THE POSITION: Under close supervision, perform unskilled manual and semi-skilled manual park maintenance work, and perform related work as required.

 

 

EXAMPLES OF WORK PERFORMED:

• Cleaning restrooms, emptying garbage cans
• Removing weeds and trash from parks
• Assist in mowing, edging, pruning, fertilizing, and seeding
• Perform a wide variety of general grounds and facility maintenance work including raking leaves, cleaning walkways, removing debris, cleaning restrooms, and related work.
• Water, weed, prune, renovate, and landscaped areas.
• Turf care including mowing, thatching, fertilizing, plugging, and installation of new turf areas.
• Prepare soil and plant flowerbeds, shrubs, and landscape areas, including staking, fertilizing and other necessary procedures.
• Utilize a wide variety of hand and power tools and landscape maintenance equipment.
• Move and install park and recreation equipment.

MINIMUM QUALIFICATIONS: The incumbent should have the ability to read, write, and carry out oral and written directions, maintain cooperative work relationships, and operate various park maintenance equipment. Individuals must possess a valid California Driver’s License and a good driving record (recent DMV printout required). This is seasonal work which will include weekends and holidays depending on the needs of the department.

POSITION OVERVIEW 

We have an exciting opportunity for a full-time Assistant Planner to join our team in Millbrae, San Mateo County.  

 

The Community Development Department is comprised of five divisions and functional areas: Planning, Building, Code Enforcement, Housing, and Economic Development. This position will be the primary planner assigned to staff the public service counter, and would be assigned to process planning applications, zoning clearances, business license applications, and building, sign, and wireless permits. There would be a focus on processing design review planning applications and conditional use permits for single family dwelling units and other smaller scale residential and commercial projects.  This position may also work on other duties as needed by the Planning Division.

Assistant Planner is the entry and first working level in the Planner class series. Incumbents learn and perform a wide range of the planning functions. This classification is distinguished from the Associate Planner because the Associate Planner performs more complex work more independently.

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

 

JOB-RELATED QUALIFICATIONS

 

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

 

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

 

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

 

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

 

SPECIAL REQUIREMENTS

 

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The ideal candidate will be:

• Knowledgeable and able to assist skilled trade workers including painters, carpenters, electricians, and engineers.

As a Utility Worker, you will be responsible for a variety of tasks, which may include but are not limited to the following:

• Lift, move, load, arrange, and transport materials or supplies such as furniture, mattresses, heavy equipment, records, mail, money, or waste materials.
• Operate and maintain equipment or hand tools used in the maintenance of buildings, grounds, and facilities.
• Assemble, maintain, and repair equipment and furniture.
• Utilize the assistance of and instruct inmates, clients, or other staff to perform work.
• Remove and replace light bulbs.

The Utility Worker position may be assigned to one of multiple sections within the Department.  At this time, Health & Hospital Facilities Engineering and Facilities Maintenance & Operation Redwood City Division is seeking qualified applicants.  More information on the various Divisions and sections of the Department is available at:  https://www.smcgov.org/publicworks/our-organization. 

 

The Facilities Maintenance & Operations Redwood City section is responsible for the operation, maintenance, installation and repair of machinery and equipment in County operated buildings. This includes HVAC systems, boilers, lighting systems, refrigeration, generators, water treatment, and emergency power systems. It also includes crafts services such as carpentry, painting, plumbing, and lock smithing services required to maintain County facilities. If hired into the Facilities Maintenance & Operations (FM&O) section, additional skills needed, and duties may include: 

• Identify weeds from plants.
• Work independently.
• Dig and set sign and fence posts.
• Attached signs to wood and/or metal posts.

 

Construction Services provides competitive professional crafts services beyond the scope of routine maintenance provided by the Facilities Operations and Maintenance section, and contracts with the County and Cities to provide carpentry, graffiti abatement, and lighting district services. Trades represented include electrical, plumbing, carpentry and painting.  If hired into the Construction Services section, additional duties may be:

• Assist trades with painting, carpentry, light electrical, and clean-up of work site.
• Empty trash at offices and vacuum floors.
• Dig trenches or post holes on various projects.
• Handle small moving jobs for other departments.
• Knowledge of how to use hand and power tools.

 

Qualifications

 

Utility Worker I ($29.77- $37.22/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($31.40- $39.25/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

 

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.
• Fixtures, building hardware, and equipment.
• Safety regulations, precautions, and practices.
• Methods, practices and equipment used in the receipt, storage, handling and ordering of materials and equipment.
• Basic arithmetic.

The Position

 

The San Bruno Police Department is recruiting for Per-Diem Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety. Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This is a per-diem position. Shifts are offered based on staffing needs, and per-diem employees may choose the open shifts that are available. Available shifts may include day, swing, or graveyard hours, including weekends, and holidays. Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality. Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions. This position is integral in supporting the goals and objectives of the City and Police Department.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

 

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

 

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

 

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

 

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

 

License: Possession of a valid Class C California Driver's License.

Maintenance Worker I

 

Education:  High School Diploma or equivalent GED.

 

Experience:   One year full-time in semiskilled construction maintenance or landscape maintenance work.

 

License:  Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record and within six (6) months of hire, must possess and maintain a Class B California Driver’s License with required air brake endorsements.  Those assigned to the Water Division within one (1) year must possess and maintain a Class D-2 Water Distribution Certificate from the California Department of Health Services.  Those assigned to the Collection Division, within one year must possess and maintain a California Water Environment Associations (CWEA) Grade I Collections Certificate.

 

Physical Requirements:

Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably.  Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment.  May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and inclement weather for extended periods of time; work in conditions that may contain dust, mold and various chemicals.
