DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system. 

EXAMPLES OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; waits on counter; receives and receipts money; prepares records to open, change, maintains or closes utility accounts; performs routine arithmetical computations; issues business licenses and files various documents; reconciles invoices, requisitions and purchase orders; prepares payment authorizations; assists in preparing payroll, prepares purchase orders, meter books, cash receipts, journals vouchers and other routine data input for computer processing; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices. Account Clerk II level: Methods, principles, practices and terminology used in complex financial accounting work; municipal bookkeeping principles; modern office methods and procedures.

Ability to: Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers and complex files; operate adding and calculating machines;

perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Account Clerk II level.; operate a personal computer, utilizing spreadsheet and word processing software; perform accounting tasks and operate office machines used in accounting or statistical record-keeping work; prepare and analyze financial statements, invoices and reports; make arithmetical calculations readily and accurately; train and supervise the work of a group of clerical assistants; work cooperatively with others; understand and carry out general instructions and work independently.

Experience:

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

Education:

Account Clerk I: Graduation from high school or equivalent.

Account Clerk II: Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.

The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. This class requires registration as a professional engineer. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. DISTINGUISHING CHARACTERISTICS

Electrical Instrumentation Technician I is the entry level classification. Individuals are required to attend electrical and instrument classes and will learn on the job to perform basic electrical and instrument duties under close supervision.

Electrical Instrumentation Technician II is the semi-skilled subjourney classification. This classification is distinguished from the Electrical Instrumentation Technician I classification in that the Electrical Instrumentation Technician II is required to have previous experience and knowledge of fundamental electrical theory and techniques, usually attainable through the Electrical Instrumentation Technician I classification. Performs and assists in performing electrical work of a greater complexity than that of the Electrical Instrumentation Technician I.

Electrical Instrumentation Technician III is the full journey level class in this series. Performs the most complex duties.

• Performs all duties in conformance to appropriate safety and security standards.
• Performs required labor involved in construction and maintenance projects as part of a crew.  For Public Works, this includes pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching and backfilling.  For Community Services, this includes laying pipe, trenching and backfilling, maintaining ball fields including original layouts such as installation and leveling of surfaces; base positioning and installation; and layout of all field markings.

Minimum Qualifications

Maintenance Worker I:
Graduation from high school education or GED equivalent.

Graduation from high school education or GED equivalent, and a minimum of two (2) years street, stormwater or parks maintenance work experience.

About the Opportunities

We are excited to announce multiple full-time, permanent opportunities for Maintenance Workers in the Water and Sewer / Collections divisions within Public Works. Under general supervision, you will perform a variety of manual tasks to maintain the City's vital infrastructure. The eligibility list created could be used to fill any Maintenance Worker I vacancies within the department of Public Works. 

Water Division

In this division, you will perform manual labor in operational maintenance and repair of leaks, water mains, hydrants, valves, and service lines. You will assist in servicing and reading water meters, testing samples, emergency response, and construction tasks such as laying pipe and excavating trenches.

Sewer / Collections Division

In this division, you will perform manual labor and operate heavy equipment to maintain sewer mains, laterals, and manholes. Duties include cleaning sewer lines, operating combination trucks, performing inspections to prevent flooding, and responding to emergency sewage spills or blocked systems.

Your Key Responsibilities may include:

• Infrastructure Maintenance: Ensuring City infrastructure complies with level of service standards.

• Manual Labor: Performing heavy labor including shoveling, lifting, and digging for the repair of landscaping, sewers, streets, and water lines.

• Equipment Operation: Safely operating hand/power tools in the performance of assigned duties.

• Emergency Response: Responding to emergency calls for service (sewers, water leaks, storm drains) after hours and on weekends.

• Technical Tasks: Performing basic carpentry, cement work, and oxyacetylene cutting. 

Qualifications

Education: High School Diploma or equivalent GED.

Experience: One (1) year of full-time experience in semiskilled construction maintenance or landscape maintenance work.

Licenses & Certifications:

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

• Must obtain a Class B California Driver’s License with required endorsements within six (6) months of hire.

• Water Division: Must obtain a Class D-2 Water Distribution Certificate within one (1) year.

• Collections Division: Must obtain a CWEA Grade I Collections Certificate within one (1) year.

Knowledge and Abilities:

• Knowledge of safety hazards and applicable safety precautions.

• Ability to think and act quickly in emergency situations.

• Ability to meet physical requirements, including lifting up to 100 pounds and working in confined spaces or inclement weather.

• Effective communication skills and the ability to follow complex verbal and written instructions.

• Ability to report to work any hour of the day or night during a disaster or other emergency situations.

The City of San Mateo Public Works Department is seeking a Senior Transportation Planner 

The Department

The Public Works Department is organized into several divisions, including Administration, Business Services, Wastewater Treatment, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements, Development Services, and Transportation. The Department operates under a Director and two Deputy Directors to support strong coordination and performance. The Department is responsible for the City’s major capital projects and infrastructure including streets, streetlights, traffic signals, parking lots and garages, sewer and storm conveyance systems, a wastewater treatment plant, pump stations, a lagoon, dams, and levees.

The Position 

The Senior Transportation Planner under general direction, organizes, reviews, and participates in transportation planning work; supervises the work of professional and technical transportation planning personnel, projects, and other activities; and performs other related work as required 

Duties may include, but are not limited to, the following: 

• Supervises professional and technical staff, including prioritizing and assigning work, conducting performance evaluations, training staff, and supporting hiring decisions in consultation with the Engineering Manager, Deputy Director, and Department Head. 

• Represents the City and department in communications and interactions, including coordination, briefings, and presentations, with other City departments, City Commissions and City Council, government agencies, local industries, businesses, community groups, and other stakeholders interested in regional and local transportation, transit, traffic, and parking issues. 

• Plans, coordinates, formulates, and implements, in coordination with other City departments, goals, objectives, policies and priorities; and makes recommendations for changes to codes, plans and policies, as it relates to transportation planning and parking management. 

• Directs, coordinates, reviews, and participates in the work of professional, technical, and clerical staff, as well as consultants, in data collection, analysis, plan and policy formulation, and implementation of a wide variety of projects. 

• Participates in and provides technical expertise in transportation demand management and traffic forecasting including the formulation of a City-wide traffic model and the maintenance and update thereof. 

• Manages administration of the City’s parking permit programs, oversees the collection, control, and reconciliation of parking revenues, assists in the preparation and administration of the parking program operating budget, monitors expenses, and prudently allocates resources to support parking program operations and objectives. 

• Assists, contributes and manages the planning, design, and construction of capital projects including preparation of purchase requisitions, requests for proposals, development of the scope of work, professional service agreements and coordination with other City departments as appropriate. 

• Reviews planning applications and building permits in relation to transportation and parking related issues, including review of traffic impact analyses, vehicle miles traveled (VMT) analyses, and other related transportation studies. 

• Attend in-person meetings, site visits, and stakeholder engagements, often with minimal notice; respond promptly to urgent requests requiring physical presence at various locations throughout the region or state; transport necessary materials, documents, and equipment for meetings, presentations, or fieldwork. 

• Supports the review, update, maintenance of transportation-related impact fees. 

• Supports the drafting of submittals for grant funding from various local, state, and federal funding sources. 

• And other duties as assigned. 

This position receives oversight and general direction from the Engineering Manager or other higher departmental management personnel and may exercise direct supervision over professional, technical, and administrative personnel.
