San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The City of Belmont is looking for an experienced accounting professional for the position of Accounting Manager. The Accounting Manager is a key member of the Finance Department’s accounting function. The Financial Reporting Accountant performs a wide variety of accounting activities in accordance with Generally Accepted Accounting Principles (GAAP) and the Government Accounting Standards Board (GASB) for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (JPB), the San Mateo County Transportation Authority (TA), and the San Mateo County Express Lanes Joint Powers Authority (ELJPA).

Examples of Essential Functions

• Prepare monthly quarterly, and annual financial statements and reports.
• Provide supervision to staff Accountants
• Review, analyze, and reconcile revenue, expenses, accounts receivable, accounts payable, deferred revenue, and member agency contribution accounts.
• Compile, interpret, and analyze accounting data such as budget, encumbrances and expenses.
• Review accounting documents to ensure accuracy of information and calculations. Make necessary correcting entries.
• Analyze accounting variances, trends, exceptions, and discrepancies.
• Process and analyze accounting data in Enterprise Resource Planning database (ERP).
• Prepare bank reconciliations, and reports.
• Prepare the annual comprehensive financial report.

• Prepare financial statements and reports.
• Review and analyze transactions for proper coding, accuracy, and completeness.
• Maintain general ledger and subledgers.
• Prepare, review, approve, and process journal entries.
• Analyze project costs, grant expenditures, and fixed asset accounting. Add, delete, and adjust capital asset information.
• Prepare journal entries and reconciliation of general ledger to subsidiary ledgers.
• Prepare documentation for annual audits and year-end financial reporting.
• Provide customer service and resolve issues for internal and external customers.
• Prepare the Annual Comprehensive Annual Financial Reports (ACFR)
• Prepare the State Controller’s Report and National Transit Database Reports.
• Input payment vouchers, cost reports, and other documents into the Financial System.
• Review documentation for proper authorization and conformance with agreements, contracts and local, state or federal regulations.
• Process expense reports, invoices, progress payments and other requests for payments.
• Process the weekly pay cycle and provide weekly accounts payable cash estimates.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in accounting, finance or related field.
• Three (3) years of full-time accounting or related experience.

Preferred Qualifications

• Experience in the public sector is desirable.
• Experience with preparing complex financial statements and reports.
• Experience with maintaining the general ledger and subledger.
• Experience with ERP databases; PeopleSoft experience is desirable.
• Proficiency in Microsoft Office Suite.
