The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency telephone and radio traffic.  
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions. 
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

The FCTC Written Test was developed by the California Firefighter Joint Apprenticeship

Committee (Cal-JAC).
The FCTC Written Exam is a 100 question, multiple choice test consisting of the following four

sections:

• Section 1 – Recall and Comprehend Verbal and Visual Information. This section requires candidates to watch two short videos and answer questions based on the scenarios presented.
• Section 2 – Apply Mechanical Reasoning
• Section 3 – Solve Mathematical Problems
• Section 4 – Recall and Comprehend Technical Information from Written Materials

The FCTC Written Test is administered, at minimum, quarterly. Additional tests will be added as needed, so check this website frequently. FCTC does not administer online tests.

This is a deep classification encompassing three levels: Level I EMT; Level II Paramedic and Level III Firefighter Paramedic. The list established from this selection process may be used by the Fire Department to fill vacancies at Level I and Level II.

Level I - EMT

Under general supervision, responds to medical and other emergencies and engages in life support and life-saving activities; performs emergency medical service (EMS); maintains equipment; staffs and drives an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluates and administers advanced first aid, basic life support and life maintenance measures in accordance with Emergency Medical Service Agency (EMSA) policies and procedures, including CPR, definitive therapeutic care at the scene of an emergency or during transport of persons; provide community health screening and other non-emergency health services;  protects the privacy of patients treated by SFFD, safeguards patient information and uses and discloses patient information in accordance with the federal Health Insurance Portability and Accountability Act (HIPAA) and the privacy practices of SFFD; may perform duties of either driving ambulances, EMT attendant and other related duties as assigned. Works a 40-hour week, including days, evenings, nights, weekends and holidays; shift to be determined by operational requirements. Incumbents must maintain superior physical strength, agility and stamina to carry out the intense physical duties of the position.

Level II - Paramedic

This selection process is open to individuals meeting at least all of the minimum qualifications listed for Level I below at the time of application filing. Individuals who meet minimum qualifications for Level II may be considered by the Department at that level.

H003 Minimum Qualifications: (All levels)

Additional Minimum Qualifications for Consideration at Level II:

1. Possession and maintenance of a valid CA Emergency Medical Technician Paramedic (Paramedic) license issued by the State of CA and the ability to accredit with local EMS Agency.
2. Possession and maintenance of valid Class A, B, or C CADL w/ Ambulance Driver certificate / endorsement at time of appointment.
3. 1,000 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last three years; OR 1,500 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last five years at the time of application filing.

The following documents and verifications must be submitted if and when requested by the SFFD Background Investigation Unit: 

1. A copy of the respective current & valid certification

2. A copy of the respective current & valid CADL (with Ambulance Driver certificate for LI & LII)

3. Verification of experience. Acceptable verification would be a letter from an employer which specifies the applicant’s job title, duties, dates of employment and hours worked per week while working with that employer. Pay stubs may substitute for information regarding hours worked. However, all other information must be confirmed through an official letter from the employer and the letter must include the employer’s letterhead.

Written Test (100%): Candidates who are invited to participate in the selection process will take a pass/fail multiple-choice test to determine their relative knowledge in job-related areas, which may include, but are not limited to, procedures and practices in emergency medicine, and current EMT techniques in field & hospital settings. Candidates who pass the Written Exam will advance to subsequent components of the selection process. 

Eligible List: Candidate duration on the eligible list will be two years. A candidate must retake the written test thereafter to again be eligible. The certification rule for the eligible list resulting from this selection process will be the Rule of the List. SFFD has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one’s placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only once. A second waiver of appointment renders candidates ineligible.  All candidates on the eligible list will be placed under administrative waiver until they successfully complete the Departmental Selection Process described below.

Department Selection Process

SFFD will contact eligibles to ascertain interest whenever there are vacancies to be filled in Levels I or II. Selections from the eligible list will be made by the Fire Chief or her or his designee. Criteria for selection may include the following:

• Relevant work experience such as experience involving the performance of EMT or paramedic duties associated with medical transport for any employer within the City & County of SF

Candidates who are selected will be invited to participate in selection components such as those listed below.

Skills Assessment: The Skills Assessment will require candidates to demonstrate their relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to: Basic Life Support (BLS) procedures, practices & techniques; administration of first aid, basic life support and life saving measures; recognition of signs & symptoms and knowledge of appropriate treatment action for various medical conditions & situations.

Structured Oral Interview: The SOI will assess relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to current MCI standards & practice; common logistical issues; customer service; interpersonal skills; and verbal communication skills.

Chief’s Interview: The Chief’s Interview will be a “fit” interview including competencies such as problem solving, customer service, interpersonal skills, and verbal communication skills.

Physical Ability Test (Pass/Fail) [LI and LII]: Candidates must also complete and pass the SFFD physical ability test [PAT] in order to be considered for hire. The test will consist of job task simulation components designed to measure a candidate’s ability to lift and carry 70 lbs. of equipment up and down six flights of stairs, drag a 165 lb dummy 15 ft, and unload/reload a 165 lb. stretcher in and out of an ambulance. Candidates on the eligible list will be placed under waiver until they have passed this PAT.

Local Accreditation: Applicants who are extended conditional offers of employment will undergo County EMT accreditation from the SF EMS Agency prior to their appointment to any SFFD Academy. The local accreditation will include an extensive background investigation by the SF EMS Agency. Failure to pass the local accreditation process will result in the withdrawal of the conditional employment offer or removal from the respective SFFD Academy.

Driving Record: Applicants must not have been convicted of any of the following during the period from three years prior to application up to the date of appointment:  drunk driving; reckless driving; or hit and run with personal injury or property damage over $25.00. Applicants will be disqualified if any of the following occurred or is in effect at any time during the period from one year prior to application up to the date of appointment: probation as a result of a driving-related offense; license suspension or revocation; three moving violations in 12 months; or five moving violations in 24 months.

Federal Emergency Management Agency (FEMA) ICS Certificates: Applicants who are extended conditional offers of employment will be required to submit FEMA ICS 100, 200 and 700 Course Completion Certificates prior to the start of the Academy. The Operator in Training (OIT) classification serves as the entry-level classification where individual tasks associated with various plant processes are learned until all aspects of the work of the classification are mastered; is an entry-level position that requires direct supervision by the Senior Operator. The OIT learns during the first year of employment to perform the essential duties of an Operator I/II.

The responsibilities of the Operator I and Operator II are distinguished by the level of independent performance of essential duties, greater complexity of assigned work, additional experience, and requirement for higher California State Operator Certification.

Essential Duties: 

*          Treatment Operations:  Operates wastewater treatment plant machinery and equipment to start up processes; reads, records and interprets meters and gauges; adjusts controls to properly regulate flow and process of wastewater; mixes and adds chemicals; collects samples and performs laboratory tests of materials in process. Adjusts and monitors the operations of valves, pumps, motors, chlorinators disinfection equipment, filters, digester and clarifiers; starts up the belt press and shuts down dewatering system and other processes which are not in continuous operation and assures proper deactivation as appropriate.

*          Laboratory Operations:  Performs standard laboratory tests of materials in process; takes grab and composite samples; performs other laboratory routines required to maintain accurate records of tests personally conducted and as needed to maintain order in laboratory facilities.

*          Preventive Maintenance:  Oils, greases, cleans, and maintains treatment plant machinery and equipment; cleans adjusts and repacks valves and pumps; similarly services/tests outlying pumping station machinery and equipment. Inspects plant electrical, plumbing and mechanical equipment for needed repairs.

*          Maintenance and Electrical Repair/ Construction Repair/Construction:  Disassembles electrical, plumbing and other mechanical or constructed plant systems and structures; makes repairs to existing equipment; fabricates parts when feasible; reassembles and tests repairs. Uses and operates tools and equipment associated with electrical system repairs, plumbing systems, sandblasting, welding, concrete and cement work, metal work, general construction and materials hauling. Assists in plant construction projects as appropriate.

*          Custodial Maintenance:  Cleans tanks and containers, sweeps, sands and paints plant equipment and facilities, performs general grounds keeping and building custodial and maintenance work as needed to maintain orderly plant and facilities operations.

*          Shift Operator:   Operator II provides on-call availability for any emergency work required of the plant during assigned periods. A certified Waste Water Treatment Plant Operator trains and instructs less experienced personnel in treatment plant operations and maintenance work as appropriate. Position does require assignment to vary work schedules and shifts.

*          Record Maintenance:  Keeps and maintains accurate records of plant operations and laboratory procedures, assists in other public works operations as assigned and performs other assigned duties necessary to the effective operations of the plant facility that are consistent with the responsibilities of the classification.

Other Duties:

Incumbent personnel are assigned alternate work schedules.

Special Requirements for all Three Levels:  The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle. Learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs. Work weekends and holidays.

Operator in Training Minimum Qualifications:

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one full-time vacancy for the position of Clinical Therapist II within the Mobile Crisis Care Program (MCCP). 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include evenings, weekends, daytime hours, and holidays.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The ideal candidate will be:

Examples Of Duties

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.
• Assemble, maintain, and repair equipment and furniture.
• Utilize the assistance of and instruct inmates, clients, or other staff to perform work.
• Remove and replace light bulbs.
• Order and receive supplies, tools, and equipment; review invoices against supplies received; and deliver supplies to the appropriate area.
• Water, trim, and remove trees, plants, and weeds.
• Dig holes, clean out gutters or storm drains, and dispose of debris.
• Maintain logs, coordinate work requests, and perform related office support tasks.
• Operate a car, van, or light delivery vehicle to transport materials.
• Fuel vehicles as required and report the need for service repair.
• Operate and maintain power tools, hand tools, and specialized equipment.
• Perform related duties as assigned.

The Utility Worker position may be assigned to one of multiple sections within the Department.  At this time, Health & Hospital Facilities Engineering and Facilities Maintenance & Operation Redwood City Division is seeking qualified applicants.  More information on the various Divisions and sections of the Department is available at:  https://www.smcgov.org/publicworks/our-organization. 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

Qualifications

Utility Worker I ($29.77- $37.22/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($31.40- $39.25/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.

• Follow oral and written instructions.

• Make accurate estimates of time and materials required to perform the job.

Licensure/Certification:
