tasks as needed.

HCD is recruiting for a Housing and Community Development Specialist II/III position. Reporting to the HCD Deputy Director of Real Estate Development and Asset Management, the Housing and Community Development Specialist II/III positions will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The open position is on the Asset Management Team.

The ideal candidate for this position has broad experience with real estate lending asset management, as well as specific experience managing affordable housing loans and assets in a public sector housing department, community development lending department at a financial institution, or asset management department for an affordable housing owner or developer. The ideal candidate will have experience responding to typical asset management requests from borrowers, other lenders, and government agencies. The ideal candidate will be able to develop and manage systems for documenting loan and sponsor health, including risk rating systems. The ideal candidate has experience reviewing typical affordable housing financial statements for the purpose of determining property performance and calculation of net cash flow and residual receipts.

Examples Of Duties

The Asset Management Team’s HCD Specialist's programmatic support duties may include, but are not limited to:

• Financial reviews of operating budget, capital improvement plans, and audited financial statements.
• Reviewing, calculating, and auditing cash flow analysis for portfolio assets.
• Preparing or providing oversight of loan interest calculations, loan balance audit confirmations, loan payoffs, and database maintenance.
• Assessing, invoicing, and collecting fees and payments owed to the County of San Mateo.
• Preparing annual risk rating assessments of the project loans.
• Ensuring invoices are issued to collect the net cash flow (residual receipt payments) due to the County.
• Collection of required project and operating documents from borrowers.
• Reviewing annual tenant income and rent information (rent rolls) submitted by project owners/managers to ensure compliance with applicable affordability and operating covenants.
• Verification of appropriate insurance coverage to ensure that the County’s assets are protected.
• Reviewing management plans, management agreements, fair housing documents, and other operating documents to ensure they meet appropriate requirements.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

HCD Specialist II: Two years of experience in construction administration, building inspection, real estate appraisal, community development project coordination, economic development, or loan application preparation and processing.

HCD Specialist III: Three years of experience in a housing and community development program which has included responsibility for coordination of construction, financing, community development, or economic development projects.

The Department of Housing is a catalyst for increasing access to high-quality affordable housing for households earning a variety of incomes, and supporting related community development activities, so that housing and robust services exist for people of all income levels and ages in San Mateo County. The Department consists of two divisions: Housing and Community Development (HCD) and the Housing Authority of the County of San Mateo.

HCD is recruiting for a Housing and Community Development Specialist II/III position. Reporting to the HCD Deputy Director of Real Estate Development and Asset Management, the Housing and Community Development Specialist II/III positions will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The open position is on the County Real Estate Development Team.

The ideal candidate for this position has broad experience with real estate development principles and specific experience with affordable housing development, finance, and policy. The ideal candidate will have worked directly on affordable housing developments from the acquisition and predevelopment phases through construction and permanent phases as a development professional, lending and finance professional, or design professional in either the private or public sector. An ideal candidate will be able to develop and review proformas and financial reports related to the development of typical affordable housing developments. Experience analyzing potential development sites for competitiveness for various local, state and federal affordable housing funding programs is essential.

Examples Of Duties

The County Real Estate Development Team’s HCD Specialist's programmatic support duties may include, but are not limited to:

• Assist with all phases of development, including initial financial feasibility analysis, proformas, overseeing design development, securing all necessary financing, procuring and contracting with all third-party consultants, and overseeing construction efforts and timeline for the development of affordable and workforce housing on County-owned land.
• Efficiently manage tasks necessary to obtain entitlements, including neighborhood design meetings, submission of entitlement applications, attendance at public hearings, and ongoing coordination of the project design team.
• Assist with accessing financing for affordable housing, such as Low-Income Housing Tax Credits, Home Investment Partnership Program (HOME), Community Development Block Grant (CDBG), and other local, state, and federal financial sources.
• Perform site inspections and due diligence, evaluating and highlighting opportunities and risks.
• Organize, negotiate, coordinate, document, and facilitate project partnerships and land escrow closings.
• Assist with developing and managing Requests for Proposals (RFPs) or Requests for Qualifications (RFQs) for co-developers and members of the development team.
• Initiate and maintain ongoing relationships with County of San Mateo stakeholders and the larger community.
• Research guidelines and regulations related to the development of housing on public land.
• Identify and research innovative financing models for the development of mixed-income housing and housing for public-sector employees.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

HCD Specialist II: Two years of experience in construction administration, building inspection, real estate appraisal, community development project coordination, economic development, or loan application preparation and processing.

HCD Specialist III: Three years of experience in a housing and community development program which has included responsibility for coordination of construction, financing, community development, or economic development projects.
