Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

Position Summary

Under general direction, performs responsible professional level engineering and administrative work in connection with a wide variety of engineering projects. May lead professional and paraprofessional engineering personnel engaged in the planning, design and construction phases of engineering projects.  Assist Directing Civil Engineer in training and providing guidance to Junior through Associate Engineer classifications and Inspector classifications. Responsibilities include: developing, coordinating and executing engineering methods and policies affecting a wide range of engineering activities; regular contact with professional engineering consultants, governmental agencies, involved communities and contractors in connection with complex and difficult engineering  matters; overall oversight and review of detailed and complex engineering calculations, plans, specifications and technical papers; and performs related duties as required.

Essential Responsibilities

• Prepares reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design and construction phases of engineering projects and refers them to their supervisor for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of engineering projects with professional engineering consultants, contractors, utilities and governmental agencies
• Confers with other departments and agencies relative to engineering projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve serious differences of opinion between engineers and contractors' representatives as they relate to design matters
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects
• Ability to use computers including proficiency with spreadsheets
• Prepares and leads the preparation of a variety of engineering calculations, data and reports in connection with planning, development, and construction of projects
• Makes oral presentations
• Regular and reliable attendance and performance

Minimum Qualifications

Education and/or Experience: 

• Bachelor's degree in Civil Engineering or closely related field
• Five years' progressively responsible experience in design, estimating, specification preparation, contract preparation, related phases of engineering and inspection of construction projects.
• Experience as a lead engineer desirable.

Required Licenses and/or Certification:

• Registration (P.E. license) as a Civil Engineer in the state of California.   Must have a PE license as a Civil Engineer for at least 5 years.
• Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years.  Operates District vehicles on a regular basis.

Physical Requirements:  

Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders. Work from heights. Work outside in all weather conditions.  Work over water.  Carry harness and test or inspection equipment. Occasionally enter into trenches and other excavations. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Routine use of computer, telephone and other office equipment. Ability to travel to District facilities.

The Department

The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program. 

• Prepare technical reports and correspondence as required.

• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

Ability to:

• Plan, coordinate, and organize work to meet deadlines.
• Compose routine correspondence demonstrating good English skills in spelling, vocabulary, grammar and punctuation.
• Communicate clearly and concisely both orally and in writing.
• Understand, interpret, and apply rules, regulations and memoranda of understanding.
• Establish and maintain cooperative work relationships with those contacted in the course of work.
• Operate standard office machines including personal computer, and calculator.
• Prepare and maintain accurate and complete records and reports.

EXPERIENCE AND EDUCATION

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.
