We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of, or ability to obtain, an appropriate, valid California driver’s license, and a satisfactory driving record.

Fire Prevention/Administration Office Assistant

• Provide excellent customer service for the Fire Prevention and Fire Administration divisions by greeting visitors, answering inquiries, and directing individuals to the appropriate staff or resources

The City of San Bruno Fire Department offers an exciting opportunity to serve as a Fire Cadet. Our one-year Fire Cadet program is an unpaid, volunteer work experience program that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment. Cadets respond to emergency calls, render Basic Life Support and participate in training, and participate in the daily station duties.

Cadets must be willing to commit to 24-hour shifts, two to four times per month. The cadet program is one year in length. Upon completion, this program meets the manipulative training and experience requirements in obtaining a California State Fire Marshal’s Office Firefighter II certification.

MINIMUM REQUIREMENTS

• State of California EMT or National Registry EMT certification
• Possession of a valid driver’s license and a driving record with minimal violations
• Possession of a Firefighter I Academy certification (or proof of “student in good standing” letter signed by an Academy Instructor if currently enrolled)

Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.

The Alcohol and Other Drugs (AOD) Case Manager (Case Management/Assessment Specialist II) will join the Behavioral Health Recovery Services (BHRS) Clinical Team to provide services to individuals housed at the Youth Services Center (YSC) – Juvenile Hall.

Reporting to the Supervising Mental Health Clinician/Unit Supervisor, the AOD Case Manager will support the complex needs of juvenile justice-involved as well as transitional-age individuals, presenting with severe emotional and behavioral challenges, along with multiple risk factors such as co-occurring substance use and mental health conditions, trauma, out-of-home placement, and psychiatric hospitalizations.

The AOD Case Manager will perform a wide variety of intake and referral services, including assessment, evaluation, tracking, and support services for clients receiving substance abuse treatment; develop and implement activities related to substance abuse prevention, intervention, and rehabilitation; and perform other related work as required.

There is one vacancy in Behavioral Health and Recovery Services (BHRS), assigned to the Youth Services Center (YSC) – Juvenile Hall in San Mateo.

Ideal candidate will possess:

• Experience providing alcohol and drug counseling to adolescents, transition-age youth, or juvenile justice-involved populations.
• Experience working in a juvenile detention facility, residential treatment program, or similar high-risk youth environment.
• Ability to provide culturally responsive, gender-responsive, and trauma-informed services.
• Ability to facilitate group treatment sessions for clients in various stages of recovery.
• Experience conducting comprehensive assessments, evaluations, and referrals for substance use treatment.
• Ability to provide care coordination with internal and external providers, including therapists, psychiatrists, and primary care professionals.
• Strong case management skills, including reentry planning and collaboration with multiple agencies.
• Experience participating in multidisciplinary team meetings and contributing to treatment planning.
• Demonstrated ability to build rapport and maintain effective relationships with juvenile justice-involved individuals.
• Knowledge of local community-based resources and the ability to make effective referrals.
• Proficiency in documenting and billing client interactions using AVATAR, EPIC and eClinicalWorks (eCW) is preferred.
• Excellent verbal and written communication skills.
• Ability to work independently and manage a dynamic caseload in a fast-paced environment.
• Demonstrated ability to establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Ability to speak, read, and write fluently in English and Spanish is strongly preferred.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Perform client evaluations using a variety of assessment and screening tools, information gathered from interviewing client and/or other professionals and established clinical guidelines to determine the appropriate referral(s), level of care, and recommended treatment plan.
• Interview clients and their families to gather social, psychiatric, and drug and alcohol history.
• Provide written reports to a variety of agencies, courts, probation and/or treatment providers that may include case histories, assessment results, treatment authorizations, referrals, compliance with court orders and treatment recommendations.

• Attend staff conferences and related meetings to coordinate activities with other divisions of the department, other County departments and community groups and providers.

• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management as well as evidence-based practices. 
• Demonstrated ability or interest in working with a broad range of clients from diverse cultures, and backgrounds, and an ability to provide culturally appropriate clinical services. 
• Experience/interest in working in rural communities and/or migrant and seasonal farm working population. 

• Experience/interest in working collaboratively with primary care, psychiatry, and school districts. 
• Experience/interest in generating community referrals and helping clients to connect with those community resources. 
• Comprehensive and timely documentation skills: assessments, progress notes, client care plans, discharge plans, etc. 
• The ability to make sound decisions based on the exercise of judgment and the consideration of all available information. 

Minimum qualifications include: 

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the California Board of Behavioral Sciences as an Associate Clinical Social Worker.  If an individual is not registered with the California Board of Behavioral Sciences as an Associate Clinical Social Worker at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California within three years of appointment.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

• Marriage and Family Therapist I:  Registration with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist. If an individual is not registered with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California.
• Marriage and Family Therapist II: Current California license as a Marriage and Family Therapist.

 $7,928.27 - $9,911.20 Monthly
 $95,139.20 - $118,934.40 Annually
Psychiatric Social Worker /Marriage & Family Therapist II: 

$8,914.53 - $11,148.80 Monthly
 $106,974.40 - $133,785.60 Annually
