Under the administrative direction of the City Manager, the Finance Director is a hands-on working position which serves as the department manager and plans, directs, reviews and manages the staff, operations and services of the City's Finance Department. Functional areas of responsibility include finance, purchasing, information technology, risk management, grant and contract administration and human resources. The Finance Director coordinates activities with other City officials, provides highly complex technical and administrative support to the City Manager and performs a variety of duties relative to assigned areas of responsibility.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More About You

 

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. Ability to work in a standard office environment, travel to various locations within and outside the City of Millbrae to meet program needs, and work additional hours to meet deadlines. When driving on City business, maintenance of a valid California Driver’s License and a satisfactory driving record is required. THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

What you will do:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.
 
Oversee preparation of the annual airport budget.
 
Maintain a detailed database of all commercial and individual airport tenants.
 
Monitor tenant compliance with contract provisions.
 
Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Perform appraisals and provide estimated current values on real property.
 
Administer the City hangar waiting list.
 
Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents.
 
Monitor and submit required FAA reports for the DBE program.

The Auditor-Controller Manager is distinguished by the level of responsibility of managing multiple components of accounting, administrative and auditing systems, fiscal staff development, and program analysis. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

Plans, develops, and evaluates Auditor-Controller Division’s goals, objectives, policies and procedures; interprets laws and regulations; develops systems and standards for program evaluation; assures the Auditor-Controller Division’s activities follow all applicable laws, policies and regulations. Directs the Auditor-Controller Division’s operations; evaluates issues and recommends solutions; prioritizes and assigns projects; identifies and communicates strategies, goals and objectives. The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

 

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. • Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

 

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.  
• Supplemental course work in accounting, office management, computer science or related field is desirable.
• License or Certificate Possession of, or ability to obtain, a valid California driver’s license. 

 

Accounting Assistant I/II

• For AA I: High school diploma or general education degree (GED) with some course work in accounting preferred;
• For AA II: an AA preferred; two years related experience and/or training; or equivalent combination of education and experience.
