ABOUT THE POSITION

Under the general direction, the PEO performs a variety of law enforcement support duties, with the majority of responsibilities involving enforcement of parking regulations. The PEO performs technical field and office work to enforce appropriate codes, laws, and regulations and to execute related programs pertaining to on-street and off-street public parking within the City of Mill Valley.

Examples of Essential Duties (include but are not limited to):

• Patrol assigned routes on foot and/or driving a parking enforcement vehicle.
• Enforce parking laws, codes, and regulations.
• Identify vehicles in violation of parking laws, codes, and/or regulations, and issue appropriate citations or remedies.
• Collect coins deposited in meters.
• Prepare statistical reports on activities, as requested.
• Minor repair and maintenance of parking meters.
• Receive and record complaints from citizens regarding illegally parked and abandoned vehicles.
• Enter data into computer for abandoned and illegally parked vehicles.
• Mark and arrange for towing of abandoned or illegally parked vehicles or impounding of vehicles for outstanding tickets.
• Chalk tires of vehicles parked in non-metered spaces, records time, and returns at specified intervals to ticket vehicles remaining in spaces illegally.
• Provide assistance and general information related to permit areas to a diverse population.
• Explain code and policy requirements.
• Operate, maintain and troubleshoot computer programs, software and other related equipment used to perform required duties.
• Set up and remove barricades and temporary signs.
• Direct traffic.

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

Qualifications

What You’ll Do

The Permit Center Supervisor plans, organizes, supervises, coordinates and participates in the work of the Permit Center team assigned to assist customers with successfully interfacing with the City’s planning, building, development, and permit processes. The position also provides technical expertise in building and zoning code administration and the development review processes. Duties may include, but are not limited to, the following:

• Plan, organize, and supervise the work of staff engaged in building permit issuance, development application review, and plan check activities.
• Provide direct oversight of all permit functions including proper coordination of all applications received; manage timely and proper routing of all submittals.
• Ensure that permits for construction and associated fees are processed in a timely manner and in accordance with established procedures, the uniform codes, state laws, and local ordinances governing land use development.
• Select and recommend appointment of personnel, monitor employee performance objectives, prepare and present employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; establish and communicate Permit Center priorities, goals, and objectives.
• Coordinate activities and development reviews with other City departments and divisions, and with outside agencies as determined necessary.
• Ensure proper input and maintenance of all statistical permit processing data.
• Assist with general updates, maintenance and enhancements related to the City’s permitting software.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications and establish policy and procedures; prepare various reports on operations and activities.

The Permit Center Supervisor receives general direction from the Deputy Building Official or higher level department personnel and exercises direct supervision over technical and support personnel.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the City’s parks, playgrounds, sports fields, and other landscaping and performs a wide range of tasks in order to care for City parks and open spaces. EDUCATION AND TRAINING GUIDELINES

Education: High School Diploma or GED; post high school or specialized administrative support training desirable. Associate' degree in Business Administration is highly desirable.

Experience:  Five (5) years of increasingly responsible experience providing project management support; at least two (2) years of administrative support to a manager at an executive, division, or department head level. One (1) year of supervisory experience is desirable.

Licenses: Possession of a valid California Class C driver's license. Specific positions may require the possession of or the ability to become a Notary Public.  A Notary Public certification is required within 3 months of appointment.

SPECIAL REQUIREMENTS

Speak clearly and understandably; ability to work in a standard office environment and use computer software applicable to the job; physical stamina and mental alertness to work additional hours to meet deadlines; hear and speak well enough to converse by telephone and in person and be clearly understood.
