Position Duties and Responsibilities

Salary Information: The Public Works Department is currently seeking to fill one (1) part-time unbenefited Undergraduate/Graduate Student Intern in the Development Services Division. Salary ranges for this classification are:

Student Intern Salary Range - $15.86- $22.65/hourly (unbenefited)

Graduate Student Intern Salary Range - $20.52- $30.30/hourly (unbenefited)

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

About the City Facilities Architectural Services Division Internship:

The Development Services Division Intern will be assigned to assist for the following projects and perform duties such as: provide counter support for Development Services, including greeting customers and directing inquiries, respond to general email and phone inquiries, ensuring timely and accurate information is provided, assist with initial intake of requests, helping route items to the correct staff or workflow. The Development Services Division Intern  will also support administrative and clerical tasks, including filing, data entry, document preparation, and processing refund requests and maintain organization of shared workspaces and assist with routine operational tasks that keep the counter functioning efficiently.

THE POSITION

The City of Pacifica is recruiting for a Wastewater Treatment Plant Operator I/II/III at the Calera Creek Water Recycling Plant. Under direct or general supervision of the Plant Manager or Assistant Superintendent - Operations, operates and controls wastewater treatment plant and reclamation and recycled water facilities; performs preventative and routine corrective maintenance on a variety of equipment, facilities and related appurtenances; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

ABOUT THE POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Manager and as required by law. This is a Non-Represented Confidential Position. The incumbent reports directly to the City Manager.*

Important and Essential Duties

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings. Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports. Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council meeting room is in proper order for all Council meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes promptly following the meetings.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths of office to elected and/or appointed officials.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates, plans, and conducts regular and special consolidated municipal elections in coordination with the County of San Mateo Elections division. Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Coordinates and/or performs all clerical functions for the City Council.
• Certifies action taken by the City Council regarding conveying or receiving property. Files documents, as required, with the County Recorder.
• Manages the citywide records management program, according to the Council-adopted Retention Schedules.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, bid notices, postings, and other mailings.
• Coordinates the appointments to city boards, commissions, and committees.
• Prepares, administers, and monitors assigned budget.
• Updates City Council-related web pages on City website, as needed.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.**

*The City is currently conducting an Organizational Study. The City Clerk’s office reports directly to the City Manager; however, this reporting structure may change based on the results of the study.

• Project: The intern will have the opportunity to lead and contribute to a meaningful arts initiative that engages the South San Francisco community.
• Mentorship & Experience: This position will be able to collaborate with staff, engage with community members, and gain real work insight into careers in the arts. 

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Assisting with general office duties related to arts programming, including organizing files, organizing artist databases, preparing materials, emails, and phone calls.
• Conducting fieldwork and research related to public art.
• Creating and managing social media content and scheduling to promote arts initiatives. 
• Supporting community outreach efforts through special event participation, flyer creation and distribution, and in-person engagement.
• Practicing professional communication such as communicating with local businesses and community members to help build connections and promote the City’s cultural art initiatives.

DEFINITION

Under general supervision, plans, organizes, publicizes, coordinates, and administers community and recreation services for various age groups; organizes and conducts special events.

Recreation Coordinator positions will be assigned to one or more of the following areas: administration; aquatics; contract classes, community rentals and facilities; senior services; Meals On Wheels, city-wide special events; youth and teen services, and community outreach.

DISTINGUISHING CHARACTERISTICS

This classification provides support to the City’s diverse range of recreation and community service programs.  This classification is distinguished from the Recreation Supervisor in that the latter is a full supervisory classification that has broader responsibility for a wider range of programs.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from higher-level supervisory staff and oversees assigned staff, contractors, and volunteers.

ESSENTIAL FUNCTION REQUIREMENTS

• Plans, coordinates, evaluates, organizes, and implements diversified recreation services and special events of assigned area(s).
• Ensures compliance of standards and regulations for assigned programs, as required by Agency, Contracts, County, State, etc.
• Recommends alternatives for improving services as needed, considering factors such as cost/benefit and marketing analysis, availability of resources, safety of personnel and effects on operations and level of service; recommends or implements improvements as directed.

Experience:

One year of experience in recreation and community services.

Training:

Equivalent to a bachelor’s degree from an accredited college or university in recreation, human services or a closely related field.

Licenses and Certifications:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

When assigned to Aquatics, must possess American Red Cross Lifeguard Certification including First Aid and CPR at time of appointment. Title 22 Certification required within one year of appointment.

Engineering Services Division (ES) - Permits

The Senior Construction Inspector(s) assigned to Permits in the Engineering Services Division is responsible for coordinating, supervising, and performing materials sampling and testing of various construction materials to ensure compliance with City and State Standards and Specifications. Under the supervision of Principal Construction Inspectors, the candidate will perform the key responsibilities listed below.

Key responsibilities include, but are not limited to the following:

• Reviews plans and specifications and submittals for conformance to established standards for major construction projects.
• Reviews plans, drawings, and blueprints for completeness and accuracy and assures implementation of plan.
• Supervises, schedules, assigns, and directs activities for Associate Construction Inspectors, Engineering Technicians, Engineering Trainees, and Student Interns.
• Reviews and makes recommendations concerning proposed projects.
• Assists in resolving disputes between contractors, inspectors, developers, utilities, and consultants.
• Responsible for the tabulation of quantity of work completed per schedule of quantities, including the review of pay letters.
• Provides daily written reports describing project events.
• Facilities knowledge: concrete, carpentry, flooring, fencing, doors and windows, some plumbing, etc.
• Project management: scope development, procurement for resources (services and materials).
• Performs building assessments – assesses and documents the condition of building envelops and hard surfaces, interior coverings to include walls, flooring, ceilings, etc.
• Available to perform overtime duties on weekends, holidays, midnight or swing shift when requested.
• Performs Public Works emergency duties, such as flood watch when required.
• Investigate and respond to construction inquires/complaints from other departments or the public.
• Reviews plans and specifications to determine proper testing requirements and standards.

Police Department
Get an inside look at law enforcement from the ground up! Based in the Investigations Bureau, interns will explore all facets of the Department including patrol, dispatch, records, and code enforcement while gaining hands-on experience through ride- alongs, data analysis, and direct engagement with Department personnel and the community.

Constituent Services/City Clerk
Gain hands-on experience converting physical government records into digital files and learning how local government keeps its official documentation accurate and accessible.

Community Development – Mondays, Wednesdays and Thursdays, 9am – noon. 
You'll observe permit counter operations, conduct research on zoning and sign ordinance amendments, support a residential design review project, and tour key areas of the city including commercial districts, residential neighborhoods, and the Harbor Industrial Area.

Public Works
Help the Public Works Department modernize its records by digitizing paper and legacy documents using Questys, while gaining hands-on GIS experience creating shape layers linked to digital records and supporting staff accessibility, public records requests, and the preservation of institutional knowledge.

ABOUT THE POSITION

The City of Redwood City’s Engineering and Transportation Department invites you to apply for the position of Part-Time Contract Senior Transportation Planner.  The current opening is a contract position for a two-year term with a focus on managing multi-use trail projects including planning, feasibility studies, environmental coordination, and engineering design. The City of Sunnyvale is seeking a Principal Planner to join the Community Development Department.  Under the direction of the Assistant Director of Community Development or Planning Officer, the Planning Division is organized into teams which are overseen by Principal Planners who plan, direct, perform and supervise a variety of complex technical planning activities, and related work as required, relative to the assigned area of responsibility.

• The Current Planning Team reviews and acts or makes recommendations on planning applications and performs reviews of building permit applications and business licenses for zoning compliance. 
• The Administrative Support Team supports the Planning Officer and all Planners for the City. This position may act as the Zoning Administrator, overseeing regulatory processes and issues related to California Environmental Quality Act (CEQA) and other regulatory compliance and requirements, process improvements, training needs, coordination with area governments and other administrative and supervisory functions. 
• The Policy Planning Team works on study issues, new area plans, and General Plan updates, conducting intergovernmental reviews of other agencies' proposals and pending legislation.

DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system. 

EXAMPLES OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; waits on counter; receives and receipts money; prepares records to open, change, maintains or closes utility accounts; performs routine arithmetical computations; issues business licenses and files various documents; reconciles invoices, requisitions and purchase orders; prepares payment authorizations; assists in preparing payroll, prepares purchase orders, meter books, cash receipts, journals vouchers and other routine data input for computer processing; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices. Account Clerk II level: Methods, principles, practices and terminology used in complex financial accounting work; municipal bookkeeping principles; modern office methods and procedures.

Ability to: Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers and complex files; operate adding and calculating machines;

perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Account Clerk II level.; operate a personal computer, utilizing spreadsheet and word processing software; perform accounting tasks and operate office machines used in accounting or statistical record-keeping work; prepare and analyze financial statements, invoices and reports; make arithmetical calculations readily and accurately; train and supervise the work of a group of clerical assistants; work cooperatively with others; understand and carry out general instructions and work independently.

Experience:

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

Education:

Account Clerk I: Graduation from high school or equivalent.

Account Clerk II: Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.
