The City of Newark is seeking an energetic and committed Assistant Engineer, Assistant Civil Engineer, or Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. This position is flexibly staffed and may be filled at the Assistant or Associate Engineer level depending on experience of the individual and possession of the required licenses and certifications. 

EXAMPLES OF DUTIES

• Review encroachment permit and other permit applications.
• Coordinate projects and activities with other City departments, divisions, developers, contractors, consultants, outside agencies, and property owners.
• Design and prepare engineering plans, specifications, and cost estimates for projects, solicit and review bids, and make recommendations for project award and acceptance.
• Provide project management for public works construction and maintenance projects.
• Perform or oversee project administration and inspection.
• Plan and perform surveying and construction inspection work.
• Conduct basic traffic engineering studies and investigations; assist in traffic signal and pavement marking design and evaluate transportation and traffic impacts of development proposals.
• Prepare or direct the preparation of grant applications, reports on construction, maintenance, transportation, and general public works issues.
• Administer special projects and programs involving hydrology, hydraulics, storm water quality, public utilities, pavement management system, or other activities that affect public works.
• Prepare, forecast, develop and monitor division and capital improvement project budgets; identify potential funding alternatives and recommend program planning criteria and priorities for inclusion in the budget planning process.
• Respond to public and other inquiries orally and in writing; attend and represent the City in public meetings, and make presentations to City Council, Planning Commission, and other legislative and advisory bodies.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Assistant Engineer / Assistant Civil Engineer

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
• Two (2) years of Civil engineering experience.
• Possession of an Engineer-in-Training Certificate (Assistant Engineer ONLY)
• Possession of a valid Professional Civil Engineer in the State of California (Assistant Civil Engineer ONLY)
• Possession of a valid driver's license and a satisfactory driving record throughout employment.

Associate Civil Engineer

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

Director of Administration and Services (Salary Range 56: $203,582- $247,451 per year)

The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Administration and Services. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

The City of Newark is seeking an Urban Forest Supervisor for the Public Works Department. The Urban Forest Supervisor leads the City’s forestry and landscape maintenance programs. This role blends strategic planning, technical expertise in tree health, and hands-on project management to ensure a safe and well-maintained urban environment.

EXAMPLE OF DUTIES

• Participates in the preparation of the operating budget for the landscape and tree program; participates in the forecasting of additional funds needed for materials and supplies and gathers cost estimates as directed. 
• Provides skilled and technical direction on care, maintenance, disease prevention, and removal of trees; plans inspection and maintenance of all trees in appropriate cycles; assigns priorities and special projects as needed.  
• Inspects work sites before, during and after completion of work to assure that required work is completed in a satisfactory and thorough manner; inspects work sites, equipment and tools for compliance with safety standards; and inspects and approves work done by outside contractors. 

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible experience in landscape and tree maintenance, including two (2) years of lead responsibility or other qualifying higher level public works maintenance experience.

Licenses and Certifications

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, running, reaching, twisting, turning, kneeling, bending, squatting, crouching, and lifting more than 50 pounds in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in creating reports, and using a computer keyboard. Additionally, the position requires near, far, night, and color vision in situations where there is viewing of maps and fire scenes. The Newark Recreation and Community Services Department is seeking enthusiastic individuals who are passionate about working with the public and have a genuine interest in coaching and serving as positive role models in their community. To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE
The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:
This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:
This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS
Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS
May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS
Tree Trimmer I
Education: High School diploma or equivalent.

Experience: Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate: Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

Tree Trimmer II
Education: High School diploma or equivalent.

Experience: Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate: Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

Retirement:                          
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match.  After successful completion of probation, new hires are also eligible for a 2% City contribution.
