The San Mateo Medical Center's Patient Financial Services Department is seeking a qualified individual for the position of Patient Services Supervisor - Hospital Billing and Follow Up.

The Patient Services Supervisor-Hospital Billing and Follow Up is responsible for:

• Supervising and managing A/R (accounts receivable) follow-up staff.
• Ensuring timely and effective insurance and patient account collections.
• Monitoring staff productivity, quality, and adherence to departmental goals.
• Providing training, coaching, and performance evaluations for team members.
• Assigning workloads and prioritizing accounts based on aging and payer guidelines.
• Ensuring timely follow-up on unpaid claims with insurance companies, government agencies, and patients.
• Reviewing and resolving complex billing issues, denials, and underpayments.
• Supervising and analyzing denial trends and implementing corrective actions.
• Coordinating with coding, billing, and clinical departments to resolve claim issues and ensure accurate documentation and resubmission of denied claims.
• Preparing and reviewing A/R performance, aging, and productivity reports; tracking key performance indicators, such as Days in A/R, denial rate, and cash collection.

This Full-Time, Regular vacancy is located in South San Francisco, and the successful hire will travel throughout the County for supervision meetings, etc.

San Mateo County Health's Behavioral Health and Recovery Services (BHRS) Division has an exciting opportunity for an experienced Clinical Services Manager I -Nursing (CSM I) in Behavioral Health and Recovery Services. This position has a leadership component and will be part of the Management leadership team, and report to the Medical Director. This CSM I Nursing Manager will provide clinical supervision, consultation and training to the Community Mental Health nurses who provide services to adult outpatient and field-based teams, throughout the County of San Mateo, BHRS.

The Clinical Services Manager I-Nursing manager will provide clinical supervision for the Community Mental Health nurses, participate in the overall management of division and inter-division nurse issues, train and provide orientation to a dedicated and experienced nursing team, develop clear and consistent policies and procedures for nursing practice at BHRS, for necessary standardization of practice, quality onboarding of new staff, continuous training, oversight of practice, and quality control. The CSM I Nursing will Co-Chair the Infection Control Committee (ICC).

The CSM I Nursing manager direct care role, will provide nursing support to outpatient teams, providing psychiatric assessments, clinical case management services, medication therapy and individual, group and family counseling. They will work with acute hospitals and community resources to coordinate clients' clinical care and recovery services.

This is a full-time 40-hour per week position. This position will have an office located at 2000 Alameda De Las Pulgas, but will travel throughout San Mateo County and out of the county.

The ideal candidate for this position will have:

• A Master's degree in Psychiatric Nursing.
• A minimum of one-year experience in an outpatient community mental health setting.

Analyst: Carolyn Burns (031626) (Clinical Services Manager I - Nursing - D144)

The Director, Fare & Revenue Programs is responsible for directing all fare related programs including fare strategy, media, systems, and administration and revenue accounting for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County 101 Express Lanes Joint Powers Authority (EL) known collectively as the District. The Director ensures that approved fare initiatives are implemented effectively, operationally feasible, and financially sound.
This position provides strategic and operational oversight of fare systems and District revenue programs and ensures the cross-departmental coordination needed to implement policies, system changes, and operational requirements.
The Director, Fare & Revenue Programs reports to the Chief Financial Officer. The Director has 10 staff including the Manager of Fare Program Operations and the Manager of Revenue Management.

Essential Functions & Duties:

Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities such as fare collections and real estate holdings, ensuring effective implementation of policies, systems, and programs.
• Advise executive leadership and cross functional partners on revenue policies and fare strategies, examining the potential impacts, implementation risks, and operational constraints associated with changes.
• Direct revenue management including fare revenue and fare media; participate in various internal and external policy settings boards, including Title VI compliance and reporting.
• Oversee revenue collection programs including accounting, auditing and financial reporting for all fare types for Caltrain, SamTrans, TA, and EL.

San Mateo County Health - San Mateo Medical Center is accepting applications for Senior Accountant. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records; and performs journal entries providing clear, concise, and adequate supporting documentation and calculations that are GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) compliant.

In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. The Senior Accountant is responsible for overseeing the accounts payable process and ensuring that vendor invoices are reviewed, approved, and paid accurately and on time. They supervise the AP team, assign tasks, and help resolve invoice discrepancies with vendors or internal departments. The role also includes managing payment schedules, maintaining vendor relationships, and ensuring compliance with company policies and internal controls. In addition, the AP Leader supports month-end closing, reconciles accounts, prepares reports, and helps improve AP processes for better efficiency. The Disbursement department ensures that its financial transactions are conducted in compliance with County established internal controls, governmental regulations, and Generally Accepted Accounting Principles. The department plays a critical role in supporting decision-making processes by providing financial analysis and insights to San Mateo Medical Center and Health System leadership.

The ideal candidate will:

• Possess a Bachelor's degree from an accredited college in accounting, finance, data analytics, statistics, or a closely related field
• Have 3-5 years of journey level accounting experience, preferably in healthcare, hospital or closely related settings

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

Position Summary

Under the direction of the Facilities & Equipment Superintendent, this position performs all types of concrete work at District facilities as required.  May perform other duties as assigned within the Streets and Grounds Department, thus, will include working with the Laborers and Bridge Carpenter.
 

Essential Responsibilities

• Constructs and installs formwork
• Mixes, places and finishes concrete
• Cements stucco and plaster
• Operates mechanical finishers, grinding machines and trawling machines
• Applies asphalt paving
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
