The Position
This position is housed within StopWaste’s Built Environment team, which supports the goal of promoting energy and resource efficiency in the Bay Area construction sector. The services we offer include incentives and technical assistance, circular economy infrastructure and pilot projects, building labeling, community and practitioner engagement, model policies and policy support, advocacy, and research studies.

This position is funded through the Bay Area Regional Energy Network (BayREN) and will support innovative energy efficiency and building electrification in Alameda County and the greater nine-county Bay Area region. The Program Manager I will primarily support BayREN’s Green Labeling and Multifamily programs and the Home Energy Score California program.

The Green Labeling program works with real estate and design professionals to educate them on how energy efficiency and electrification can be beneficial to their business and their clients. The Bay Area Multifamily Building Enhancements Program (BAMBE) provides technical assistance and rebates to help multifamily buildings make energy efficient upgrades and decarbonize. Home Energy Score (HES) California is a newly launched statewide expansion of the Bay Area HES program that promotes the availability and literacy of energy information in homes to empower residents to make upgrades. The program utilizes the U.S. Department of Energy’s Home Energy Scoring tool. The PM I’s responsibilities will include assisting with program management and implementation, such as working with consultants, assisting in pilot projects, coordinating with local government sustainability staff, supporting research, and building relationships with key stakeholders.

Job Responsibilities
Duties include the following:

• Supporting successful program implementation by coordinating with consultants, working with county partners, and managing contracts.
• Assisting with in-person events, such as real estate trainings, HES Assessor bootcamps, and renter engagement workshops, and representing BayREN at conferences and other public convenings.
• Assisting with development and implementation of pilot programs, expansion of program activities, and other innovative efforts to increase participation and help meet program and local/state climate goals.
• Managing data requests and assisting with regulatory filings and reporting of programs metrics.
• Conducting outreach for Green Labeling and HES California (in-person and virtual) to a variety of audiences including but not limited to local governments, homeowners, community organizations, potential workforce partners, and real estate and construction industry stakeholders.
• Supporting BAMBE program operations, including reviewing and tracking projects, processing rebate checks, updating internal documents and resources, and leading research and evaluation tasks.
• The position will also provide support for additional BayREN programs within Alameda County.

Physical and Other Job Demands

• This position currently requires the ability to work a minimum of two (2) days per week in person and to telework a maximum of three (3) days per week subject to the needs of the Agency (which could change) and with project lead approval.
• Ability to work a flexible schedule to accommodate evening and weekend events (virtual and in-person), as necessary.

Education and Experience:

• Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in architecture, urban planning, environmental science, public policy, engineering, construction, or a closely related field.
• A minimum of two (2) years of increasingly responsible professional experience in green building, energy efficiency, public policy, climate planning, housing development, program management, or a related area.

Specifically, the applicant should possess the following skills and/or experience:

• Ability to perform work in a self-directed, timely manner while implementing solutions collaboratively.
• General understanding of public agencies and housing, climate, and/or energy policy in California.
• Strong analytical and critical thinking skills with the ability to organize and interpret data, generate insights, and anticipate challenges and opportunities.
• Experience in managing or participating in diverse coalitions and developing strategic partnerships.
• Proficient in Excel, Word, and PowerPoint.
• Good written and oral communication skills.
• Highly organized and able to prioritize/deprioritize tasks in a dynamic work environment.

Desired Qualifications:

• Knowledgeable about the ways in which energy issues intersect with equity, health, and housing.
• Previous government or program management experience.
• Technical knowledge of energy efficiency, electrification, and building systems.
• Proficient in Canva, Adobe Creative Suite, ArcGIS, or Salesforce.
• Must have a valid California driver’s license and provide proof of automobile insurance if using personal transportation for work related activities. Note that the incumbent may use the Agency’s Zip Car account and does not need to have their own car.

The Program Manager II will serve as the lead of BayREN's Multifamily program. The Bay Area Multifamily Building Enhancements Program (BAMBE) provides technical assistance and rebates to help multifamily buildings make energy efficient upgrades and decarbonize. The program has served more than 650 properties and 50,000 units across the Bay Area since it launched in 2014. The PM II's primary responsibilities will include overseeing the administration and implementation of the BAMBE program, refining the program strategy and goals, coordinating consultant teams, managing contracts and an approximately $9 million annual budget, and representing the BAMBE program in public meetings and events.

Job Responsibilities
Duties include the following:

• Leading the BayREN Multifamily program, including refining the strategy and vision for upgrading multifamily properties in the Bay Area with a focus on equity and affordability.

• Managing the budget, contracts, budget, and support staff to keep the program running successfully. 

• Overseeing implementation of the program in Alameda County and throughout the Bay Area to meet program goals.

• Maintaining and updating internal program databases, documents, and resources.

• Responding to data and evaluation requests and assisting with regulatory filings and reporting of programs metrics.

• Coordinating with BayREN county leads and ABAG to conduct outreach to target audiences in other counties.

• Representing the BayREN Multifamily program in public settings, including conferences, workshops, and peer convenings. 

• Developing relationships with partners, including community groups and other program administrators at CCAs, RENs, and IOUs.

• Identifying opportunities for pilot programs, grants, research projects, and other innovative efforts to increase participation and help meet program and local/state climate goals.

• The position may also provide support for additional BayREN programs within Alameda County.

The City of Berkeley is seeking a Treasury Manager to join the Finance Department! In this role, you will serve as a division-level manager responsible for overseeing all staff and operational activities of the Treasury Division.

The Treasury Manager also assists the Finance Director in the short- and long-term investment of surplus City funds; maintains fiscal accountability for all City monies; manages the City's banking relationships; coordinates the implementation of the City's online payment program; and serves as the operational lead for Payment Card Industry (PCI) compliance. THE POSITION:

 

The City of Hayward is excited to announce its recruitment for the position of Lateral Communications Operator. 

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.
 

 

Essential Duties

Duties may include but are not limited to the following: 

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:

• English usage, including comprehension and grammar.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.
2. Typing certificate (or signed statement on official letterhead from the testing agency) must be dated no earlier than six (6) months prior to the date of the application filing.
3. Typing certificate (or signed letter) must state all of the following information:

· Five (5)-minute timed typing test.
· Gross typing speed in words per minute.
· Gross number of errors.
· Net words per minute

The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. You'll supervise staff, oversee procurement and mail services, and ensure compliance with City policies.

Responsibilities include oversight of a centralized Purchasing function. Working with departments, the Division identifies equipment, goods, and services that will meet the City’s needs and creates cost effective purchasing and maintenance agreements. The Division also issues and awards all non-construction bids and Request for Proposals, and opens all construction bids to obtain the best competitive pricing. The General Services Manager also works to enforce compliance of all City procurement and contracting policies, maintain the Purchasing information on the City’s website, and assure that customers and vendors have online access to needed information and forms.

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

EDUCATION
Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field.

EXPERIENCE
Four (4) years of experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation. Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The Recreation Specialist is a unique position that is primarily responsible for specific projects or long term projects requiring relevant knowledge and expertise.

The City of Orinda Parks and Recreation Department is currently seeking two (2) qualified individuals with the passion and desire to work with youth campers as a summer Camp Coordinator (Recreation Program Specialist) in the Parks and Recreation Department.   This position takes direction from the Camp Director and reports to the City's full-time Recreation Coordinator.

Under the general supervision of the Recreation Coordinator and Camp Director, Camp Coordinators are responsible for the day-to-day operations of their assigned summer day camp:  executing weekly curriculums by ordering supplies, supervising their camp staff, and leading all of their camp activities on a daily basis.  The City of Orinda offers two city-run camps:  Camp Orinda and Camp Orinda Jr.

Camp Orinda is a full-day (9:00 am to 4:00 pm) traditional camp for 6 to 11 year olds.

Camp Orinda Jr. is a half-day camp (9:15 am to 12:45 pm) for 3 1/2 to 5-year olds.

Essential Duties:

• Execute the camp curriculum in accordance with the Camp Director and Recreation Coordinator.
• Lead arts, crafts and games according to the theme of the week.
• Participate in weekly camp debriefs with Camp Director.
• Offer leadership, guidance and direction to Camp Counselors.
• Supervise Counselors-in-Training (CIT), pair CIT's with experienced Camp Counselors, and delegate CIT weekly duties during CIT camp week.
• Serve as a mentor and role model to campers and communicate effectively with guardians and families.
• Safely and appropriately supervise all campers.  Camp Orinda Coordinator will supervise campers on weekly field trips around the East Bay.
• Monitor supplies and create weekly supply list.
• Ensure the health and safety of all campers are prioritized in all summer camp programs.

Minimum Qualifications:

All City of Orinda employees are expected to uphold and exhibit the City’s core values including serving the public, being respectful and accountable, maintaining professionalism, and demonstrating responsibility.

Education: Must have completed at least eleventh (11) grade or graduated from high school by the start of camp.  High school or college-level coursework in Recreation, Sports, Administration, Human Development, Education or related field is preferred.  

Experience: Recreation, athletics and/or education experience is desirable.  Experience teaching and/or working with children and youth age twelve (12) and under is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training at the May 30, 2026 training for any staff that is not certified by this date.

Special Requirements:   This is a mandated reporter position.  Appointment to this position is contingent upon:

• A valid work permit issued from school (if under age 18 and have not graduated from high school or received a State Certificate of Proficiency).
• A post offer, pre-employment live scan criminal history check (over 18 years), drug screen, physical and TB Test required.  Please note that if under 18 some processes may require legal guardian consent.

The City of Newark is seeking a knowledgeable Equipment Mechanic I/II with hands-on automotive experience to join our Public Works Maintenance Division. This position is responsible for maintaining and repairing City vehicles and equipment; ability to repair gasoline, diesel powered, or alternative fuel powered automotives; organization and log of tasks done and perform a variety of technical tasks relative to assigned areas of responsibility.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Equipment Mechanic I
  • Possession of a high school diploma or equivalent, and six (6) months of general automotive or equipment maintenance and repair experience. 
  • Six (6) months of of general automotive or equipment maintenance and repair experience.
     
• Equipment Mechanic II
  • Possession of a high school diploma or equivalent, supplemented with specialized training in automotive and heavy construction equipment maintenance and repair, or a related field. 
  • Two (2) years of increasingly responsible experience performing automotive and general equipment maintenance work similar to that of an Equipment Mechanic I with the City of Newark. 

License and Certification

• Equipment Mechanic I
  • ​​​​​​​Possession of a valid driver license and a satisfactory driving record throughout employment.
     
• Equipment Mechanic II
  • ​​​​​​​Possession of a valid California Class A driver's license (with tank endorsement when applicable) within one year of appointment.  Positions performing safety sensitive functions are subject to the Federal Highway Administration Department of Transportation (D.O.T.) regulations and the City's Administrative Regulation concerning drug and alcohol testing as a continuing condition of employment with the City.
  • Possession of a valid California M1 (motorcycle operator’s license) within one year of appointment. 
  • Possession of Automotive Service Excellence (ASE) certifications are desirable.
