About the Position
The Health Officer serves as the Air District's chief subject expert related to public and environmental health. The Health Officer is responsible for helping the public and particularly impacted communities to understand the relationship between air pollution exposure and health. The Health Officer works closely with residents in impacted communities to help them design local air quality plans to improve public health. The Health Officer also helps the Air District respond publicly and through the media to wildfires and other air pollution incidents with timely, clear, and scientifically supported information. The Health Officer will lead the implementation of key parts of the Air District’s strategic plan related to incorporation of health data into our planning, rule development, and permitting efforts. The Health Officer will also take a leading role in coordinating the Air District’s Advisory Council.

The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Engineering Division.  This is an open recruitment for one (1) full-time, represented position.

About you in the position

The Engineering Division evaluates permit applications and permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division is responsible for other programs related to facilities with air quality permits, including - but not limited to - the emissions inventory and air toxics programs. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.

The Senior Advanced Projects Advisor in the Engineering Division performs complex and highly specialized air quality engineering work such as, but not limited to:

• Providing project leadership
• Evaluating program effectiveness
• Developing policy and procedures for program effectiveness
• Reviewing and analyzing projects and permit applications for compliance with the California Environmental Quality Act and federal, state, and Air District rules and regulations

The Human Resources Department with the County of San Mateo is currently seeking highly qualified candidates for the position of Employer Brand and Marketing Analyst.

The Position

The Employer Brand and Recruitment Marketing Analyst (Marketing Analyst) will work in partnership with the Deputy Director and Talent Acquisition Manager to develop and strengthen the County’s employer brand by leading internal and external recruitment branding and marketing efforts, ensuring consistent and compelling messaging across all HR Department communication outlets, hiring platforms, and outreach initiatives.

The Marketing Analyst will also lead the development, implementation, and ongoing evaluation of the County’s recruitment marketing strategies and practices to attract top talent. 

In addition, the Marketing Analyst will serve as a collaborative partner with recruiters, Human Resources executives, and hiring managers across a variety of customer departments to develop strategic campaigns that attract a diverse applicant pool to county positions.

The Opportunity

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department. 

The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues.

Public Works has a budget of approximately $200 million and is comprised of over 300 employees in five divisions: Administrative Services, Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services. 

 

What You Will Do

This position is responsible for administering and supporting key human resources functions for the Department of Public Works, including but not limited to: 

Employee and Labor Relations

• Serve as the first point of contact for employee relations matters, including performance management, corrective action, investigations, and compliance documentation.
• Advise managers on progressive discipline, documentation standards, and risk-aware decision-making.
• Partner with labor organizations; participate in meet-and-confers and negotiations; interpret and apply MOUs and Civil Service Rules. 

Payroll, Compliance, and HR Operations

• Provide oversight and guidance related to payroll processes, audits, and compliance requirements. 
• Ensure adherence to County, State, and Federal laws, regulations, and labor agreements. 
• Interpret and apply policies related to leave, benefits, workers’ compensation, and classification/compensation. 

Workforce & Performance Management

• Coach managers and supervisors on effective performance evaluations, SMART goal setting, and employee development.
• Support workforce planning and recruitment strategies within Civil Service rules. 
• Assist with onboarding, succession planning, and staff development initiatives.

Engagement, Wellness, and Organizational Development

• Champion employee engagement, wellness, appreciation initiatives tailored to the diverse workforce, and leading the department employee engagement committee.
• Conduct training needs assessments and identify systemic issues impacting morale, performance, or compliance.
• Help re-establish and strengthen training, mentoring, and development programs.

QUALIFICATIONS
 

Knowledge of

• Principles and practices of law enforcement services and program administration.
• Pertinent local, State and Federal rules, regulations, and laws.
• Criminal law as it relates to the apprehension, arrest, and prosecution of law violators and the collection of evidence.
• City of Pacifica streets, neighborhoods, and municipal code.
• Departmental policies and procedures
• Modern office procedures and computer equipment.
• Use of firearms and other modern police equipment and communications and information systems related to law enforcement.

Skill/Ability to

• Analyze and prioritize situations and adopt effective courses of action while giving due regard to protocols, procedures, surrounding hazards and circumstances.
• Interpret and apply city policies, procedures, rules and regulations and police department general orders.  
• Establish and maintain effective community relations on both an individual and group basis.
• To read, comprehend, explain, and apply complex issues of law derived from a variety of sources to include code books, computer screens, and other printed material.
• Drive a motor vehicle under emergency conditions and to hear verbal communications at normal speaking tones via radio and telephone and verbalize succinctly prepare and write accurate and factual reports.
• Qualify in the use of firearms and defense tactics on a periodic basis.
• Remain current and meet all post guidelines.
• Write accurate, clear, concise, factual reports.

EXPERIENCE AND TRAINING GUIDELINES

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Experience: none
 

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

Physical Skills

Vision adequate to operate vehicles and equipment, read instructions and follow directions, read maps and small print, detect subtle shades of color; hearing adequate to distinguish mechanical noises, converse on radio, telephone and in person at distances of up to 50 feet, and detect unusual sounds; voice volume and speech clarity to command during an emergency; body mobility adequate to operate emergency equipment and perform required duties; stamina to perform administrative functions and to meet physical and mental demands during an emergency; use of hands and fingers adequate for operation of special equipment and weapons, writing, typing and computer related functions; ability to lift heavy equipment, as needed in emergency conditions.

Intermittently twist to reach equipment surrounding desk; perform simple and power grasping and fine manipulation; bend, squat and kneel during inspection of crime scene or conducting building searches; climb stairs and/or ladders while in the field; twist while making arrests; perform simple and power grasping, pushing, pulling, and fine manipulation; run and walk; use telephone, and communicate through written means; continuously wear utility belt and other police equipment of 30 pounds; and intermittently carry weight of 100 pounds or less.

$141,065.60 Annually

Position Summary

Under general supervision, performs repair, maintenance and alterations of electrical equipment including toll equipment and facilities on the bridge, shops, roadways, administration building and other District offices.

Essential Responsibilities

• Performs routine maintenance on all electrical and related equipment, according to established maintenance schedule, for bridge facilities and buildings and for other divisions as requested.
• Inspects and repairs electrical motors, transformers, switch gear, heating, ventilating and air conditioning controls, alarms, signal systems, navigation aids, roadway lighting.
• Performs alteration work and other duties, as direct or requested, on all District offices, terminals and facilities.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance is required.
