The Planning and Delivery subdivision of the San Francisco Municipal Transportation Agency (SFMTA) is responsible for providing a safe, reliable and connected multimodal network. We are a team committed to transforming how projects are delivered and how people move. Our vision is rooted in vertical integration across the entire project delivery lifecycle and horizontal integration across all modes of transportation – including walking, biking, driving, and transit.  The Muni Forward team leads the development of projects aimed at reducing transit delays and enhancing the safety and comfort of Muni customers across all routes.

SFMTA is currently in the process of developing a new train control system.  The Train Control Upgrade Project (TCUP) is a critical, once-in-a-generation investment to modernize and grow Muni Metro for decades to come. TCUP aims to replace the outdated system that currently controls our Metro trains in our subways with a new, state-of-the-art Communication-Based Train Control (CBTC) system, and extend the new system to all on-street Metro corridors.

APPOINTMENT TYPE: Temporary Exempt: This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of this appointment shall not exceed 36 months.

The Project Manager I (PM1) is responsible for the surface level integration of the new CBTC system with SFMTA’s existing traffic signal infrastructure.  The work will include systems engineering to integrate various pieces of infrastructure to ensure compatible functionality (e.g. CBTC can communicate with traffic signal controller software and output the desired signal outcomes). The PM1 should possess expertise in traffic signal systems and Intelligent Transportation Systems (ITS), including but not limited to: signal timing parameters, traffic signal design, Transit Signal Priority (TSP), network communication protocols and devices, as well as familiarity with the Manual on Uniform Traffic Control Devices (MUTCD) and the systems engineering architecture and standards established by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).  The candidate must also have prior experience overseeing the integration of ITS devices, such as TSP and emergency vehicle preemption, with the D4 traffic signal controller software.

EXAMPLES OF IMPORTANT DUTIES:

• Oversee internal staff and consultants to develop protocols and procedures to integrate CBTC technology with existing traffic signal infrastructure
• Develop calculations for traffic signal timing card changes to reduce transit travel times and improve transit reliability
• Provide direction to staff in the preparation of studies, calculations, designs, drawings, sketches, and plans for a variety of engineering projects using AutoCAD, Synchro, VISSIM and other software tools
• Provide written and oral responses to a variety of inquiries from other agencies, contractors, and the general public
• Performs other related duties as assigned

1. Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR
2. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR
3. Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR
4. California registration as professional engineer or architect.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

• Possession of a current Certificate of Registration as a Professional Engineer in the State of California in both Civil and Traffic disciplines
• Possession of a Project Management Professional (PMP) certification
• Detailed knowledge of Intelligent Transportation Systems (ITS) and the National Transportation Communications for Intelligent Transportation System Protocol (NTCIP), including previous experience with managing project deployment and integrations of related devices
• Extensive experience programming traffic signal timing plans with the D4 traffic signal controller software
• Knowledge of transit operations and investigative practices to develop roadway engineering safety improvements
• Hands-on experience with traffic signal and communications network design and construction - covering all phases from preliminary engineering design to the finalization of plans, specifications, and estimates plus construction support
• Demonstrated capability in lifecycle planning and deployment of emerging technologies, including successful implementation through pilot initiatives
• A genuine interest in transit and enthusiasm for improving a highly-utilized metropolitan rail system

The Position

The Project Manager I/II plans, coordinates, and directs the implementation of capital improvement, maintenance and related projects. This includes, in consultation with assigned technical support staff, the creation of objectives, priorities, budgets, and schedules and the retention of appropriate consultant assistance to achieve high quality capital, maintenance or information technology projects in a timely, efficient, and cost-effective manner. Acts as Project Manager for building construction, renovation, or information technology projects.  When assigned to the Clean Water Program,: plans, organizes, and reviews the design and construction of the Public Works Wastewater Treatment Plant, sewage conveyance systems and related projects; and acts as project manager in assigned capital improvement, maintenance or renovation projects. Also provides wastewater treatment operations and maintenance support.

Project Manager I is the entry level in the project management series.  Incumbents are responsible for one or more small projects in terms of dollar amount and/or technical complexity, or aspects of larger projects while learning the full scope of project management tasks.  The scope and/or diversity of project objectives and the project budget are less than assigned to the Project Manager II or Senior Project Manager level. This class is alternately staffed with Project Manager II, and incumbents may advance to the higher level after gaining experience and demonstrated proficiency, which meets the qualifications of the higher-level class.

Project Manager II is the journey level in the project management series.  Incumbents are fully responsible for average size projects and are expected to be knowledgeable about the normal scope of project management tasks. This class is distinguished from the Senior Project Manager in that the latter is responsible for the largest and most complex capital projects and is expected to be familiar with the most complex project management tasks.

Depending on the assignment, some duties may include, but are not limited to, the following:

• Develop, plan and coordinate the planning, feasibility, architectural and engineering activities related to capital improvement, renovation projects, or information technology projects.
• Prepare and administer agreements for professional services related to capital or information technology projects, coordinating and directing all activities between the City and outside consulting firms.
• Prepare cost estimates, project schedules, and feasibility reports for new or modified structures, or new or modified software applications systems.
• Maintain accurate and current project budgets and manage cost and quality controls.  Develop, implement and monitor budgets for assigned areas.
• Utilize critical path or other methods to plan and evaluate progress on project tasks.
• Solicit and review bids and recommend contract awards. Monitor contractor performance, review and process submittals and change orders, retain construction management and inspection assistance as needed, and carry out related activities associated with project construction or system implementation/upgrade.
• Oversee the design and construction/implementation of projects, and function as project manager.
• Prepare and review project drawings; conduct pre-construction meetings and on-site inspections.
• Maintain needed records on assigned projects. Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required.
• Design and maintain spreadsheets and databases as needed on mainframe and personal computers.
• Coordinate programming, design, review, and construction/implementation activities with affected City departments and outside agencies. Assist in preparing needed agreements with other entities.
• Ensure that projects meet all applicable codes and standards.
• Prepare staff reports and presentations for the City Council, City commissions, boards, and committees, and for neighborhood meetings on capital improvement projects.
• Coordinate and schedule staff training and manage associate training documents and records.
• Utilize and manage the computerized maintenance management system for efficient and effective workflow processes.
• Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new processes, methods, trends, and advances in the profession; read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate.

The Project Manager I/II receives general direction from a Department Head, Division Manager, Capital Projects Manager, Senior Project Manager, or Sr. Systems Analyst and may exercise technical or functional supervision over less experienced project managers, technical staff or administrative staff.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

DISTINGUISHING CHARACTERISTICS

This classification is structured for incumbents hired with the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period. 

SUPERVISION RECEIVED AND EXERCISED

Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EDUCATION & EXPERIENCE:

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

allcove™ https://allcove.org/ is a youth drop-in center model that has evolved from the Head Space Program in Australia and Foundry Program in British Columbia, Canada. PHCD is working closely with Stanford’s Center for Youth Mental Health and Well Being (CYMHWB) leadership who have been instrumental in defining the model for California and successfully influencing the State of California Mental Health Services & Oversight Accountability Commission (MHSOAC) to provide start up grants for five pilot centers around the State.
