The Position

The Quality Assurance Senior Program Coordinator oversees quality assurance activities of the behavioral health programs (Mental Health and Substance Use Treatment) for the Youth and Family Services Division and other divisions providing behavioral health services. The incumbent will perform routine audits of clinical client records, tabulation and reporting of audit results to individual programs, to ensure the programs comply with State Medi-Cal standards. This position is a core member driving the Human Services Department’s quality assurance and improvement processes in partnership with the department’s clinical and billing management team.

Examples of Job Duties

• Oversee clinical quality improvement processes and behavioral health record review.
• Develop internal audit processes to ensure compliance with state mental health and drug Medi-Cal documentation and timeliness requirements are met.
• Represent department at all county-based QA meetings/events and state conferences for larger system changes such as California Advancing and Innovating Medi-Cal (CalAIM) and Substance Use Disorder (SUD) services.
• Develop working relationships with county QA to provide continual improvements to City of Fremont work-flow and compliance issues.
• Review, gather and synthesize county policies, contract and documentation requirements to ensure compliance including Site Certification requirements.
• Develop training manuals/materials and evaluation processes to align with employee performance standards.
• May be required to supervise clinical program staff.

The City of Dixon is excited to announce the recruitment for the position of Chief Plant Operator in the Wastewater Division! The City of Newark is seeking an energetic and committed Assistant Engineer, Assistant Civil Engineer, or Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. This position is flexibly staffed and may be filled at the Assistant or Associate Engineer level depending on experience of the individual and possession of the required licenses and certifications. 

EXAMPLES OF DUTIES

Examples of duties specific to the current Assistant Engineer, Assistant Civil Engineer and Associate Civil Engineer vacancy are as follows:

• Review encroachment permit and other permit applications.
• Coordinate projects and activities with other City departments, divisions, developers, contractors, consultants, outside agencies, and property owners.
• Design and prepare engineering plans, specifications, and cost estimates for projects, solicit and review bids, and make recommendations for project award and acceptance.
• Provide project management for public works construction and maintenance projects.
• Perform or oversee project administration and inspection.
• Plan and perform surveying and construction inspection work.
• Conduct basic traffic engineering studies and investigations; assist in traffic signal and pavement marking design and evaluate transportation and traffic impacts of development proposals.
• Prepare or direct the preparation of grant applications, reports on construction, maintenance, transportation, and general public works issues.
• Administer special projects and programs involving hydrology, hydraulics, storm water quality, public utilities, pavement management system, or other activities that affect public works.
• Prepare, forecast, develop and monitor division and capital improvement project budgets; identify potential funding alternatives and recommend program planning criteria and priorities for inclusion in the budget planning process.
• Respond to public and other inquiries orally and in writing; attend and represent the City in public meetings, and make presentations to City Council, Planning Commission, and other legislative and advisory bodies.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Assistant Engineer / Assistant Civil Engineer

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
• Two (2) years of Civil engineering experience.
• Possession of an Engineer-in-Training Certificate (Assistant Engineer ONLY)
• Possession of a valid Professional Civil Engineer in the State of California (Assistant Civil Engineer ONLY)
• Possession of a valid driver's license and a satisfactory driving record throughout employment.

Associate Civil Engineer

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

Director of Administration and Services (Salary Range 56: $203,582- $247,451 per year)

The City of Newark is seeking an Urban Forest Supervisor for the Public Works Department. The Urban Forest Supervisor leads the City’s forestry and landscape maintenance programs. This role blends strategic planning, technical expertise in tree health, and hands-on project management to ensure a safe and well-maintained urban environment.

EXAMPLE OF DUTIES

• Participates in the preparation of the operating budget for the landscape and tree program; participates in the forecasting of additional funds needed for materials and supplies and gathers cost estimates as directed. 
• Provides skilled and technical direction on care, maintenance, disease prevention, and removal of trees; plans inspection and maintenance of all trees in appropriate cycles; assigns priorities and special projects as needed.  
• Inspects work sites before, during and after completion of work to assure that required work is completed in a satisfactory and thorough manner; inspects work sites, equipment and tools for compliance with safety standards; and inspects and approves work done by outside contractors. 

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible experience in landscape and tree maintenance, including two (2) years of lead responsibility or other qualifying higher level public works maintenance experience.

Licenses and Certifications

• Possession of a Qualified Applicator Certificate issued by the State of California.
• Possession of certificate as a Certified Arborist from the International Society of Arboriculture.

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. SUPERVISION RECEIVED/EXERCISED:

Supervision is received from the Fire Marshal, Battalion Chief, or Company Officer. Incumbents do not exercise supervisory responsibility over other personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Incumbents assist with activities of the Fire Prevention Division, including:
• Participating in public education, community outreach, and fire prevention programs.
• Assisting with business inspections and related fire prevention activities.
• Responding to public inquiries regarding fire and life safety requirements.
• Performing administrative and support functions at the Fire Company or Fire Prevention level.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, running, reaching, twisting, turning, kneeling, bending, squatting, crouching, and lifting more than 50 pounds in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in creating reports, and using a computer keyboard. Additionally, the position requires near, far, night, and color vision in situations where there is viewing of maps and fire scenes. When providing emergency services, the position may be required to walk or run on uneven and slippery surfaces and climb ladders. Position may be required to work outdoors in all weather conditions; around loud siren noise; and moving vehicles. This position’s responsibilities will work around fires, chemicals, pesticides, blood, and other potentially toxic exposures. Position may be subject to stressful situations and work unusual and prolonged hours during emergencies, including multiweek mutual aid assignments. These duties may include an occasional demand for extraordinarily strenuous activities in emergencies under adverse environmental conditions.
