The City of Union City Financial Services Department seeks a team-oriented professional to become a valued member of our staff. This position presents a unique opportunity to play a key role in the functioning of the organization as it serves a diverse and quickly growing community.
DEFINITION:
Under general supervision of the Finance Director, the incumbent in this classification performs professional accounting, auditing, and financial analysis work in support of a broad range of City financial functions; provides first-line supervision to support staff; performs related work as required.
EXAMPLES OF DUTIES (illustrative only):
- Performs responsible accounting and auditing work in specified financial areas as assigned, for example, prepares journal entries and balances, maintains the City’s general ledger, and reconciles accounts.
- Assists in the preparation, implementation, and control of annual operating and capital improvement budgets.
- Reviews policies, procedures, and practices in the areas of licensing, revenue collection, purchasing, accounts payable, payroll, and similar areas of operation and control to improve efficiency and effectiveness; recommends and implements improvements.
- Reviews business data processing applications and recommends and implements improvements; may be required to convert manual processes into automated systems.
- Plans, organizes, staffs, directs, and controls the work of support staff including the monitoring, evaluation and revision of work assignments.
- Answers questions from City staff, contractors, vendors, and others regarding the activities of the department.
- Assists auditors in auditing the City’s accounting and reporting systems.
- Review and document job performance and provide employees with counseling to improve or remedy performance.
Ideal Candidate
QUALIFICATIONS:
EDUCATION & EXPERIENCE:
Any combination of education, training, and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
Equivalent to graduation from a four-year college with major course in accounting, business
administration, or a closely related field
AND
Three (3) years of relevant, professional accounting experience with at least one (1) year in a lead or supervisory capacity.
KNOWLEDGE AND ABILITIES:
Knowledge of:
- Principles, practices, procedures, and terminology in the fields of accounting, bookkeeping, and
budgeting. - Principles and practices of municipal accounting, auditing, financial analysis, and budgeting.
- Principles and methods of supervision.
- Basis principles of business data processing, purchasing, and risk management.
- Techniques for procedures analysis and modification.
- Information systems, data storage, access, and retrieval.
Ability to:
- Perform responsible and varied accounting and financial support work.
- Analyze, interpret, and apply policies, procedures, rules, and regulations.
- Prepare, verify, analyze, audit, and reconcile complex financial and accounting documents, records, and reports.
- Develop and maintain effective working relationships with those contacted in the course of work.
- Analyze situations accurately and use independent judgement within established guidelines.
- Provide first-line supervision to technical and office support staff.
- Prepare statistical analyses and reports.
- Conduct research and prepare recommendations regarding legislative, budgeting, purchasing, and other activities impacting department and city finance.

Benefits
Retirement: CalPERS enrollment in one of the following retirement formulas, dependent on the individual’s eligibility, as per AB 340: 1) 2.5% @ 55 (Class Employees – Tier 1; Employee Rate 8%), 2) 2% @ 60 (Classic Employees – Tier 2; Employee Rate 7%), or 3) 2% @ 62 (PEPRA; Employee Rate 8%). The City does not participate in Social Security therefore there are no Social Security tax deductions (except 1.45% Medicare).
Life Insurance: Premium is paid by the City. Life insurance and AD&D is equal to $100,000 each. Long-term and short-term disability insurance premium is shared by the City and employee. Additional voluntary supplemental life insurance is available.
Medical/Dental: The City provides up to $2,200/month to purchase medical, dental and vision benefits.
Leaves: 8 hours of sick leave/month with no limit on accumulation; 10 days of vacation per year for the first three years of service; 12 paid holidays per year plus 24 hours floating holidays.
Other: Educational Reimbursement for approved coursework; 9/80 work schedule, with alternate Fridays off. Deferred Compensation Plan available.
