The Facility Attendant provides operational supervision of community centers during the absence of full-time staff. Work hours may vary but will often be evenings, weekends and occasionally weekdays. The location of the facility will be discussed during the interview and may be for multiple locations depending on availability.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services. 

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.
 
In this position, the psychologist will also administer psychological testing to a small number of clients referred from other BHRS Adult outpatient clinics.

Psychologist I is the entry level class in the Psychologist series, providing professional psychological diagnostic and therapeutic services in a county program. Work is generally of a routine nature requiring more direct supervision for the more complex cases. This class is flexibly staffed with Psychologist II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.
 
Psychologist II is the fully experienced journey level class in the Psychologist series providing a full range of professional psychodiagnostic, psychotherapeutic, consultant and training and research work in a comprehensive community mental health program with a high degree of skill and independence.

Position Summary

Under general direction, performs work in connection with a wide variety of engineering projects related to inspections, repairs and upgrades of District bridges, buildings and other structures and facilities. May manage projects involving architectural and engineering personnel engaged in the planning, design and construction phases of District facility projects.  Coordinates and implements engineering methods and policies affecting a wide range of engineering activities involved in facility inspections, repairs and upgrades of District facilities; maintains contacts with architectural and engineering consultants, governmental agencies, general public and contractors in connection with facility engineering matters; reviews engineering calculations, plans, specifications and technical papers. 

Essential Responsibilities

• Prepares and leads the preparation of reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design, maintenance repairs and construction phases of District facility projects and refers them to Directing Civil Engineer for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of District facility projects 
• Oversees work of and manages contracts with professional architectural and engineering consultants, contractors, utility companies, property owners 
• Confers with other departments and regulatory agencies relative to engineering District facility projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve differences of opinion between engineers and contractors' representatives as they relate to facility repairs and improvements
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects

Position Summary

 

Under supervision, performs inspection, maintenance, troubleshooting, diagnosis, repair, removal, replacement and testing necessary to maintain all District vehicles, including record keeping and written verification of work accomplished as directed. 

 

Essential Responsibilities

 

• Responsible for major rebuilding, repair and/or removal and replacement of engines, transmissions, clutches, differentials, turbochargers, pumps, motors, injectors, cylinder heads, compressors and hydraulic systems, air brake, air systems, steering, air conditioning, and electrical systems and associated vehicle parts.
• Provides minor and incidental repairs to vehicles in general, including manufacture and/or repair of components to maintain equipment.
• Performs ongoing preventive maintenance, inspections and procedures, as directed, to provide the safest, cleanest, most economical and dependable transportation possible for District utilization.
• Provides normal and reasonable care of all District-owned property and tools provided
• Directly responsible for written communication concerning ongoing status of repairs completed, repairs in progress and outstanding repairs necessary to safely and economically provide vehicles for District transportation needs.
• Participates in general repairs necessary to all mechanical equipment supplementary to vehicle repairs and maintenance as directed.
• Generates and completes work orders in a Computerized Asset Management System (IBM Maximo).
• Assists apprentice mechanics, new employees and current employees in pursuing a high level of production, reliability and safety.
• Adheres to the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

 

Education and/or Experience: 1) Completion of four (4) year apprenticeship program or approved equivalent; OR four years’ full-time experience in the repair of heavy duty diesel engines, air brakes, transmissions, differentials, and D.C. electrical; 2) Experience in the operation of machine tools common to repair shops, such as grinders, drill press, valve facers, lathes, boring bars, presses, etc.

 

Required License:  Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than two moving violations within the last 3 years. No DUI’s or Reckless Driving violations within the last 7 years. Must be able to obtain a Class A or B license with “P” endorsement within the six-month introductory/probationary period. Operates District vehicles on a regular basis.

 

REQUIRED TOOLS:

• Must have a full set of journey level hand tools to accomplish assigned work.

  

HOURS:

• Shifts are scheduled based on seniority in classification.
• Maintenance Department operates 7 days per week, 24 hours per day.
• Must be available to work all shifts.

 

PHYSICAL REQUIREMENTS: Occasionally lift up to 100 lbs. maximum with assistance.  Frequently lift, carry and manipulate up to 50 pounds. Working inside and outside in all weather conditions. Works around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.  
 
Responses to the supplemental questionnaire, in addition to our regular employment application form, must be submitted in order to be included in this recruitment.
 
The first phase of the examination process will consist of an application screening (weight: pass/fail).  Those who pass the application screening will be invited to the second phase of the examination process, the panel interview, which could include the evaluation of a brief written and/or performance exercise given immediately preceding the interview.  In order to be considered for the position, applicants will have to successfully pass the interview.
 
Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. Qualified applicants will be notified of the date, time and place of the test(s).

Behavioral Health and Recovery Services (BHRS) offers a broad spectrum of mental health and substance use services for children, youth, families, adults and older adults in San Mateo County in the prevention, early intervention and treatment of mental illness and/or substance use conditions. Mental health services are also available for emotionally disturbed children, older adults at risk of institutionalization, children in special education or at risk of out-of-home placement, uninsured residents of San Mateo County and people of any age in a major crisis.
 
Correctional Health Services provides integrated medical, dental, mental health, and chemical dependency treatment to San Mateo County's incarcerated adults, and medical and dental care to the juvenile hall population. Medical services include health screening, treatment, education, and 24-hour emergency response for juveniles and adults.

Public Health Policy and Planning includes Edison HIV Clinic and Mobile Health Clinic/Street and Field Medicine program. Edison Clinic provides comprehensive patient-centered HIV primary care services to persons living with HIV (PLWH) within San Mateo County as well as provides services in diagnosis and treatment of sexually transmitted infections (STIs) to all San Mateo county residents. The Mobile Health Clinic/Street and Field Medicine program provides field-based medical care focusing on homeless, formerly incarcerated, and farmworker/farmworker family member individuals. The program provides medical care in the field at encampments and homeless congregation sites, homeless shelter, peripheral sites outside of San Mateo County Clinics, and on a mobile medical clinic vehicle that parks at scheduled sites throughout the county.

The San Mateo Medical Center is a public hospital and clinic system fully accredited by the Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and also an acute-care hospital. We serve the healthcare needs of County residents, serving as the healthcare home for underserved and underinsured residents, with an emphasis on education and prevention. Under general supervision, Nurse Practitioners will provide services such as conducting complete physical examinations, developing diagnostic impressions, and managing care of patients working in one or more specialty areas, such as geriatric, pediatric, family health, or OB/GYN practice.
