The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. Successful performance in this position requires a thorough knowledge of governmental accounting procedures and the ability to exercise sound judgement within established guidelines.

The City of Auburn is looking for an Administrative Services Technician, a unique role where you'll contribute equally to our Finance and Human Resources departments!

ABOUT THE POSITION

We're seeking a detail-oriented and adaptable professional to make an immediate impact. Your time will be split equally between the two departments, with a primary focus on payroll processing. Beyond that, this role offers a variety of technical and paraprofessional work, including accounts payable and receivable, accounting, cash handling, budget, benefits administration, recruitment, customer service and other essential technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring specialized administrative and technical skills to perform semi-complex, administrative, support and confidential duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

• Perform  a varied range of administrative, operational and technical tasks supporting assigned programs and functions.

Finance Duties:

• Participate in core finance processes, including accounts payable, accounts receivable, payroll, license and permit fee collection, and general financial transaction processing.
• Process and record financial transactions related to payroll and benefits, prepare related tax forms (e.g. 1099 and W2), and fee/levy data for tax rolls.
• Assist with budget preparation and monitoring, financial reporting, external auditor inquiries, and the review/approval of purchase requisitions.
• Participate in the implementation and adherence to Government Accounting Standards Board requirements and statements.
• Maintain financial and accounting records and data within systems, reconcile accounts, identify and resolve discrepancies, and prepare related reports.

Human Resources Duties:

• Participate in various functions supporting payroll, recruitment, benefits administration, leaves and other human resources functions.
• Participate in processing payroll including changes to wages, positions, benefits, leaves of absence, and related.
• Assist with benefits administration including processing forms, enrollments and changes, assisting employees, and responding to vendor inquiries.
• Intake and assist with worker’s compensation and insurance claim documentation.
• Apply personnel rules, MOUs, and relevant regulations to HR and payroll tasks, and assist with ensuring compliance, and maintain confidentiality of sensitive personnel and management information.

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City. 

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

DEFINITION

Account Clerk I: Under supervision, perform clerical work of moderate difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

EXAMPLE OF DUTIES

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.
